MINUTES - REGULAR MEETING
of the
LA PORTE CITY COMMISSION OF LA PORTE, TEXAS

MEMBERS OF COMMISSION PRESENT: Harold
P. Pfeiffer, Mayor; Odell Brown, Street Commiss-
ioner; T. W. Osburn, Water and Sewer Commissioner;
Dennis Dunham, Health ~ Sanitation Commissioner;
W. A. Stabs, Jr., Police and Fire Commissioner.
MEMBERS OF COMMISSTON.ABSENT: None.
OTHER CITY OFFICIALS PRESENT: Charles
L. Pitman, City Attorney; Clovis D. Mann, City
Clerk; Carlos Smith, Cit~r Engineer.

Invocation was given by Reverend W.
Schleiser, Minister of the La Porte Lutheran Church.
1. Minutes of the following meetings
were read and approved:
Regular Meeting December 3, 1962
Special Meeting December 7, 1962
Special Meeting December 10, 1962
2. Bids on the Motor-Grader were BIDS RECEIVED ON
received and opened. The following two (2) bids MOTOR GRADER
were received:
Hi-Way Equipment Co. $ 15,055.00
(Less rental)
Boehck Engr. Co. 10,500.00
Commissioner Brown made a motion,
seconded by Commissioner Osburn that the bids be
tabled for study and recommendations. Motion
carried.

3. Motion was made by Commissioner
Brown, seconded by Commissioner Osburn that Ord-
inance No. 485-A be passed on final reading.
Motion carried.
AN ORDINANCE AMENDING ORDINANCE NUMBER 486 REGU-
LATING THE RATES OF SOUTHWESTERN BELL TELEPHONE
COMPANY IN THE CITY OF LA PORTE, TEXAS.
4. Commissioner Dunham made a motion
seconded by Commissioner Stabs that Ordinance No.
553 be passed on final reading. Motion carried.
AN ORDINANCE AUTHORIZING SOUTHWESTERN BELL TELE-
PHONE COMPANY TO DISCONTINUE FOUR-PARTY RESIDENCE
SERVICE IN THE CITY OF LA PORTE, TEXAS.

5. Motion was made by Commissioner AUTHORIBAT ION To
Dunham, seconded by Commissioner Stabs, that City SET UP EMPLOYEES
Administrator, Clovis D. Mann, be authorized to SAVINGS CLUB.
make arrangements whereby employees may voluntar-
ily have a portion of their pay withheld; such
procedures to be known as City Employee's Christ-
mas Club; further, that provisions be made whereby
the employee may withdraw his savings, in part or
whole, at his discretion; Further, that Mr. Mann
be authorized to deposit such monies in a savings
account, bank, or Savings and Loan, if such should
be to the advantage of the employee. Motion carried.

6. Motion was made by Commissioner Stabs A(/HTORIZATION To
seconded by Commissioner Brown that City Administrator,
Clovis D. Mann, be authorized to trade-in the old PURCHASE NEW THERMC
Thermo-fax machine for a new Thermo-fax, paying the FAX MACHINE.
difference of two hundred fifty dollars ($ 250.00).
Motion carried.
'7. Report was made on the results of the STUDY OF BIDS ON
study of the bids on a Garbage Truck and body. NEW GARBAGE TRUCK
Motion was made by Commissioner Dun-
ham, and seconded by Commissioner Osburn, that the
City accept the following bids, and that purchase be
authorized:
Truck - Jay Marks Chevrolet $ 3,530.'75
(Plus Freight)
Body -Pak-Mor Company 3,850.00
Motion carried.
8. Motion was made by Commissioner
Osburn, seconded by Commissioner Dunham, that
water line be extended to a Fire Hydrant to be
installed in the most suitable place in the vicinity
of Happy Harbor. Motion carried.
9. Commissioner Osburn made a motion,
seconded by Commissioner Brown that the agreement
with Mr. Bruce Angel be confirmed, for closing
the alley in Block 18 of Sylvan Beach Addition in
that the sewer line be placed in Forrest Avenue by
the Angel-Hovey apartments and westerly to a point
to serve the most westerly lot in Block 18. Motion
carried.
10. Commissioner Brown made a motion,
seconded by Commissioner Osburn, that the policy
on Curb and Gutter be clarified in that only the
length necessary to encircle the block, or extend
from fronting property line to fronting property
line be constructed and paid for by the City;
length of curb and gutter not to exceed fronting
property line footage plus curb returns at block
corners only. Motion carried.
There being no further business
at hand, the meeting was adjourned.
