MEMBERS OF COMN/SS/ON PRESENT: Harold Pfeiffer, Mayor; Odell L. Brown, Street Commissioner; Tom Osborn, Water and Sewer Commissioner; Dennis Dunham, Health and Recreation Commissioner. MEMBERS OF CON~1/SS/ON ABSENT: W. A. Stabs, Jr., Police and Fire Commissioner. (Due fo work commitments) OTHER CITY OFF/C/ALS PRESENT: Charles L. Pitman, Ctty Attorney; Clovis D. Mann, City Clerk; Carlos Smith, City Engineer. PRESIDING: Harold P. Pfeiffer, Mayor. Invocation was given by Reverend J. B. Linsey, Minister of the Assembly of God Church. 1. Minutes of the Regular Meeting of February 1, and the Special Meeting of February 8 were read and approved. 2. Mr. James Marttn, Manager of fhe Houston ACCEPTANCE OF GROS` Lighting and Power Company, La Porte, presented a check RECEIPTS TAX.,F.,QE~.• to the City of La Porte in the amount of fifteen thousand 1962"FROM H.L.& P. three hundred fifty-six dollars and sixteen cents, (~ 95,356.96), representtng Gross Receipts Tax for 1962. Mr. Martin also expressed his appreciation to the Ctty for its cooperatton. Commissioner Dunham made a motion, seconded by Commissioner Brown, that the check be accepfed. Motion carried. 3. Motion was made by Commissioner Brown, AUTHORIZATION TO seconded by Commissioner Dunham, that a culvert be placed PLACE CULVERT AT at 12th Street and Main so that street could be opened. 12TH & MANN WHEN The culvert to be constr ucted when evtdence is presented NECESSARY to show that a proposal building is ready to be constructed. Motion carried. • ~ 63. 4. Commissioner Osburn made a motion, seconded ORDINANCE N0. 666 by Commissioner Brown, that Ordinance No. 666, annexing RE: ANNEXATION OF certain territory, be passed on ftnal reading. Motion OUTLOTS NEAR LOMAX carried. Caption as follows: AN ORDINANCE ANNEXING ON FINAL READ/NG THE HEREINAFTER DES- C:4/BED TERRITORY TO THE CITY OF LA FORTE, TEXAS, SO AS TO INCLUDE SAID TERR/TORY, GRANTING TO ALL INHABITANTS AND OWNERS OF SAID PROPERTY ALL THE RIGHTS AND PRIVILEGES OF OTHER CITIZENS OF THE CITY OF LA FORTE, BINDING SAID INHAB- ITANTS BY ALL THE ACTS, ORDINANCES, RESOLUTIONS AND REGU- LATIONS OF THE SAID CITY OF LA PORTS, TEXAS, RESERVING AND PRESERVING ALL RIGHTS, POWERS AND DUTIES AS TO TERRITORY INCLUDED IN ORDINANCE NO. 647 AND ANY AND ALL OTHER ORD- INANCES HERETOFORE ORDAINED BY THE CITY COMMISSION OF THE CITY OF LA FORTE NOT INCLUDED WITHIN THIS ORDINANCE AND PROVIDING A SAV/NGS CLAUSE. Commissioner Dunham made a motion, seconded AUTHORIZATION TO by Commissioner Osburn, that the City of La Porte author- CONSTRUCT DISF=OSAL ize the Lomax Nunicipal District to construct a dtsposal PLA~dT plant within the City of La Porte, West of the Railroad RE: LCMAX track; at a location mutually agreed upon jointly by the City of La Porte and the Lomax Municipal District. Motion carried. • ~ 6. Commissioner Brown made a motion, seconded AUTHORIZATION OF by Commissioner Osburn, that the Mayor be authorized to MAYOR TO SIGPJ AGREE negotiate and sign a supplemental agreement with Bernard MENT FOR LAND USE Johnson Engineers, Inc., to begtn work on that portion of STUDY. the Comprehensive Master Pian pertatntng to Land Use Study and Zoning, since ftnal approval of the application for State assistance has not been received today. Purpose of the Supplemental Contract is to permit immediate work on this particular phase. Motion carried. 7. Commissioner Dunham made a motion seconded by ORDINANCE N0. 559-A Commissioner Osburn, that Ordinance No. 559-A, ammending "AMENOM,ENT OF BLDG. Ordinance No. 559, be passed. Motion carried. Caption as PERMIT ORDINANCE." follows: AN ORDINANCE AMENDING ORDINANCE N0. 559, PRESCRIBING THE FEES TO BE CHARGED FOR BUILDING PERMITS, ALTERA7~lON PERMITS AND REPAIR PERMITS AND REPEALING ALL ORDINANCES AND /OR PARTS OF ORDINANCES IN CONFLICT THEREWITH TO THE EXTENT OF SUCH CONFLICT. • 8. Commissioner Osburn made a motion, seconded by Commissioner Brown, that Ordinance No. 667, abandoning and closing the alley lying within Block 903, be passed. Motion carried. Caption as follows: AN ORDINANCE VACATING, ABANDONING AND CLOSING THE ALLEY LYING WITHIN BLOCK 903, IN THE TOWN OF LA PORTE.(Ordtnance No. 667 filed in Ordinance Book.) * ~ 9. Bids were received on the following work: Dig Line, install and backfill approximately 555 ft. of 8" Sewer Line, from O to 6 ft. depth, and dig out for manholes on Brownell Street. Dig Line, install and backfiit approximately 300 ft. of 8" Sewer Line from 6 to 8 ft. depth for School. Dig Line, install, and backftll approximately 785 ft. of 8" Water Line on Forrest Street. All material to be furnished by the City of La Porte, and on job site so as not to hold up operation. iftcattons. Motion was made by Commissioner Osburn, seconded by Commissioner Dunham, that Bob's Ditching Service be awarded the contract. Motion carried.
