Pfeiffer. * : ~ Invocation was given by Reverend Raymond Schleiser, Minister of Christ's Lutheran Church of La Porte. 1. Mr. Cltff Hyde of Hyde's Flying Service, Municipal Airport, requested the City Commission to apply to F. A. A, for aid to obtaining a radio station for the Airport. Commissioner Shepherd made a motion, seconded by Commissioner Osburn, that the City CZerk be authorized to write a Center to F. A. A. requesting this aid. Motion carried. 86. Mayor Pfeiffer suggested that Commissioner Shepherd work with the City Engineer and the Recreation group in this connection. Commissioner Shepherd included this as a part of his motion, and motion carried. • 87. 3. A discussion was held on a proposQ~l CONTRACT FOR MOWING contract for mowing grass at the Municipal Airport. City GRASS AT A/RPORT. Attorney Pitman was requested to prepare the necessary contract, to be ratified at the next regular meeting of the City Commission. 4. Commissioner Osburn made a motion, seconded by Commissioner Baker, that the invoices from the La Porte Lumber Company, in the amount of ~` 50.98, be authorized for payment, as the purchase of the materials occured before Commissioner Shepherd, owner of the La Porte Lumber Company, was elected to the Board of Commissioners. F. by Commissioner Osburn, that Chief of Police Herbert F. FREEMAN AS CIV/L Freeman be appointed Civil Defense Otrector. Motion carried. DEFENSE D/RECTOR. The City Attorney to prepare the necessary ordinance for the next meeting. * s • 6. Commissioner Baker made a motion, seconded POSTPONEMENT OF OPEN- by Commissioner Osburn, that the receipt and Opening of ING OF BIDS ON: Bids on the sale of Block 4, Bay front Addition, and Back-hoe BLOCK 4, BAYFRONT Tractor, scheduled for June 7, 1963, be postponed to June TRACTOR W/BACKNOE 17, 1963. Motion carried. 7. Commissioner Baker made a motton, seconded EMPLOYMENT OF C. W. by Commissioner Shepherd, that Mr. C. W. Suesse, Certified SUESSE, FOR ANNUAL Public Accountant, be employed to prepare the Annual Audit AUD/T. of the City's books for the end of the FtscaL Year 1962-63, in accordance with the agreement attached herewith, as Exhibit No. 1. Motion carried. 8. Commissioner Baker made a motion, seconded AUTHORIZATION f-OR by Commissioner Osburn, that the City Engineer be authorized CITY ENGINEER TO EM- to employ four (4) additional men; one on a permanent basis PLOY 4 ADDITONAL MEN. and three temporarily for summer work. Motion carried. 9. Commissioner Baker made a motion, seconded by Commissioner Shepherd, that the employment of Richard • Gates., as Dog Catcher, at the rate of ,~ 1.40 per hour, be approved; rate effective immediately, and further that the rate of pay for Otis McKnight be raised to ,~ 1.40 per hour, effective immediately. Commissioner Osburn made a motion, seconded ORDINANCE N0. 675 by Commissioner Shepherd, that Ordinance No. 675, captioned (First & Final Rdg.) as follows, be passed on first and final reading. Motion carried. AN ORDINANCE REGULATING TRAFFIC AT CERTAIN INTERSECTIONS ON 3RD STREET IN THE C/TY LIMITS OF LA PORTS, TEXAS; FIXING A MAXIMUM PENALTY OF ~` 200.00; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH. * * ~ 11. Motion was made by Commissioner Baker, secondedORDINANCE NO. 676 by Commissioner Shepherd, that Ordinance No. 676, captioned (First & Final Rdg.) as foCiows, be passed on first and final reading. Motion carried. AN ORDINANCE ALTERING THE PRIMA FACIE SPEED LIMITS ESTABLISHED FOR VEHICLES UNDER THE PROVISIONS OF SECTION 8 OF ARTICLE 827s, VERNON'S TEXAS PENAL CODE, UPON THE BASIS OF AN ENGINEERING AND TRAFFIC INVESTIGATION, UPON CERTAIN STREETS AND HIGHWAYS, OR PARTS THEREOF, WITHIN THE CORPORATE LIMITS OF THE CITY OF LA PORTS, AS SET OUT IN THIS ORDINANCE; PROVIDING A PENALTY OF A FINE NOT TO EXCEED TWn HUNDRED DOLLARS (,g` 200.00) FOR THE VIOLATION OF THIS ORDINANCE; AND REPEALING ALL ORDINANCES AND/OR PARTS OF ORDINANCES IN CONFLICT HEREWITH. 12. Commissioner Osburn made a motion, seconded ORDINANCE NO. 677 by Commissioner Baker, that Ordinance No. 677, captioned as (First & Final Rdg.) follows, be passed on first and final reading. Motion carried. Commissioner Baker made a motion, seconded by ORD1NAti'CE NO. 678 Commissioner Shepherd, that Ordinance No. 678, captioned as (First & Final Rdg.) follows, be passed on first and final reading. Motion carried. AN ORDINANCE REGULATING TRAFFIC AT CERTAIN INTERSECTIONS ON 4TH STREET IN THE CITY LIMITS OF LA PORTS, TEXAS; FIXING A MAXIMUM PENALTY OF ~ 200.00; REPEALING ALL ORDINANCES /N CONFLICT HEREWITH. 14. Commissioner Osborn made a motion, seconded AUTHORIZATION OF by Commissioner Shepherd, that the payment of ,~ 1,068.94 to PAYMENT TO RICHARD Mr. Richard Osborne for tax work be approved. Commissioner Baker made a motion, seconded RESOLUTION NO. 79-63. by Commissioner Osburn, that Resolution No. 79-63, autho- rizing the City of La Porte to borrow the sum of twenty-five thousand dollars (~ 25,000.00) evidenced by a special revenue note, be passed. Motion carrted. 76. Motion was made by Commissioner Baker, seconded RESOLUTION N0. by Commissioner Shepherd, that Resolution No. 20-63, whereby 20-63. the City Commission forgives the delinquent and unpaid taxes on those certatn tracts of Land wtthin the City of La Porte purchased by La Porte Independent School District, be passed. This would cover such services a s systems dosign and installation, change over of personell and training, etc. Also, if our devices are needed at a night meeting of the Commission, our fee would be X15.00 per areting.
