Pfeiffer, Commissioners Tom Osburn, Frank Baker, Russell Shepherd, and W. A. Stabs, Jr. MEMBERS OF COMMISSION ABSENT: None OTHER CITY OFF/C/ALS PRESENT: Clovis D. Mann, City Clerk; Charles Pttman, City Attorney; Carlos Smith, City Engineer; H. F. Freeman, Police Chief. PRESIDING: Mayor N. P. Pfeiffer. 8 • Invocation was given by Father Hinds of St. Mary's Catholic Church, La Porte. 1. Minutes of the Regular Meeting of July 15, 9963 and the Special Meeting of July 25, 1963 were read and approved. 2. Mr. Marvin Burch, Mr. Wayne Blair, and Mr. REQUEST FOR Bl-RACIAL Dick Scott, Mr. Isaac Gales, and Mr. M. S. Phillips appeared COMI~;'ITTEE before the Commission to request appointment of a Bi-Racial Committee in the City of La Porte. Mr. Blair presented a letter from the Ftrst Methodist Church Commission on Christian Social Concerns as follows: "During the past few weeks the Commission on Christian Social Concerns of the First Methodist Church has been discussing and doing research on the areas which could become problematic as La Porte becomes an integrated community. This Committee believes that integration in some areas is inev{tabCe and that an intelligent Christian Community, with systematic planning, can work out its problems without the pressure of outstde forces, demonstrations, sit-ins, etc. /t is also the feeling of the Committee that the Logical approach to integration is to establish an inter-ractal committee to • • Cook into the community situation as it now stands and work on problems as they arise from either white or colored areas. The committee requests that you establish a committee or planning group such as this. Our committees meet again on August 92th, and tf possible would like your response for that meeting. Our meeting will be a jotnt meeting with the colored people's committee, and any or all of you are welcome to attend. Several of the members from both temporary committees are available if needed to serve on such a planning group if appointed.-- Mayor Pfeiffer explained that the Commission had discussed this and that the Commission had decided to appoint such a committee. Ne asked both Mr. Blair and Mr. Gales to present a list of names to fhe Commission whom they would recommend for this committee. The Commission would then appoint the Committee at an early date. * « • 3. Mr. Ned V. Scott, Jr., representing Fiiter- Media, inc. appeared before the Commission, requesting the abandonment of the dedicated street of West Polk from North 98th Street to the Southern Paciftc Railroad Main Line on the Western edge of town; the portion requested to be aban- doned being the section between Block 699 and 794. The request was referred to the City Attorney for study and appropriate action. 904. REQUEST TO CLOSE WEST FOLK FROM N0. 98TH 1'O RAILROAD 4. Mr. E. M, Cannon, representing United Gas UNITED GAS CORP. Corporation, appeared before the Commission requesting a REQUEST FRAIvCNISE. franchise for the United Gas Corporation to do business to the City of La Porfe. The request was referred to the City Attorney for study and appropriate action. • 5. Mayor Pfeiffer opened the public hearing ~r~ the proposed buda~t for fiscal year of 9963-64. Ne Ci~iea the following proposed expenditures: Administratton ,~ 68,456; Shop Expenses $ 6,862; Streets ~ 53,730; Police ~ 53,300; Fire Department ~ 24,675; Civil Defense $ 500; Health and Sanitation ,~ 48,125; Recreatton Department ~ 5,500; Swtmming Pool Department ~ 3,859; Airport ,~ 4,225; Debt Service (not bonded) ,~ 95,705; Water Department ,~ 53,745; Sewer Department ~ 23,303 and Water and Sewer Bond Service $ 30,000. There betng no questions, Commissioner Baker made a motion, seconded by Commissioner Osburn, that the hearing be closed. Motion carried. * * « 6. Commissioner Stabs made a motion, seconded ORDINANCE N0. 684 by Commissioner Shepherd, that Ordinance No. 684, be passed BUDGET APPROPRIATIONS on first and final reading. Motion carried. Caption as follows: AN ORDINANCE MAKING APPROPRIATIONS FOR SUPPORT OF THE GOVERNMENT OF THE CITY OF LA FORTE, TEXAS, FOR THE FISCAL YEAR BEGINNING JULY 1, 1963 AND ENDING JUNE 30, 1964. * « 7. Commissioner Stabs presented Resolution No. RESOLUTION N0. 24-63 24-63, to enter into a joint agreement with the Citys of (JOINT AGREEMENT ON Lomax, Morgan's Point and Shoreacres to purchase and maintain FIRE TRUCK) a fire truck. Such jotnt agreement to be ratified by the governing bodies of each ctty. Commissioner Stabs made amotion, seconded by Commissioner Shepherd that the Resolution be passed. Motion canted. (Resolution No. 24-63 filed in Resolution Book). 8. Commisstoner Stabs made a motion, seconded by ORDINANCE N0. 685 Commtssioner Baker, that Ordinance No. 685 appointing Mr. (APPT. OF TEMf~RARY Frank C. Fourmy temporarily as Judge of the Corporation Court, JUDGE) be passed. Motion carried. Caption as follows: AN ORDINANCE APPOINTING A TEMPORARY JUDGE OF THE CORPORATION COURT OF THE CITY OF LA FORTE. 9. Mayor Pfeiffer proposed certain amendments to PROf~SED CHANGES IN the ElectricaC Code. The Commission approved such changes, ELEC. ORD. (664) and the City Attorney was instructed to prepare such amendments for consideration at the next meeting. 10. Commissioner Stabs made a motion, seconded by APPROVAL OF ACCOUNTS Commissioner Baker, that payment of the following accounts PAYABLE. be approved. Motion carried. . McLelland to re-locate a street light that now STREET LI-:BHT exists at the intersection of Bayshore Drive and Ctrcte Drive. The matter was referred to Commissioner Baker and City Engineer Smith for study and recommendations. * ~ ~ 12. Commissioner Baker made a motion, seconded AUTHORIZATION TO by Commissioner Stabs, that two street lights be installed INSTALL 2 ADD'L at Oak Park and one street light be installed a# corner STREET L/GHTS of Holmes and Roscoe Streets. Motion carried. 13. Commissioner Baker made a motion, seconded by ADVERTISE FOR BIDS Commissioner Osburn that the City advertise for bids on FOR "ASPHALT SEAL street surfacing; bids to be received and opened at a COAT" special meeting of the Commission on September 16, 1963, at 5:30 p. m. Motion carried. 10~. 14. Motion was made by Commissioner Osburn, seconded MEETING DATE CHANGED by Commissioner Shepherd, that due to Labor Day coming on a BECAUSE OF LA80R D,4Y regular meeting date, that the regular dates of meeting of the Commission be changed during the month of September only to September 9th and 23rd. Motion carried. * * ~ 15. Motion made by Commissioner Osburn, seconded LANF-TEX REQUESTED by Commissioner Stabs, that Lane-Tex Well Servicing Company TO /NSPECT WELLS 3 be requested to survey and inspect WelCs number 3 and 4.
