. Commissioner Baker made a motion, seconded by Commissioner
Shepherd, that the work be awarded to Walter A. Smith Paving B1D AWARDED TO WAL-

2. Minutes of the Regular Meeting of September 9,
1963, were read and approved.
3. Mr. Ross Walker appeared before the Commission on ORDINANCE N0. 686 -
behalf of the United Gas Corporation, requesting Franchise FRANCHISE FOR UNITED
to do business in the City of La Porte. GAS C0~2FORATION.
After due consideration, Commissioner Baker
made a motion, seconded by Commissioner Osburn, that Ordinance
No. 686, granting Franchise to the Untted Gas Corporation, be
passed on first reading. Motion carried.
Full text of Ordinance to be published once eacf
week for four (4) consecutive weeks in the La Porte-Bayshore
Sun, official newspaper of the City of La Porte. Ordinance
not to be passed on second and final reading until thirty (30)
days after the first reading, or until after October 23, 1963.
• Ordinance to be effective sixty (60) days after final passage.

SUCCESSORS AND ASS/GNS, FOR A PERIOD OF THIRTY (30) YEARS THE
RIGHT, PRIVILEGE AND FRANCHISE TO ACQUIRE, LAY, CONSTRUCT,
MAINTAIN, REPAIR, REPLACE, RELAY AND REMOVE GAS MAINS AND ALL
NECESSARY REGULATORS AND APPLIANCES UPON, BENEATH, OVER, ACROSS
AND ALONG THE STREETS, AVENUES, THOROUGHFARES, BRIDGES, STREAMS,
ALLEYS, PARKS, LANES, SQUARES AND OTHF_R PUBLIC PLACES OF THE

DISTRIBUTING AND SELLING NATURAL GAS OR MANUFACTURED GAS TO IN-

TO OTHERS BEYOND THE CITY LIMITS OF LA I~RTE, HARRIS COUNTY,
TEXAS, AND ALSO TO ACQUIRE, ERFCT AND CONSTRUCT, MAINTAIN,
REPLACE AND REMOVE PLANTS FOR THE PURPOSE OF MANUFACTURING GAS
AND FOR THE PURPOSE OF LAYING PIPE LINES IN THE PUBLIC PLACES
AND GROUNDS OF SAID CITY FOR THE TRANSPORTATION AND DlSTR/B-
UTION AND SALE OF GAS TO SUCH 1NHABlTATNTS OF SAID CITY AND
TO OTHERS BEYOND THE CITY LlM1TS OF LA PORTS, TEXAS, BOTH FOR
INDUSTRIAL AND DOMESTIC PURPOSES, AND PROVIDING FOR REGULATIONS
FOR THE CONDUCT OF SAID GAS DISTRIBUTION SYSTEM AND FOR THE

4. Mrs. W. P. Martens requested that South C Street
between Arizona and Broadway be blocked off for the annual
La Porte P, T. A, Hallowe'en Carnival on Thursday, October
31, 1963.
Motion made by Commissioner Stabs, seconded by
Commissioner Osborn, that authorization be granted, Motion

5. Motion was made by Commissioner Baker,
seconded by Commissioner Stabs, that the following
Accounts Rayable and Purchase Orders be approved.

6. Commissioner Stabs made a motion, secone~ed
by Commissioner Shepherd, that the City of La Porte loin
the Mayor's and Councilmen's Association. Motion carried.
7. Commissioner Stabs made a motion, seconded
by Commissioner Baker, that the Cify Clerk be authorized
to destroy certain old records and files that can be of
no more use to the City. The City Clerk wi11 comply wtth
accepted practices for municipalities in the destruction
of records. Motion carried.

8. Motion made by Commissioner Stabs, seconded
by Commissioner Osborn, that Ordinance No. 687 be passed
on first and final reading. Mottos carried.

AN ORDINANCE ESTABLISHING A CHARGE OF ONE DOLLAR, (.~ 1.00)
PER YEAR TO BE COLLECTED FROM TAXPAYER TO DEFRAY THE COST OF

9. The Cooper Land Company offered for safe to the COOPER LAND CO.
City three (3) lots, included to the Parking Cot of the OFFERS 3 LOTS TO
Community Building, at the corner of San Jacinto Street and C/TY FOR ~ 4,;00
Avenue "G", for four thousand five hundred dollars, (~ 4,500.00).
Commissioner Baker made a motion, seconded by Commissioner Osburn,
that the proposal be tabled. Motion carried.
10. Commissioner Osburn made a motion, seconded DISCONTINUE ~ 1?_5
by Commissioner Stabs, that the City's policy of requiring CHARGE TO BAYR/DGE
a fee of one hundred twenty-five dollars, (fit 125.00) for CUSTOMERS
persons connecting to the Bayridge Water Line be discontinued.
