Pfeiffer, Commissioners Tom Osburn, Russell Shepherd and W. A. Stabs, Jr. MEMBERS OF COMM/SSlON ABSENT: Frank G. Baker. • OTHER C/TY OFFICIALS PRESENT: City Attorney, C. L. Pitman; City Clerk, Clovis D. Mann; City Engineer, Carlos Smith. PRESIDING: Mayor H. P. Pfeiffer. • Invocation was given by Mr. Isaac Gales, Minister of Church of Christ. 9. Minutes of the Regular Meeting of February 3, 9964, and the Special Meeting of February 70, 9964, were read and approved. 2. The Public Hearing held Friday, February 94, 9964, in regards to the locating of a Nursery-Private School at 402 South 6th Street, requested by Mrs. Cliff Trainer, was introduced. Commissioner Osburn made a motion, seconded by Commissi~-Her Stabs, that the request for a Special Permit be denied, and motion carried. Mrs. Trainer informed the Commission that she had operated a Day Care Nursery at this location continuously since before the adaption of the City Zoning Ord{Hance. In view of this statement, Commissioner Osburn made a motion, seconded by Commissioner Stabs, that the action denying the Special Permit be rescinded, and the matter tabled, pending receipt of substantiating evidence from Mrs. Trainer to the effect that she has operated a Day Care Nursery continuously since before the date of adoption of the Zoning Ordinance, at which time the matter will be considered and acted upon. Motion carried. • ~ 163. 3. Commissioner Osburn made a motion, seconded by Commissioner Shepherd, that the City Engineer be authorized to purchase a typewriter. Motton carried. 4. Commissioner Stabs made a mottos, seconded by Commissioner Osburn, that the Gross Receipts Tax, in the amount of seventeen thousand, nine hundred forty-six dollars and forty-three cents ($ 17,946.43) submitted by the Houston Lighting and Power Company for 1963, he accepted. Motton carried. 5. Motion made by Commissioner Stabs, seconded by Commissioner Shepherd, That payment of the following accounts be approved: Motion carried. Commissioner Stabs made a mottos, seconded by Commissioner Osburn, that Ordinance No. 694 be passed and approved to become effective imnediateZy. Motion carried. Caption as follows: APB ORDINANCE PROVIDING FCR THE DISPOSITION OF ABANDONED VEHICLES, BOATS AND TRAILERS FOUND ON ANY PUBLIC WAY WITHIN THE CITY OF LA PORTS, ESTABLISHING A PRESUMPTION OF ABANDONMENT, AND REQUIRING THAT THE CITY ENGINEER PROVIDE A STORAGE PLACE FOR SUCH VEHICLES, BOATS AND TRAILERS. 7. Btds for purchase of a pick-up for the City Engineer were received. Following is a tabulation of the bids: Chinn Motor Company $ 1,751.43 Smith Chevrolet Company 1,677.30 Jay Marks Chevrolet 1,664.63 Joe Camp Motors 1,561.95 Motion made by Commissioner Osburn, seconded by Commissioner Shepherd, that the Zow bid of Joe Camp Motors of ,~ 1,561.95 be accepted, and that the purchase from Joe Camp Motors be authorized. Motion carried. • 8. Motion made by Commissioner Osburn, seconded by Commissioner Shepherd, that Purchase Order No. 600, for pur- chase of two hundred fifty (250) feet of eighteen (98) inch Reinforced Galvanized Pipe, at a cost of four hundred ninety- etght dollars and ninety-six cents (~ 498.96). Commissioner Osburn made a motion, seconded by Commissioner Shepherd, that the City Engineer be authorized to send an employee to the Sewerage Laboratory School.
