P. Pfeiffer, Commissioners Frank G. Baker, W. A. Stabs, Jr., Russell Shepherd and Tom Osborn. * ~ ~ MEMBERS OF COMM/SS/ON ABSENT: None. OTHER CITY OFFICIALS PRESENT: City Clerk Clovis D. Mann, City Engineer Carlos Smith, City Attorney C. L. Pitman, and Mrs. Betty Willits. * . ~ PRESIDING: Mayor H. P. Pfeiffer. • Invocation was given by Father O'Neal, Minister of St. Mary's Catholic Church of La Porte. 1. Motion was made by Commissioner Frank Baker, seconded by Commissioner Osborn that Mrs. Betty Wtllifs serve as Acting City Clerk for the meeting. Motion carried. 2. Minutes of the Special Meeting of February 14, 1964 were read and approved. Minutes of the Regular Meeting of February 17, 1964 were read and corrected in Item 8, Page 164, to read "Reinforced Concrete Pipe" instead of "Reinforced Galvanized Pipe". Motion was made by Commissioner Baker, seconded by Commissioner Osborn, that the minutes stand approved. Motton carried. * ~ 3. Motion was made by Commissioner Stabs, seconded by Commissioner Shepherd, that City Clerk Clovis Mann be auth- orized to refer any requests for re-zoning to the Planning and Zoning Commission, by ietfer, and that ali Commissioners should be notified by letter on any such action, thus saving time on the part of the petitioner. Motion was made by Commissioner Baker, seconded by Commissioner Shepherd, that Resolution No. 26-64, pledging the support of the Mayor and City Commission to the La Porte Diamond Jubilee Celebration. Motion carried. Mayor Pfeiffer authorized excused absences for City Clerk Clovis Mann and Commissioner Baker for the remainder of the meeting, in order that they present this Resolution at the pianntng meeting of the La Porte Diamond Jubilee Corpo- ration. 5. Mottos was made by Commissioner Osburn, seconded by Commissioner Shepherd, that the following purchase orders be approved: P. 0. 630 Gardner Mach. Commissioner Shepherd made a motion, seconded by Commissioner Osburn, that City Attorney be authorized to prepare a contract between the City of La Porte and Mr. Bonnier, with Bonnier Construction Company, for the mowing of the runways and other property connected with the Municipal Airport and that Mr. Bonnier would, in turn, receive the hay obtained from same. Further, that a deposit would be placed with the City of La Porte, by Mr. Sonnter, and if all agreements are complied with at the end of the contracted time, the deposit will be returned to Mr. Bonnier. Motion carried. ~ * ~ 8. Commissioner Stabs made a motion, seconded by Commissioner Osburn that Ordinance No. 695 be passed and approved. Motion carried. Caption as follows: AN ORDINANCE ALTERING THE PRIMA FACIE SPEED LIMITS ESTABLISHED FOR VEHICLES UNDER THE PROVISIONS OF ARTICLE 6709D, VERNON'S TEXAS CIVIL STATUTES, UPON THE BASIS OF AN ENGINEERING AND TRAFFIC INVEST- /GAT/ON, OVER AND UPON STATE HIGHWAY 946 FROM MAIN STREET NORTH TO THE NORTH CITY LlM/TS LINE, WITHIN THE CORPORATE LIMITS OF THE CITY OF LA FbRTE, AS SET OUT IN THIS ORDINANCE; AND PROVIDING A PENAL 7'Y OF NOT LESS THAN ~ 90.00 NOR MORE THAN $ 200.00 FOR THE VIOLATION OF THIS ORDINANCE. 9. Commissioner Stabs informed the Commission that the new fire truck wns ready for deCtvery, and that the cost to send a man to pick tt up would be around two hundred dollars, (~ 200.00) and That this would enfttle him to one (9) week's free tuition to Fireman's School. Commissioner Stabs, requested also, that he be author- ized by the Commission to promote two (2) of the Patrolmen to the rank of Sargeant wtth an increase in pay of ten dollars (,~ 90.00) per month for each. Commissioner Stabs made a motion, seconded by Commissioner Shepherd, that the City pay the two hundred dollars (,~ 200.00), which will be reimbursed at the time of sale of the old fire truck, and that he be authorized to promote two patrolmen fo the rank of Sargeant, with an increase in pay for each often dollars, (,~ 90.00) per month. Motion carried. 90. City Engineer Smith informed the Commission that Richard Gates, a present employee, would replace Frank Adams who is terminating March 95, as meter reader at a salary of three hundred sixty dollars (,~ 360.00) per month. Also Kenneth Windsor will temporarily assume the job of Dog Catcher.
