Minutes of the Regular Meeting of April 20, 9964, and the Special Meeting of April 22, 1964, were read and approved. * ~ 2. A canvas of the votes cast in the Municipal Election held on Tuesday, April 28, 1964. The Return Sheet, submitted to the Mayor and Commission by the Election Judges shows the following tabulatton: Total Number of Votes Cast - 768 For Mayor Harold P, Pfeiffer 618 • MEMBERS OF COMM/SS/ON ABSENT: Commissioner Tom W. Warrick 245 Commisstoner Shepherd made a motion, seconded by Commissioner Stabs, and carried, thgt based upon this tab- ulation, the followinq be declared elected: Mayor Harold P. Pfeiffer Commisstoner, Position No. 2 Tom W, Osburn Commissioner, Position No. 4 W, A, Stabs, Jr. The Mayor adjourned the meeting for the purpose of administering the Oath of Office to the Mayor-Elect, and the Commissioners-elect. 3. The Oath of Office was administered to Narold P. • Pfeiffer and to W. A. Stabs, Jr. by the City Clerk. Com»tssion- er-elect Tom Osburn being absent, the City Clerk announced that the Oath of Office would be administered fo him later. 4. Mayor H. P. Pfeiffer reconvened the meeting to take up the business at hand, wtth the following members of the Commission present: Mayor H. P. Pfeiffer, Comnisstoners W. A. Stabs, Jr,, Frank G. Baker, and Russel Shepherd. 5. Mr. Andy Williams, representing Layne-Texas Company, presented a proposal for the repair of Water Weil No. 3, at an approximate cost of three thousand, five hundred dollars, (~ 3,500.00). Commissioner Baker made a motion, seconded by Commisstoner Stabs, and carried, that the proposaC as presented be accepted, and that Layne- Zexas Company be author{zed to do the work. « * ~ 6. The renewal of the City's Group Insurance coverage with Traveler's Insurance Company was considered. A rider to be attached to the policy, known as "Article // A-Coordination Between this Policy and Other Benefits," was dtscussed. Commissioner Stabs,made a motion, seconded by Commissioner Shepherd, that the policy be renewed with the Rider, and at the rates as listed below. Commissioner Baker made a motion, seconded by Commtssioner Shepherd, that the City be authorized to rent a tractor from the Mustang Tractor Company, for two (2) months, at the rate of seven hundred Dollars (~ 700.00) per month, with the proviso that ninety per cent (90~) of the rental cost would apply to the purchase price of the tractor, leaving a balance of seven thousand three hundred forty dollars (~ 7,340.0) as the purchase price of the tractor and trailer. Motion carried. * ~ « 8. Commissioner Baker made a motion, seconded by Commissioner Shepherd, and carried, that Mrs. Ruth Norris, City Hall Janitoress, be authorized paid vacations in line with City Policies on vacations, and commensurate with her hours and pay. 9. Commissioner Shepherd made a motion, seconded by Commissioner Baker, that the present contract with Ernest L. Brown, Jr., dated February 6, 1959 to serve as the City's Fiscal Agent, be extended for an additional five (5) year period, under the same terms and conditions. Motion carried. ~ ~ 10. Bid recetved on the Purchase of a new Police Car were considered. Bids were as follows: Clunn Motor Company ~ 2,395.00 -Without Trade Jay Marks Chevrolet 1,875.21 _ W/Trade X360.00 Joe Camp Motors 1,994.00 - W/Trade $360.00 Art Grtndle Plymouth 3,037.95 -Without Trade Commissioner Stabs made a motion, seconded by Commissioner Baker, that the low bid of Jay Marks Chevrolet be accepted, and that the purchase be approved. Motion carried. * « 11. Results of the Public Hearing held on April 22, 1964, in regard to a request from Mr. S. D. Pilkinton to re-zone Lots 13, 14, 15 and 16, Block 29, Town of La Porte, was con- sidered. Commissioner Stabs made a motion, seconded by Commissioner Shepherd, that the request be denied. Motion was made by Commissioner Shepherd, sec- onded by Commissioner Baker that Boys Harbor be permitted use of the La Porte Swimming Pool for the summer for a fee of $ 25.00. Motion carried. * ~ 14. Motion was made by Commissioner Baker, seconded by Commissioner Stabs, that a Tax Suit filed against Eddie Cade be dismissed, as all taxes due had been patd prior to the Tax Assessor-Collector's knowledge of the suit, and that • the City absorb all cost for filing and dismissing of suit. Motion carried. 15. Commissioner Stabs made a motion, seconded by Commissioner Baker, that the statement submitted by Mr. C. L. Pitman for services rendered for the month of April, 1964, in the amount of four hundred nineteen dollars and stxty-five cents, (.~ 419.65) be approved for payment. Motion carried. 16. Commissioner Shepherd made a motion, seconded by Commissioner Baker, that the Public Works Department be authorized to hire a person temporarily for the Public Works Service Center during the absence of M. A. Quitta, while on vacation. Motion carried. * « 17. Commissioner Baker made a motion, seconded by ~ Commissioner Shepherd, that the date of the next Regular Meeting ~~\~~ of the City Commission be changed from May 18th to May 25th, '~ because of the La Porte Diamond Jubilee Celebration for the S D! week bestinning May 17th.
