P. Pfeiffer, Commissioners Frank G. Baker, W. A. Stabs, Russell Shepherd, and Tom Osburn. MEMBERS OF COMNISS/ON ABSENT: None. OTHER CITY OFFICIALS PRESENT: City Engineer Carlos Smith; City Clerk Clovis D. Mann; City Attorney C. L. Pitman; and Chief of Police N. F. Freeman. PRESIDING: Mayor H. P. Pfeiffer. 1. The Minutes of the meeting of September 14, 1964, were read and approved with the following amendment to Item 6, which reads: "Commissioner Baker made a motion, seconded by Commissioner Shepherd, that a drainage ditch be opened from Blackwell Avenue on East "D" and East "B", to the Flood Control • Ditch", to add, "at a cost of fifty cents (. 50) per cubic yard as quoted by L. N. MCKey~. 2. Commissioner Osburn made a motion, seconded RESOLUTION N0. by Commissioner Shepherd, that Resolution No. 32-64, commendtng 32-64 and awarding a Certificate of Apprectation to Gaston James "Gus" Groos for his outstanding work and accomplishments as General Chairman of La Porte's Diamond Jubilee in celebrating La Porte's 75th year of founding. Motion carried. (Note: Resolution No. 32-64 filed in Resolution Book) * * « 3. Motion was made by Commission Osburn, seconded by CITY HOSTS GULF Commissioner Shepherd that the City of La Porte sponsor a AREA W & S ASSN. meeting of the Gulf Area Water Works and Sewage Association on OCT. 19, 1964 October 19th, with the City paying the expenses of a dinner meeting. Motion carried. 4. Motion was made by Commissioner Osburn, seconded MEETING DATES by Commisstoner Stabs, that regular meeting dates of the City CHANGF_D FOR OCT. • Commission be set for the second and fourth Mondays during the month of October only. SMITH AUTHORIZED Commissioner Shepherd, that Carlos Smith be authorized to TO ATTEND W. & S. participate in the Water and Sewer Short School, Beaumont, SCHOOL Texas, on October 27, 1964, at the City~s expense. Motion carried. * * ~ 6. Motion made by Commissioner Baker, seconded APPROVAL OF PURCHASE by Commissioner Osborn, that the following purchases be ORDERS approved: Mabry Foundry and Machine Co. ~ 160.51 (For service saddles, clamps, and wrenches) Certified Laboratories, /nc. 198.00 (55 Gal. Drum of NM 40, meter cleaner) Redwood Chemical, /nc. 220.00 (For 55 Gals Mosquito lavaside) Motion carried. 7. Commissioner Stabs made a motion, seconded APPROVAL OF ACCOUNTS • by Commissioner Baker, that the following accounts payable PAYABLE be accepted and approved for payment. King Chemical Company $ 326.84 Mobil Oii Company 486.30 Houston Lighting and Power Co. 919.04 Jay Marks Chevrolet 270.13 ~~ 1 Tritico Oil Service 127.50 ~ Motion carried. a. 8. Commissioner Osborn made a motion, seconded CITY TO ADVERTISE ~ by Commissioner Shepherd, authorizing the advertising for FOR BIDS ON 2 CHLOR N ;'_' bids on the purchase of two (2) chlorinators, for Well No. lNATORS ~ 3 and Weil No. 4; Acceptance of bids to be on October 26, _ -_ 1964. Commissioner Osborn made a motion, seconded RESOLUTION N0. 33-6-'. by Commissioner Stabs, that Resolution No. 33-64, authorizing the City to borrow thirty thousand dollars, (,~ 30,000.00), to be evidenced by a Tax Anticipation Note, be passed. Motion carried. • • ~~9 90. Commissioner Stabs made a motion, seconded by AigppINTMENT - Commissioner Baker, that Ulysses G. Todd, 9004 Bayshore Drive, U. G. TODD, ,RESERVE be appointed Auxiliary Policemen, and that Commission be issued. POLICE Motion carried. * ~ 11. Commissioner Osburn made a motion, seconded by AUTHORIZATION TO Commissioner Shepherd, that the invoice from Layne Texas PAY LAYNE TEXAS CO. Company for water well repair, showing a balance of eleven FOR WELL. REFA/R thousand twelve dollars and sixty-one cents, (,~` 19,092.69), be approved forpayment. Motion carried. 92. Commissioner Baker made a motion, seconded by Commissioner Osburn, that City Clerk Clovis D. Mann be authorized to aftend the Annuai Conference of the Texas Municipal League in Dallas, Texas, from October 4 through 6, 1964, at the City's expense. Motion carried. 93. Commissioner Baker made a motion, seconded by Commissioner Stabs, that the employment of an additional person to assist in tax work, at a begtnning salary of two hundred seventy-five dollars, (,~ 275.00), per month be authorized.
