Pfeiffer; Commissioners W. A. Stabs Jr.~ Frank G. Bakery Tom W. Osburn~ and Russell Shepherd. MEMBERS OF THE COMMISSION ABSENT: None OTHER CITY OFFICIALS PRESENT: City Engineer H. Carlos the Water uper ntendent Lyman Cunningham, Chief of Police H. F. Freeman Jr., Assistant Tax Assessor- Collector Mrs. Ruth Huddleston~ and Assistant City Clerk Mrs. Maril~rn. Kelley. PRESIDING: Mayor H. P. Pfeiffer + + + 1. Minutes of the regular meeting of February 15, 1965 were read ar~d approved. + + + 2. Commissioner Osburn made a motion, seconded by Commissioner Shepherd, that the resignation of Clovis D. Mann, City Clerks be accepted as of February 28, 1965. Motion carried. See Exhibt No. 1 + + + 3. A motion was made .by Commissioner Osburn~ and seconded by Commissioner Shepherds that Mrs. Marilyn Kelley be appointed Temporary City Clerks with authori2ation to sign checks. Motion carried. + + + ~.. Commissioner Baker made a motions seconded by Commissioner Shepherd, that the services of C. L. Pitman, City Attorneys be terminated as of February 28, 1965. Motion carried. + + + 5. A motion was made by Conanissioner Osburn and seconded by Commissioner Bakery that Kiibler and Kiibler Law Firm be appointed Special Legal Counsel for the City. Motion carried. + + + n ~J • 6. Bids for Gasoline, Oil and A]lied products were received from Mobil Oil Company Gulf Oil Corporation, and Humble Oil & Refining Company. Commissioner Osburn made a motion seconded by Commissioner Baker, that action on bids be taken at the next regular meeting. The City Engineer was asked to make a tabulation of bids. Motion carried. See Exhibt No. 2 + + + 7. La Porte State Bank requested that the City relocate Watei^Frell # 3. The bank would trade property on the corner of Polk and North Broadway for the present location and pay for the cost incurred in relocating the water facilities. The City Engineer presented the estimated cost as follows: Piping $ 2600.00 Relocation of Tank 1,000.00 Foundation of Tank 1l~0.00 Fencing (New Location) 1,100.00 Electrical Wiring 200.00 Cleanup, Etc. 500.00 # 5, 5l~0.00 After much discussion the matter was tabled until next meeting. + + + 8. Commissioner Osburn made a motion, seconded by Commissioner Baker that the following Accounts Payable be approveds Harris County Mayors and Councilmen~s Assoc. $ 200.00 Stephens - Baker Insurance 365.90 Mobil Oil Company 372.71 L. H. (Sonny) Mc Key 210.00 + + + • • 9. Commissioner Stabs made a motion, seconded by Commis- sioner Shepherd, and carried, that Ordinance No. 709A be approved and passed on first and final reading. Caption as follows: CAPTION AN ORDINANCE AMENDING THE ORDINANCE CALLING THE .REGULAR ANNUAL ELECTION OF THE CITY OF LA PORTE, TEXAS: PROVIDING FOR ABSENTEE VOTING USING VOTING MACHINES: PROVIDING FOR THE PLACE OF ABSENTEE VOTING: AND APPOINTING ABSENTEE VOTING ELECTION OFFICIALS. + + + 1Q. Commissioner Osburn reported that after having studied a proposal made by Sanitary Serv3.ce of America, Inc., he did not feel that it would be advisable for the City to enter into a contract with said company, at this time. Commissioner Osburn so moved, seconded by Commissioner Stabs. Motion carried. + + + 11. A motion was made by Commissioner Shepherd, and seconded by Commissioner Baker, that the City Engineer be author- ized to rent a Dozer D 7 for one weeks at the rate of $275.00 per week. Motion carried. + + + 12. Commissioner Osburn made a motion, seconded by Commissioner Baker, that the City Engineer be author- ized to precede with the preliminary Master Plan for the Airport work. MANN February 26, 1965. • The honorable H. P. and City Commission, City of La Porte, Ira Porte, Texas. Gentlemen: Pfeiffer, Mayor, I respectfully submit my resignation as City Clerk of the City of I,a Porte. As you gentlemen know, all my past training and experience has been in City Management work. Under the Commission form of government which is presently being practiced by the City of ha Porte, I do not feel that this training can be utilized. Since my life's work has been in City Administration, I feel that it would be to my advantage to secure a position in that field. At present there are opportunities available to me, however, in order to avail myself of these opportunities, I believe it is proper that I terminate my present employment. It is respectfully requested that my termination be effective on the last of February,. 1965. I assure you that my association with the Commission, and with my fellow employees, has been pleasant.
