Pfeiffer, Commissioners W. A. Stabs, Jr., Frank G. Baker, and Russell Shepherd. MEMBERS OF THE CC1MM/SS/ON ABSENT: Tom Osburn. OTHER C/TY OFFICIALS PRESENT: Special Legal Counsel Knox Askins, City Engineer H. Carlos Smith, Water Superintendent Lyman Cunningham, Street Superin- tendent Clifford Ellis, City Inspector Dan Kennedy, and City Clerk Marilyn KeCley. VISTORS PRESENT: Commissioner Effect Lois J. Compton. PRESIDING: Mayor Pfeiffer. + + + 9. The City Commission and the Planning and Zoning Commission met in a point session for a Public Hearing on the issuing of a speciaC permit to Houston Lighting and Power Company. Mr. W. B. Thornton stated that N. L. & P. would itke to make additions to their Sub Station located on Lots 5 thru 94, Block 203, La Porte Addition. Mr. and Mrs. Louis KessCer, Lots 2 and 3, Block 203, questioned the effect said improvements would have on the value and taxes on their property. Acfton was delayed until Commissioner Osburn has an apportur,ity to study the recording of the hearing. + + + 2. Minutes of the Regular Meeting of April 99, 9965, and the Special Meeting of April 28, 9965 were read and approved. + + + 3. City Attorney Knox Askins administered the Oath of Office to newly elected Commissioners Russets Shepherd, Position 9, and Lois J. Compton, Position 3. + + + 4. The City Engineer presented a map showing the correct surveyed location of Donaldson Street. Commissioner Stabs made a motion, seconded by Commissioner Shepherd, that the plat be approved and adopted by the City Commisston, and that the City Engineer have the plat reproduced. Further, that the City Attorney forward a copy to NIr. John A Mac Donald, Jr. and insturct him to have the fence obstructing the rights-of-way of Donaldson Street removed by mtdntght May 96, 1965. Motion carried. + + + 5. Commissioner Stabs made a motion, seconded by Commissioner Shepherd, that Ordinance #794 be approved and passed on first and final reading. Motion carried. CAPTION: AN ORDINANCE APF~INTING THE MAYOR AND THE COMMlSS10NERS TO POS/T/ONS WITH FOWER, AUTHORITY AND DUTIES IN THE SUPERVISION OF THE SEVERAL DEPARTMENTS OF THE CITY OF LA FORTE. + + + 6. The City Clerk was instructed to wrtte Krebs Construction Company asking for a specific time for the application of the building permit and other information of their plans for the construction of an apartment unit to be constructed on the "Minchen" property. + + + 7. A motion was made by Commissioner Stabs, seconded by Commissioner Compton, that Keith Cummins of Cummins, Reed & Clements, Architects be employed as the Architect for the Library Building at 7% of the construction cost, and the Community and Jail Buildings at 6~ of construction cost. Motion carried. + + + n • 8. Commissioner Shepherd made a motion, seconded by Commissioner Compton that Ordinance # 715 be passed on first and final reading. Motion carried. CAPTION: AN ORDINANCE DIRECTING THE CITY CLERK OF THE CITY OF LA PORTS TO REFUND CERTAIN AD VALOREM TAXES PAID UNDER PROTEST FOR THE CALENDAY YEAR 1963 AND 1964. + + + 9. A motion waa made by Commissioner Stabs, seconded by Commissioner Shepherd that Shilstone Testing Laboratory, /nc., be given a contract for complete construction testing of the Airport runways and taxiways. Motion carried. See exhibit 1. + + + 10. Commissioner Shepherd made a motion, seconded by Commissioner Stabs, that the Swimming Pool Fees be the same as Zast year, that Dan Kenndey serve as manager of the Pooi and be allowed X100 per month addttional salary for the four months the pool in in operation. Further that Boy's Harbor be sold a .~25 permit for the use of the Pool for the summer. Motion carried. + + + 11. Commissioner Shepherd made a motion, seconded by Commissioner Stabs and carried, that the follow- ing Accounts Payable be approved. Brooks Products $132.50. Highway Construction Materials 145.20. A motion was made by Commissioner Compton and seconded by Commissioner Shepherd That the City pay for 67' of curb and gutter on Broadway, to Block 60, La Porte Addition. Motion carried. + + + 74. Commtssioner Stabs made a motion, seconded by Commissioner Shepherd, that a Resolution be passed that the Board of Inspection make a thorough inspection of the !`A & M Bar building located on Lot 2?, Block 59, Town of La Porte and make a written report to the City Comm- ission and the City Attorney. Motion carried. + + + 75. Commtssioner Compton made a motion, seconded by Commissioner Stabs, that the City Engineer be authorized to make additions, not to exceed X300, to the office at the City Service Center. Motion carried. + + + 76. A motion was made by Commissioner Shepherd, seconded by Commtssioner Stabs and carried that the City Clerk be authorized to interview applicants for the office, placement subject to Commission approval. + + + THERE BEING NO FURTHER BUSINESS AT HAND, THE MEETING WAS ADJOURNED. In accordance with the request of Mr. Smith, we submit the following proposal for necessary preliminary investigation to evaluate existing conditions and provide the necessary informa- tion to arrive at a recommended thickness for the proposed new construction: A. Make 12 depth tests along runway to determine thickness of existing base and subgrade (300' intervals). Obtain three soil samples from proposed N.y~f. - S.E. taxiway and two samples from proposed 5.~~~. - N.E. taxiway. $140.00 B. Perform necessary tests to classify the ma- terial (sub-base and subgrade) according to the CAA soil classification. 200.00 ESTIMATED TOTAL $340.00 If the results of these tests compare favorably with the results of our investigation of July, 1957, no further investigation will be necessary. II. Following is an estimate of testing services to be performed during construction operations: • A. SOILS 1. Determine moisture/density relationship using Proctor equipment. (Estimate L+5 @ 15.00). $675.00 B. ASPHALTIC PAVEMENT 1. Mix design in connection with mix inspection. $100.00 2. Plant control of asphaltic concrete including hot-bin analysis, checking batching and mix- ing, checking temperature of mix, etc. (Esti- mate 2500 tons @ 0.20) $500.00 3. Check density and stability daily.
