MINUTES - REGULAR MEETING
of the
LA FORTE CITY CON,M/SS/ON, LA PORTS, TEXAS
August 16, 1965

1. Minutes of the regular meeting of August 2, 1965 were
approved as written.

2. Bids were received for the purchase of a diesel powered
tractor with backhoe and loader. (See Exhibif 1).
Commissioner Compton made a motion, seconded by Commis-
sioner Osburn that the bids be tabled for further
study. Motion carried.

3. Bids for the relocation of steel tanks were received from
Federal Tank Company and Mc CunePatnt Company. (See
Exhibit 2). A motion was made by Commissioner Osburn,
seconded by Commissioner Stabs and carried that the
bids be tabled. Motion carried.

4. A letter from Mr. Buck Thomas, requesting the ctostng
of the street between Blocks 51 and 304, was read.
Commissioner Osburn made a mottos, seconded by Commis-
sioner Stabs that the request be turned over to the
City Engineer for further study. Motion carried.

5. Bids were received for the deposit of Bond Funds.
(See Exhibit 3). A motion was made by Commissioner
Osburn and seconded by Commissioner Stabs that Mr.
Ernest Brown analyze the three highest bids and that
the City Clerk be authorized to invest the funds with
the best of the three. Motion carried.

6. A motion was made by Commissioner Shepherd and seconded
by Commissioner Compton that the City Attorney be
authorized to check the possibility of the City
purchasing the remaining Cots in Block 267. Motion
carried.

7. On August 5, 9965 a City Police vehicle was damaged
in an accident. The City Attorney recommended that
the City have a local dealer repair the vehicle and
that a settlement be made after the damages have been
satisfactorly repaired. Commissioner Stabs so moved,
and it was seconded by Commissioner Compton. Motion
carried.

8. Commissioner Stabs made a motion, and seconded by
Commissioner Osburn thatthe bids for repairing the
vehicle be analyzed and the lowest responsible bid
be accepted. Motion carried.

9. Mr. Frank Boyle appeared before the Commisston to
request that something be done to relieve the drainage
problem in the 400 Block of 2nd Street. Mr. Boyce
was requested to check with the other property owners
in the block as to the possibility of instalCing curb
and gutter.

90. Commissioner Compton made a motion, seconded by Commts-
sioner Stabs that the City adopt a policy ltmittng to
75' the amount of pipe per building permit or requesf
to be installed by the City. Motion carried.

99. A motion was made by Commissioner Compton and seconded
by Commisstoner Stabs that the City advertise for bids
on the demolishing of the M & M Bar Building. Further
that the City Engtneer revise the specifications, setting
fhe insurance at ,90,000., a time limit of 45 working
days, and excluding the performance and payment bonds.
Commissioners Compton and Stabs voted "yes", with
Commissioners Shepherd and Osburn voting "no". Mayor
Pfeiffer voted "yes". Motion carried.

92. Commissioner Stabs made a mofton, seconded by Commis-
sioner Compton that bids be taken at 4:00 P.M., August
30, 9965, at the City Hall. Motion carried.

13. The City Engineer presented bids from Utility Supply
Company and Mabry Foundry for a six month's supply of
materials fro the Water Department. Commissioner Osburn
made a motion, seconded by Commissioner Compton that a
six months contract be issued to Utility Supply Company.
Motion carried.

94. A motion was made by Commissioner Compton, seconded
by Commissioner Shepherd and carried thaf Lloyd Donahoe,
629 Sovfh 3rd, be paid $14.00 for damages to his home
caused by an object Thrown from a City vehicle. Motion
carried.

15. Commissioner Shepherd made a motion, seconded by
Commissioner Compton that the ordinance regulattng
the Obstruction of alleys be enforced. Motion carried.

96. The Commission authorized the City Engineer to preceed
with the study of the Container System for garbage
pickup in the Commercial District.

17. Commissioner Shepherd stated that Ai Wadworth had
expressed a desire to share in the cost of a sign
reading "La Porte Municipal Atrport", to be placed
on top of the hanger. Commissioner Shepherd was
authortzed to get an approximate cost.

18. A mofton was made by Commissioner Osburn, seconded
by Commissioner Shepherd that Harold Hunt and Guree
Hawkins be authorized to attend Sewer Short School
for 2~i days. Motion carried.

19. Commissioner Compton made a motion, seconded by
Commissioner Stabs that Nt Way Billboards, Inc.
request to place billboards on City Rightways be
rejected. Motion carried.

20. A motion was made by Commissioner Osborn and
seconded by Commissioner Compton that Public Hearings
be set for 7:00 P. M., August 30, 1965 for the rezoning
of Block 6, Nebraska Syndicate, and Outiots 72, 73, 74,
75, 83, 84, 85, 87, 88 and 89 La Porte. Motion carried.

21. Commisstoner Shepherd made a motion, seconded by
Commissioner Osborn that Knox Askins be paid X385.00
for services rendered. Motion carried.

22. A motion was made by Commissioner Shepherd, seconded
by Commissioner Osborn thaf a bill from Kitbler &
Kitbler for .4,310.83 be approved for payment. Motion
carried.

23. Commissioner Compton made a motion, seconded by
Commisstoner Stabs and carried that the following
Accounty Payable be approved for payment.

24. A motion was made by Commissioner shepherd, seconded
by Commissioner Osborn and carried fhat the following
Purchase Orders be approved.

25. Commissioner Stabs made a motion, seconded by Commis-
sioner Shepherd that the area in front of La Porte
State Bank from the corner to the alley be made a
"No Parkfng" zone. Motion carried.
