MINUTES - SPECIAL MEETING
of the
LA PORTS CITY COhMISS/ON, LA FORTE, TEXAS
September 2, 9965
MEMBERS OF THE COMMISSION PRESENT: Mayor H. P. Pfeiffer,
Commissioners Russell Shepherd, Tom Osburn, Lois
Compton, and W. A. Stabs, Jr.
MEMBERS OF THE COA~IISSION ABSENT: None
OTHER CITY OFF/C/ALS PRESENT: City Engineer H. Carlos Smith,
Ctty Attorney Knox Askins, and City Clerk Marilyn
Kelley.

9. Ernest L. Brown, Jr. informed the Commission that
the Airport Revenue is not sufficient to carry the
Airport Revenue Bonds. Mr. Brown suggested one of
two things, that a Bond election be called to issue
Tax Bonds or the warrants be issued. After much
discussion the Commission agreed to schedule a meeting
with the two Airport tenants to discuss the possibility
of additional revenues.

2. Commissioner Shepherd stated that Mr. and Mrs. B. L.
Fry, 993 South 3rd have four lots adjacent to the
city Public Works grounds for sale. Commissioner
Shepherd was instructed to find out what terms may
be worked out to finance the .x`2,500 over a four
year period.

3. Commissioner Shepherd reported that the Airport Sign
would have 90' Zetters and would cost X500. The City
and Al Wadsworth sharing equally in the cost. Commis-
sioner Shepherd made a motion, seconded by Commissioner
Stabs that the City participate in the cost of said sign.
Motton carried.

4. A motion was made by Commissioner Compton, seconded
by Commissioner Shepherd and carried that Resolution
No. 42 be passed on first and final reading.

5. Commissioner Osburn made a motion, seconded by Commis-
sioner Shepherd that N. Carlos Smith, Lyman Cunningham,
and Harold Nunt be authorized to attend Water Works
School each night for two weeks starting September 7.
Motion carried.

6. Commissioner Compton made a motion, seconded by Commis-
sioner Osburn and carried that the following Purchase
Orders be approved.
Highway Construction Company ,2,268.00
Uvalde Kock Company 950.00

7. A motion was made by Commissioner Compton and seconded
by Commissioner Shepherd that payment to Kemp & Tony
for X302.32 be approved. Motion carried.

8. The City Engineer presented the following bids for
the demolishing of the M & M Bar Buitdtng.
Olshan Demolishing Co, /nc. .1,288.00
W. H. Heintschel 1,945.00
Commissioner Stabs made a motion, seconded by
Commissioner Compton that the low bid be accepted.
Motion carried.

9. A Public Hearing was held for the rezoning of La Porte
Outlots 72, 73, 74, 75, 83, 84, 85, 87, 88 and 89.
N. C. Wauson stated that the request had been for the
area to be rezoned from class "A" residential to class
"C" commercial or lighf industry. Ne further stated
thetr plans to bring in some type of light industry.
Mayor Pfeiffer declared the hearing closed and advised
Mr. Wauson that the Commission would reach a decision
in the near further.

10. A Public Nearing was held for the rezoning of Block 6
Nebraska Syndicate. L. R. Rigsby representing the
East Texas Theaters stated that they would like to
rezone the area from class "C" residential to Class
"C" commercial, in order to build a Drive-!n Movie.
Mayor Pfeiffer Declared the hearing closed.

11. Commissioner Shepherd made a motion, seconded by
Commissioner Compton That the rezoning of Block 6
Nebraska Syndicate be approved. Motion carried.

12. Commissioner Shepherd made a motion, seconded by
Commissioner Osborn that a diesel powered tractor
with backhoe and Loader be purchased from Head &
Guild Equipment Co., Inc. Motion carried.

13. The Commission agreed thaf ali bid on the relocating
of water tank be thrown out, and that the City
Engtneer negotiate for the moving of the tanks.

14. The City Attorney was requested to prepare an Ordinance
requesting that Htghway 146 from Tenth Street .to Shore-
acres be Zisted as a Loop after the completion of the
new highway.

15. Commissioner Shepherd made a motion, seconded by
Commissioner Osborn the payment to Knox Ask ins
for $664.73, for tax work, be approved. Motion carried.

16. The Commission commended Knox Askins for the outstanding
work he has done since becoming City Attorney.

THERE BEING NO FURTHER BUSINESS AT HAND, THE MEETING
WAS ADJOURNED.
