Pfeiffer, Commissioners W. A. Stabs, Jr., Lois J. Compton, Tom W. Osburn, and Russell Shepherd. MEMBERS OF THE COMM/SSION ABSENT: None OTHER CITY OFFICIALS PRESENT: City Engineer H. Carlos Smith, Chief of Police H. F. Freeman, City Atforney Knox Askins and City Clerk Marilyn Ke11ey. PRESIDING: Mayor Pfeiffer + + + 1. Minutes of the regular meeting of September 20, 1965 were approved as written. + + + 2. Commissioner Osburn made a motion, seconded by Commissioner Shepherd that Commission action of September 13, asking that bids be received for the Jail Building on October 4 be rescind. Further that the Library, Civic Center and Jail Buildings be tet for bid. Bids will be advertised on October 7, and October 14, and received at 7:00 P. M., October 25, at the City Halt. Motion carried. + + + 3. Commissioner Shepherd made a motion, seconded by Commissioner Osburn that Ordinance No. 722 be passed on first and final reading. Motion carried. CAPTION: AN ORDINANCE VACATING, ABANDONING, AND CLOSING THE ALLEY LYING WITHIN BLOCK EIGHTY-TWO (82), IN THE TOWN OF LA FORTE, HARRIS COUNTY, TEXAS. + + + • • • 4. Mr. Jim Thurman, Pak Mor Corporation, presented a proposal for installing the Container System garbage pickup in the Commercial District. The Cify Engineer was instructed to make a survey of the number of containers needed. + + + 5. A motion was made by Commissioner Stabs, seconded by Commissioner Shepherd and carried that Ordinance No. 723 be passed on first and final reading. CAPTION: AN ORDINANCE VACATING, ABANDONING AND CLOS/NG THAT PORTION OF SAN JACINTO AVENUE AND PARK AVENUE LYING CONTIGUOUS TO LOT SIXTEEN (16), BLOCK FIFTY (50) SYLVAN BEACH FIRST SUBDIVISION, HARRIS COUNTY, TEXAS, SAID PORTION TO BE ABANDONED BEING PARTICULARLY DESCRIBED BY METES AND BOUNDS. + + + 6. Commissioner Compton made a motion, seconded by Commissioner Usburn fhaf Ordinance No. 724 be passed on first and final reading. Motion carried. CAPTION: AN ORDINANCE ESTABLISH/NG A POLICY OF THE CITY OF LA PORTS TO PROHIBIT EXPENDITURES BY THE CITY FOR GOODS OR SERVICES FROM ANY PERSON, FIRM, OR CORP- ORATION OW/NG ANY DELINQUENT INDEBTEDNESS TO THE CITY OF LA FORTE; DEFINING TERMS; ESTABLISHING REGULATIONS CONCERNING BlD PROPOSAL FORMS AND ASSIGNMENTS OF PROCESSES OF CONTRACTS BY SUCH DEBTORS TO THE CITY; ESTABLISHING REGULATIGN FOR OFFICERS AND ENPLOYEES OF THE CITY; AND CONTAINING A REPEAL/NG AND SAV/NG CLAUSE. + + + 7. A motion was made by Commissioner Osburn and seconded by Commissioner Stabs that Eugene Hovey, C.P.A. be employed for the fiscal year 9965-66. Motion carried. + + + C7 • • 8. Commissioner Osburn made a motion, seconded by Commissioner Shepherd and carried that the following Purchase Orders be approved: 4772 Utility Supply Co. ,289.97 4767 Brooks Products 932.50 + + + 9. A motion was made by Commissioner Stabs, seconded by Commissioner Compton and carried that the following Accounts Payable be approved: Eureka Fire Hose X9,969.30 Utility Supply Company 384.40 Highway Construction Company 2,024.40 + + + 90. Commissioner Osburn made a motion, seconded by Commissioner Shepherd that a Resolution authorizing the city of La Porte to borrow the sum of two thousand dollars from Ba;;shore National Bank be approved. Motion carried. + + + 99. Commissioner Shepherd made a motion, seconded by Commissioner Osburn and carried that the purchase of poles for the !tittle League Bali Park, from Conroe Creosottng Company be ratified, and the purchase of the remaining materials be authorized. Motion carried. + + + 92. A motion was made by Commissioner Compton and seconded by Commissioner Osburn that Knox Askins be paid $9,506.99 for September Tax CoLlecttons. Mot ion carried. + + + 93. The City Engineer presented the Engineer's Certificate of Completion for the demolttion of the M & M Bar Building. Commissioner Shepherd made a motion, seconded by Commissioner Stabs that Olshan Demolishing Co., Inc. be paid x'9,288, less dump charges. Motion carried. + + + • 94. Commissioner Osburn made a motion, seconded by Commissioner Stabs that the City pay the doctor and hospital biZis for Wi1Zie Bursey, provided he will release the City of any further claim. Further that all employees be required to carry group insurance. Motion carried. + + + 95. A motion was made by Commissioner Osburn, seconded by Commissioner Shepherd that W. H. Heintschel be given a contract to move the snail water storage tank from Site #3 to Site #4, ,900., and that Curtis Kelly be given a contract to move the large storage tank from Site #9 to Site #3, $5,739.
