1. Minutes of the regular meeting of November 1, 1965
were approved as written.

2. Keith Cummins presented the revised plans and
specification for the Library, Civic Center and
Jail buildings. With changes in materials only
the adjusted figures were as follows:
a. Library X48,447.00 to $45,147.00.
b. Civic Center X84,831.00 to X71,042.00.
c. Jail .11,867.00 to X7,391.00.
Mr. Cummins recommended that the Commission accept
the changes in the Library and Civic Center and
move forward wtth the construction. Further
that the plans for the Jail be tabled for study.
Commissioner Osborn made a motion, seconded by
Commissioner Shepherd that a Special Joint meeting
of the library and Civic Center building committees
and the City Commission be sef for 7.00 P. M.,
Wednesday, November 24, 1965, to discuss the proposed
changes. Motion carried.
Commissioner Stabs made a motion, seconded by
Commissioner Osborn that fhe plans for the Jail
building be tabled. Motion carried.

3. A bid for a new patrol car was recetved from Jay
Marks Chevrolet Company. Total price X2,399.91
Less trade of $367.00, leaving bide price of .1,952.97.
A motion was made by Commissioner Stabs, seconded by
Commissioner Shepherd and carried that action be
tabled.

4. Fred Westergren, Jr., presented a check for ,50.00
rezoning fee and requested that Block 934, La Porte
be rezoned from class "C" residential to Apartments.
The request was referred to the Planning and Zoning
Commission.

5. A delegation representing landowners ir. Outlots 472
thru 490 appeared before the Commission questioning
their having been annexed by the City. The City
Attorney explained the history of the area and the
annesation laws. The Commission promised to provide
services possible for the area, including garbage
pickup, Police protection and Fire rate experience.

6. Jay Marks requested that the City abandon "A" Street
between 10th and 99th. Action was tabled.

7. Commissioner Shepherd made a motion, seconded by
Commissioner Osborn and carried that Ordinance
No. 725 be passed on first and final reading.

COUNTY, TEXAS, AS SHOWN BE THE RE-PLAT OF SAID BLOCK

8. A motion was made by Commissioner Stabs, seconded by
Commissioner Compton and carried that the following
Accounts Payable be approved:
Gulf Oil Corporation $ 218.05
Mabry Foundry 235.09
W. S. Dickey 1,151.60
Brooks Products 132.50

9. Commissioner Osburn made a motion, seconded by
Commissioner Shepherd and carried that the following
Purchase Orders be approved:
Ace Machtne Works ,~ 115.49
Rockwell Meter Compan6 950.00

10. Commissioner Stabs made a motion, seconded by
Commissioner Shepherd that Officer F. B. Reynolds
be made an Identification Officer with a $25.00
per month salary adjustment, starting December 1,
1965. Motion carried.

11. A motion was made by Commissioner Compton, seconded
by Commissioner Stabs thaf street ltfhts be installed
at Htghway 146 and Forrest and "G" and 8th Streets.
Motion carried.

12. The City Engineer stated that N. A. Shepherd, 1216
West "B" Street, has built a nonconforming garage,
without a permit. The City Attorney was instructed
to write Mr. Shepherd outlining the regulation of the
Zoning Ordinance and recommending that he purchase
4' of the adjacent lot. Further that he be tnvifed to
appear before the Commission on December 6, 1965.
