Pfeiffer, Commissioners Tom W. Osburn, RusseCl Shepherd, Lois J. Compton, and W. A. Stabs, Jr. MEMBERS OF THE CUMM/SS/ON ABSENT: None OTHER CITY OFFICIALS PRESENT: City Attorney Knox Askins, City Engineer H. Carlos Smith, Chfef of Police H. F. Freeman, and City Clerk Marilyn Kelley. PRESIDING: Mayor Pfeiffer + + + 1. Minutes of the regular meeting of December 6, 1965, and the special metting of December 13, ?965 were approved as written. + + + 2. Commissioner Osburn made a motion, seconded by Commtssioner Shepherd and carried that Ordinance No. 728 be passed on first and final reading. CAPTION: AN ORDINANCE VACATING, ABANDONING AND CLOS/NG THE ALLEY LYING W/THIN BLOCK ONE HUNDRED FORTY-SEVEN (147) IN THE TOWN OF LA PORTS, HARRIS COUNTY, TEXAS. + + + 3. The Commission received a recommendation from the Planning and Zoning Commission that a public hearing be held for the purpose of rezoning Block 134, Town of La Porte, from Class "C" Single Family Dwelling to Class "Apartments". Fred Westergren and Charles Whynot presented proposed plans for the apartment project. After a general discussion Commissioner Osburn made a motion, seconded by Commissioner Shepherd that a public hearing be held at 7:00 P.M., Monday January 10, 1966. Motton carried. + + + • 4. The City Attorney presented a letter from Dr. J. Winston Morrison, M. D., requesting a refund of taxes. The Commission was advised that it is the responsibility of the taxpayer to pay on the proper property. Commissioner Stabs made a motion, seconded by Commissioner Osborn that the refund be refused and that a letter outlining the reasons be sent to Dr. Morrison. Motion carrted. + + + 5. The Commtssion was advised that due to the enforcement of Ordinance No. , the Ctty has ceased to order from Norris and Stanford. Mayor Pfetffer advised the Comm- ission that Mr. Norris does not have a good title on the property on which he owes taxes. Commissioner Stabs made a motion, seconded by Commissioner Compton that business with Norris and Stanford be resumed and that the City Attorney be advised to file a suit for taxes on the property in questton. Motton carried with Commtssioner Shepherd not voting. + + + 6. The City Clerk was advised to notify Bayshore Lumber Company thaf their 9969 taxes are due and discuss the City policy with them. + + + 7. The City Attorney was authorized to prepare the final ordinance outlining procedures to be followed when requesti»g alleys and streets closed. + + + 8. Commtssioner Osborn made a motion, seconded by Commissioner Compton that the City Engineer secure bids for painting the inside of the tank recently moved to the Public Works grounds. Motion carried. + + + 9. A motion was made by Commtssioner Stabs and seconded by Commissioner Shepherd that the following items be purchased from Motorola Communication: 9 Antena (Police Department) ~ 269.00 Lead-in (Fire Department) 924.00 Motton carrted. + + + • • 70. A motion was made by Commissioner Compton, seconded by Commissioner Osburn and canted that the following Accounts Payable be approved for payment: Knox Ask ins ~ 940.00 Minnesota Mining 306.80 Machine Records 987.25 La Porte Insurance 908.00 Gulf Oil Corporation 924.39 Gulf Oil Corporation 924.39 W. H. Heintschel 1,050.00 Highway Construction Materials 280.00 Highway Construction Materials 113.40 Cummtns, Reed, Clements #3 339.36 + + + 11. Commissioner Osburn made a motion, seconded by Commissioner Stabs that roofs for two pump houses be purchased from Webster Rooffng Company, $355.00.
