MINUTES - SPECIAL MEETING
LA PORTS CITY COMMISSION, LA PORTS, TEXAS
January 12, 1966
MEMBERS OF THE COMMISSION PRESENT: Mayor N. P. Pfeiffer,
Commissioners Tom W. Osburn, W. A. Stabs, Jr., Russell
Shepherd, and Lois J. Compton.
MEMBERS OF THE COMMISSION ABSENT: None
OTHER CITY OFFICIALS PRESENT: City Attorney Knox Askins,
City Cierk Marilyn Kelley, and C{ty Engineer H. Carlos
Smith.
PRESIDING: Mayor Pfeiffer.

1. After a general discussion of the public hearing held
on January 10, 1966, Commissioner Compton made a motion
seconded by Commissioner Shepherd that the request for
rezoning of Block 134, Town of La Porte, from class "C"
Single Fami-ly Dwelling to class Apartments, be rejected.
Motion carried with Commissioners Compton, Shepherd and
Stabs voting "Yes" and Commissioner Osburn voting "No".

2. A motion was made by Commissioner Osburn, seconded by
Commissioner Stabs and carried that Ordinance No. 730A
be passed on first and final reading.
CAPTION:
AN 0~7DINANCE AMENDING ORDINANCE NO. 730 AS PASSED AND
APPROVED ON DECEMBER 27, 1965.

3. The City Attorney stated that in the mtnutes of the
City Commission meeting of April 30, 1962, hiring
H. Carlos Smith as City Engineer, the City agreed to
pay him 2J~6 of ati over X40,000. of new construction
in any one fiscal year. He further pointed out that
some might feel a contract on fee basis in violation
of the City Charter. He recommended that Mr. Smith
be placed on a salary basis sufficent to compensate
him for his engineering work through the present
bond work. Commissioner Osburn made a motion, seconded
by Commissioner Stabs and carried that Ordinance No. 734
be passed on first and final reading.

CAPTION:
AN ORDINANCE RATIFYING AND CONFIRMING THE APPOINTMENT
AND EMPLOYMENT OF CARLOS SMITH AS CITY ENGINEER AND
DIRECTOR OF PUBLIC WORKS OF THE CITY OF LA PORTS;
ESTABLISHING A SALARY THEREFOR; AND PROVIDING AN
EFFECTIVE DATE.

4. A motion was made by Commissioner Stabs, and seconded
by Commissioner Osburn That La Porte Taxt Company be
issued permit no. 16, for fhe year of 1966. Mofion
Carried.
