MINUTES - REGULAR MEETING
OF THE
LA PORTS CITY CGN?MISSION, LA PORTS, TEXAS
February 7, 1966
MEMBERS OF THE COMMISSION PRESENT: Mayor H. P. Pfeiffer, Commissioners
Lois J. Compton, W. A. Stabs, Jr., and Russell Shepherd.
MEMBERS OF THE COMMISSION ABSENT: Tom W. Osburn.
OTHER CITY OFF/C/ALS PRESENT: City Engineer H. Carlos Smith, City
Attorney Knox W. Askins, and City Clerk Martlyn Kelley.
VISTORS: Members of the Planning and Zoning Commission.
PRESIDING: Mayor Pfeiffer.

1. Mayor Pfeiffer opened the meeting for the purpose of holding
a Public Hearing to consider the rezoning of Block 1103, Town
of La Porte from class "C" Single Family Dwelling to Class "B"
Commercial.
Mr. Jim Mayes, representing the Bayshore Lumber Company, stated
that because of the improvement of Highway 146 tt is necessary
that they relocate thetr Cumber company, therefore they request
the rezoning of Block 1103 in order to relocate at that site.
Mr. Mayes explained the proposed layout and the general type of
- constructions.
Mr. Frank R. Boyle, Sr., and Mr. J. E. Cook expressed strong
support for the reclassification.
Mr. Jack Smith complimented the owners of the Lumber company
for showing confidence in our community be reestablishing their
business here.
Commissioner Shepherd made a motion, seconded by Commissioner
Compton that Block 1103, Town of La Porte be reclassified from
class "C" Single FamtCy Dwelling to class "B" Commercial.
Mofion carried.

2. A motion was made by Commissioner Stabs, seconded by Commissioner
Shepherd and canted that fhe minutes of the Regular Meeting of
January 17, 1966, and the Special Meeting of January 24, 1966
be approved as presented.

3. Mrs. Elsie Moore asked that the City check the water bill
of Childs Mobil Service Station. She stated that the bill
fs very high and that she fells that something should be done
to correct it. Commissioner Osborn and Richard Gates were
instructed fo recheck the meter.

4. Mr. W. T. Carter, Jr. presented the preliminary plans for
Section No. 3, Shady River. The City Engineer pointed out
a few exceptions to the plans. He was requested to meet
with Mr. Carter and work out these small points.

5. A motion was made by Commissioner Stabs, seconded by
Commissioner Shepherd and canted that Ordinance No. 734
be passed on ftrsf and final reading.

6. The following btds for a water truck were recetved:

Commissioner Stabs made a motion, seconded by Commissioner
Compton that the bids be tabled for consideration. Mofion
carried.

7. A motion was made by Commissioner Stabs, seconded by Commts-
stoner Shepherd that Ordinance No. 735 be passed on first and
final reading.

AN ORDINANCE CALLING THE REGULAR ANNUAL ELECTION OF THE CITY OF
LA FORTE; DESIGNATING AN ELECTION PRECINCT AND A POLLING PLACE;
PROVIDING FOR THE USE OF VOTING MACHINES; APPOINTING ELECTION
OFFICIALS; PROV10/NG FOR METHOD AND DATES OF ABSENTEE~VOTING;
PROVIDING FOR RETURN AND CANVASS OF VOTES OF SAID ELECTION;
PROVIDING FOR NOTICE; PROVIDING FOR FILING DEADLINE AND FILING
FEES FOR CANIDATES; PROVIDING A SAVINGS CLAUSE; AND PROVIDING
AN EFFECTIVE DATE HEREOF.

8, Commissioner Shepherd made a motion, seconded by Commissioner
Stabs that the City Engineer be authorized to let the contract
for painting of the 3,000 barrel water tank to Umphenour
Painting Company for X600.00. Motion carried.

9. A motion was made by Commissioner Stabs, seconded by Commissioner
Compton that Ordinance No. 736 be passed on first and final reading.

AN ORDINANCE DECLARING lT UNLAWFUL FOR ANY PERSON OR OWNER TO
LEAVE STANDING ANY VEHICLE IN ANY STREET, ALLEY OR PUBLIC PLACE
LONGER THAN TWENTY-FOUR HOURS; ON PRIVATE PROPERTY WITH THE
CONSENT OF THE OWNER FOR ANY PERIOD OF TIME; DECLARING lT
UNLAWFUL TO LEAVE STANDING IN THE PUBLIC STREETS TRAILER,
SEMI-TRAILER, POLE TRAILER OR HOUSE TRAILER, ATTACHED OR
UNATTACHED TO A MOTOR VEH'ICCE, LONGER THAN TWO HOURS; DECLARING
THE OWNER AND OPERATOR RESPONSIBLE FOR ILLEGAL PARKING; ESTAB=
LlSHlNG A PRESUMPTION OF PARKING BY OWNER WHEN VEHICLE ILLEGALLY
PARKED; PROVIDING THAT ANY PERSON VIOLATING THE TERMS OF THIS
ORDINANCE SHALL BE FINED IN ANY SUM NOT LESS THAN FIFTEEN DOLLARS
(15.00) NOR MORE THAN TWO HUNDRED DOLLARS ($200.00) AND EACH DAY
OF VIOLATION SHALL BE DEEMED A SEPARATE OFFENSE; PROVIDING A
REPEALING AND A SAVING CLAUSE; AND PROVIDING AN EFFECTIVE DATE.

10. Mayor Pfeiffer commended H. Carlos Smith for having qualified
for an "A" Certificate in water.
Mr. Smith thanked the City Commission for providing he and his
department the opportunity to attend schools to prepare for
the examinafions. He further stated that the department now
has a double"A" in water and sewer, a double "B" in water and
sewer and a "B" in sewer-"C" water. -

11. Commissioner Compton made a mottos, seconded by Commissioner
Shepherd that the City Engineer be authorized to repair the tractor
at an approximate cost of $900.00. Motion carried.

12. A motion was made by Commiss{over Shepherd, seconded by Commis-
sioner Stabs that Harold Hunt be authorized to attend Water and
Sewer Short School, March 7 thru 11 at A & M. Motion carried.

13. Commissioner Stabs made a motion, seconded by Commissioner
Compton that the Mayor and City Clerk be authorized to
sign State of Texas Vouchers approving payment to Bernard
Johnson Engineers, lnc. for work on the Comprehensive Plan and
that the City Clerk be authorized to pay the State~475.00
final payment on our contract. Mottos carried.

14. A motion was made by Commissioner Shepherd, seconded by
Commissioner Compton and carried that the following accounts
payable be approved for payment:

15. A mottos waB made by Commissioner Compton, seconded by
Commissioner Stabs and carried that Ordinance No. 737
be passed on first and final reading.
