Pfeiffer, Commissioners W. A. Stabs, Lois J. Compton, Tom Osburn and Russell Shepherd. MEMBERS OF THE COMMISSION ABSENT: None OTHER CITY OFFICIALS PRESENT: City Attorney Knox Ask in s, City Engineer H. Carlos Smifh, City Clerk Marilyn Kelley, and Chief of Police H. F. Freeman. PRESIDING: Mayor Pfeiffer, + + + 1. The minutes of the Regular Meeting of March 7, 1966 were approved as written. The minutes of the Special Meeting of March 14, 1966 were corrected as foiZows: Item #4 - Add Caption: AN ORDINANCE VACATING, ABANDONING AND CLOSING THE PROTION OF SEVENTH STREET LYING BETWEEN THE AREA BOUNDED BY "J" STREET AND "K" STREET, AND BETWEEN BLOCK EVEVEN HUNDRED TWO (1102) AND BLOCK ELEVEN HUNDRED THREE (1103) IN THE TOWN OF LA PORTF_, HARRIS COUNTY, TEXAS. Item #7 - Amended to Read: The City Engineer stated that the low bids for the construction of the Water and Sewer Extensions were as follows: George Construction Company - Total Project 279,340.84 Buddy Warren (Water Line Extensions) 148,873.25 John G. Holland (Sewer Line Extensions) 908,786.75 Coach Construction Company (Lift Station) 13,170.00 Total 270,830.00 ke recommended that although George Consturction Company is higher, that the Commission award them the contract, because of Zess super- vision necessary during the construction. • Commissioner Stabs made a motion, seconded by Commissioner Shepherd that the Water and Sewer contracts be awarded to Buddy Warren, John G. Holland, and Couch Construction Company. Motion carried. + + + r • • ~~ 2. A motion was made by Commissioner Osburn, seconded by Commissioner Shepherd, that the Cify assume the cost of relocating the water line at Bayshore Motel. Motion carried. + + + 3. The Cify Clerk was instructed to write letters to the businesses that have not taken out their Food and Health Permits. The City Attorney was requested to brief the necessity of Churches and other organizations being required~to have Health permits. + + + 4. The City Clerk was requested to write fhe Flood Control District and invite a representative to meet with the Commission. + + + 5. A motion was made by Commissioner Stabs and seconded by Commissioner Compton that the Mayor be authorized to sign the F.A.A. grant application for the Airport. Motion carried. + + + 6. The Cify Engineer stated that the two low bids for the Airport Project were as follows: Moon Construction Company 106,265.00 Walter A, Smith Paving contractors, lnc. 108,942.00 He recommended that because of the satisfactory work that Walter A, Smith has done for the City in the past, they be given the contract. Commissioner Osburn made a motton, seconded by Commissioner shepherd that the contract be given to Walter A, Smith Paving Contractors, /nc.,,~108,942.00 Motton carried. + + + 7. A motion was made by Commissioner Shepherd and seconded by Commissioner Osburn and carried that the following accounts payable be approved: Machine Records, /nc. X164.00 J. E. Brumett 275.00 Mabry Foundry 112.98 ' Builders Supply Company 217.00 Builders Supply Company 226.50 + + + r 6. Commissioner Osburn made a motion, seconded by Commissioner Compton that Purchase Order No. 5161, Brooks Products, .135.00. be approved. Motion carried. + + + 7. A motion was made by Commissioner Shepherd, seconded by Commis- sioner Stabs and canted that the following persons be appointed to serve as a Study Committee on Low Rent Housing: Rev. Joe Durden Mrs. ldadore Jenkins Archie Ptnkney Bruce Angel Mrs. Ruth Fuqua' Rev. Wallace Ford Jack Harris + + + 8. A motion was made by Commissioner Osburn, and seconded by Commis- sinner Stabs that George Norris be allowed to extend his water line with a 1" line, paying normal cost of line and labor. Motion carried. + + + 9. Commissioner Osburn was requested to make a study of possible methods of assessing for the construction of water and sewer lines. + + + 10. A motion was made by Commissioner Osburn, seconded by Commissioner Shepherd and carried, that the City waive the 30~ per load hauling cosf of shell for Churches. He further moved that the First Baptist Church be sold 120 yards of shell @ 2.00 per yard, to be placed in the a11ey behind their church. Motion carried. + + + 11. A motion was made by Commissioner Compton and seconded by Commis- sioner Stabs that the Director of Public Works be authorized to re-work Virginia Street from East Main to Park and "D" 6treet from San Jacinto to Broadway. Further that he be authorized to rent a pulverizer and motor grader for this work. Motion carried. + + + 12. Commissioner Shepherd made a motion, seconded by Commissioner Osburn that a resolutton authorizing the Ctty Attorney to negotiate for an aerial navigation easement at the end of the N.W. - S.E. runway of the Airport.
