Pfeiffer, Commissioners Russell Shepherd, W. A. Stabs, Jr., and Lois J. Compton. MEMBERS OF THE COMMISSION ABSENT: Commissioner Tom W. Osburn. OTHER C/TY OFFICIALS PRESENT: City Attorney Knox Askins, City Engineer H. Carlos Smith, and City Clerk Marilyn Kelley. PRESIDING: Mayor Pfeiffer. + + + 1. Minutes of the regular meeting of March 21, 1966, and the special meeting of March 28, 1966 were approved as written. + + + 2. Commissioner Stabs made a motion, seconded by Commissioner Shepherd that the City Attorney be authorized to write the owners of the small cabins on Park Street and request that the cabins either be removed or repaired. Motion carried. + + + 3. Bids for supplying pefroleum producfs for the year were received (See Exhibit No. 1). Commissioner Shepherd made a motion, seconded by Commissioner Stabs that the Gulf Oil Corporation bid be accepted. Motion carried. + + + 4. Commissioner Stabs made a motion, seconded by Commissioner Stabs That Ordinance No. 744 be approved on firsf and final reading. Motion carried. CAPTION: AN ORDINANCE TO PROTECT THE PUBLIC HEALTH AND PROMOTE THF_ PUBLIC WELFARE OF THE CITY OF LA PORTS, TEXAS, BY PROHlGITING THE THROWING, PLACING, STS., OF GARBAGE, AND TRASH ON STREETS OR HIGHWAYS, SIDEWALKS AND ALLEYS OF THE CITY OF LA PORTS; REQUIRING THE REh+OVAL OF SUCH MATER/ALS FROM HIGHWAYS; MAKING lT UNLAWFUL FOR ANY PERSON TO THROW MANURE, HULLS, PEEL/NGS, HANDBILLS, STS., ON SIDEWALKS, STREETS OR OTHERPUBLIC PLACES; ' ~ • • PROVIDING THAT ANY PERSON VIOLATING THE TERMS OF THIS ORDINANCE SHALL BE FINED IN ANY SUM NOT LESS THAN TWENTY-FIVE (25.00) NOR MORE THAN TWO HUNDRED DOLLARS (200.00) AND EACH DAY OF VIOLATION SHALL BE DEEMED A SEPARATE OFFENSE; DEFINING TERMS; PROVIDING A REPEALING AND SAVING CLAUSE'; AND PROVIDING FOR AN EFFECTIVE DATE HEREOF. + + + 5. The City Af~torney stated that he had that he had requested a ruling from the Attorney General on the requtrement of Churches being required to have Food and Health Permits, and that such organizations are not required to have said permits. + + + 6. A motion was made by Commissioner Shepherd and seconded by Commissioner Compton that the Mayor and City Clerk be authorized to sign the Walter A. Smith contract. Motion carried. + + + 7. Commissioner Shepherd made a motion, seconded by Commissioner Stabs that the Mayor and Ctty Clerk be authorized to sign the Buddy Warren Company, Inc. contract. Motion carried. + + + 8. A motion was made by Commissioner Shepherd, and seconded by Commissioner Compton that the City Clerk be authorized fo attend the Finance Officers Institute, April 24, 25, 26 in Austin. Motion carried. + + + 9. A motion was made by Commissioner Shepherd, seconded by ~' Commissioner Compton and carried that the City Engineer be authorized to purchase 958 tons of crushed ltmestone @ 2.00 per ton, ,396.00. Motion carried. + + + 99. The Commission appointed Dallas Aker, and Earl Candler to oversee the operation of the North Side Civic Center. They were authorized to release fhe key to persons desiring to use the building, after an affidavit assuming the respon- sibility for the condition of the building has been signed. + + + 92. The Commission authorize the payment of X990.00 to Knox Askins for legal service rendered related to Airport matters. + + + THERE BEING NO FURTHER BUSINESS AT HAND, THE MEET/NG WAS ADJOURNED. ~~ ~' H.
