Pfeiffer, Commissioners RusseLi Shepherd, W. A. Stabs, Jr., and Lois J. Compton. MEMBERS OF THE COMM/SS/ON ABSENT: Commissioner Tom W. Osburn. OTNER CITY OFFICIALS PRESENT: City Attorney Knox Askins, City Engineer H. Carlos Smith, Chief of Police H. F. Freeman, Judge George Counts, Water Superintendent Lyman Cunningham, and City Clerk Marilyn Kelley. PRESIDING: Mayor Pfeiffer. + + + 9. Minutes of the regular meeting of April 98, 9966, and the special meeting of April 27, 9966, were approved as written. + + + 2. Judge Counts administered the Oath of Office to Mayor H. P. Pfeiffer, and Commissioners C. D. Boyle, and W. A. Stabs, Jr. + + + 3. Commissioner Stabs made a motion, seconded by Commissioner Boyle thaf the City dispatch a pickup truck to Houston, once a month to pick up surplus commodities for the Welfare Board. Mot ion carded. + + + 4. A motion was made by Commissioner Stabs, seconded by Commissioner Shepherd that the two Sargent positions in the Police Department be dissolved and that Robert Hall be named Assistant Chief of Police, salary .~ 550.00. Motion carried. + + + - 5. Commissioner Stabs presented the following bids for a radar unit for the Police Department: George F. Cake Company $9,345.00 Art Simon 990.00 Action was tabled until the Police Commissioner has an opportunity to inspect the unit. + + + I I • 6. The City Clerk was instructed to arrange a meeting between the Commission and the Civic Center Board. + + + 7. Commissioner Shepher-d made a motion, seconded by Commissioner Compton thaf Boy's Harbor be issued a Swimming Pool Pass for X25.00. Further that they have a supervisor for each ten boys in the pool. Motion carried. + + + 8. A petition was received from fhe La Porte Bayshore Service Station Operators Association (see Exhibit No. 1). They requested that an Ordinance be passed prohibtttng Self-Service Service Stations in La Porte. Commissioner Stabs made a motion, seconded by Commissioner Compton that the building permit for such a project be withheld until the City Attorney has had an opportunity fo brtef the question, report to the Commission, and the Commission has acted. Commissioner Compton made a motion, seconded by Commissioner Stabs and carried that the following items be passed for paymenf: Moore and Moore Cert. #3 Library ~ 2,406.59 Moore and Moore Cerf. #2 Civic Center 14,735.70 Cummins, Reid, Clements Cert. #2 210.53 + + + 10. A motion was made by Commissioner Shepherd, seconded by Commissioner Stabs and canted that the following Accounts Payable be approved for payment: Uvalde Rock Company .~ 674.25 Mabry Foundry Company 144.56 Garcon Meter Company 137.86 Black Hardware Company 114.62 Certtfied Laboratories 256.75 Pump and Power Company 437.00 Brooks Products 145.00 From Water and Sewer Contigency Fund: Coastal Armature Works ~ 645.00 Coastal Armature Works 510.00 - + + + • 11. Commissioner Boyle made a motion, seconded by Commissioner Shepherd, that the purchase of 240' of 3/4" cooper tubing @ 72~ per foot (,~ 172.80), Utility Supply Company be approved. Motion carded. + + + 12. A motion was made by Commissioner Shepherd, seconded by Commissioner Stabs, that Mayor Pfeiffer be authorized to sign the Tax Assessor-Collector bond. Motion carried. + + + 13. Commissioner Stabs made a motion, seconded by Commissioner Compton and carried that Ordinance No. 746 be passed on first and final reading. CAPTION: AN ORDINANCE APPOINTING THE MAYOR AND THE COMMISSIONERS TO POS/TIONS W/TH POWER, AUTHORITY, AND DUTIES IN THE SUPERVISION OF THE SEVERAL DEPARTMENTS OF THE CITY OF LA FI~RTE; AND APPOINT/NG THE COMMISSIONERS TO TERMS AS MAYOR PRO#TEM OF THE C/TY OF LA FORTE, FOR THE PERIOD MAY 1, 1966, THROUGH APRIL 30, 1966, 80TH /NCLUSIVE; AND PROVIDING AN EFFECTIVE DATE HEREOF. a + + + 14. Commissioner Shepherd made a motion, seconded by Commissioner Stabs thaf the City continue to carry the employees group insurance with Trawlers Insurance Company. Motion carried. + + + 15. A motion was made by Commissioner Stabs, seconded by Commissioner Compton and carried that the City Engineer be authortzed to attend the Texas Clean Water Association meeting May 22 and 23, in Houston. Motion carried. + + + 16. The Commission authorized the City Engineer to employ Mr. Tony Authur as assistant inspector of the Water and Swere construction during the Bond construction period. + + + 17. Commissioner Shepherd made a motion, seconded by Commissioner Boyle that the Director of Public Wurks be authortzed to employ eight summer time employees. Motion carried. ,~ + + + • • 78. A motion was made by Commissioner Stabs, seconded by Commissioner Shepherd and carried, that Ordinance No. 747 be passed on first and final reading. CAPTION: AN ORDINANCE ACCEPTING THE GRANT OFFER OF FEDERAL FUNDS BY THE FEDERAL AVIATION AGENCY, AND ACCEPTING ALL THE TERMS, CONDlTIONS, AND OBLIGATIONS THEREIN CONTAINED; RATIFY/NG THE PROJECT APPLICA- TION; AND AUTHORIZING THE MAYOR AND CITY CLERK OF THE CITY OF LA PORTS TO EXECUTE, SEAL AND DEL/VER ANY AND ALL INSTRUMENTS NECESSARY TO EFFECTUATE SUCH ACCEPTANCE; AND PROVIDING FOR AN EFFECTIVE DATE HEREOF. + + + 79. Commissioner Stabs made a motion, seconded by Commissioner Boyle that George Counts be re-appointed Corpoartion Court Judge. PFE/F R MAYOR ATTEST ~'1 cZ..~-c..P.ev MARILYN KELLEY CITY CLERK I :7 • ~~~ ,~ ~~ ~ .__ r-~ ~J T0: THE MAYOR AND MEP9BERS OF THE CITY COUNCIL OF CITY OF LA PORTE SUBJECT: ORDIlJANCE PROHIBITING THE INSTALLATION AND OPERATION OF SELF SERVICE-SERVE YOUR SELF GASOLINE PUMPS We, the aembers of the La Porte-Bayshore Service Station Operators Association and service station operators do hereby petition the Mayor and City Council to pass an ordinance prohibiting the in- stallation and operation of self-service serve yourself gasoline pumps. We feel that it would be a fire hazard due to the fact that the ordinary citizen is not aware of the dangers that could possibly be involved in the use of such pumps and equipment. It is not our intention to deprive anyone of the right of free enterprise, but it is our intention to try and protect our own small ventures and we feel that as citizens and business men of La Porte, it would'be to our benefit, as well as to the benefit of other citizens of La Porte, to have this ordinance passed.
