MINUTES - REGULAR MEETING
OF THE
LA PORTS CITY COMM/SS/ON, LA FORTE, TEXAS
May 98, 9966
MEMBERS OF THE COMMISSION PRESENT: Mayor H. P. Pfeiffer, Commissioners
Charles D. Boyle, Lois J. Compton, and W. A, Stabs, Jr.
MEMBERS OF THE COMMISSION ABSENT: Commissioner Russell Shepherd.
OTHER CITY OFFICIALS PRESENT: City Attorney Knox Askins, Superin-
tendent of Wafer Works Lyman Cunningham, Chief of Police
H. F. Freeman, Fire Marshall H. Gould Crofoot, and City
Clerk Marilyn Kelley.

9, The minutes of the regular meeting of May 2, 9966 and a special
meeting of May 9, 9966, were approved as written.

2. The City Attorney reported to the Commission information
that he had received concerning Self-Service Service
Stations. He stated that he had received information both
for and against allowtng such operations.
Mr. A, M. Ewing of the 7-99 Stores, explained the proposed
operafion of the seCf service station.
Mr. OdeiC Williams presented a news paper clipping from
Salt Lake City stating that they had disallowed such operations.
Commissioner Stabs stated that he thought fhe Commission would
be doing the residents of the City a favor by outlawing unattended
pumps.
A motion was made by Commissioner Stabs, seconded by Commissioner
Compton and carried, that the City Attorney be authorized to
prepare an ordinance prohibiting the installation of self-
service gasoline pumps.

3. Rev. Wallace ,Ford, Chairman of the Study Committee for Low Rent
Housing, gave a report on the investigation the committee has
made of the need for low rent housing in our City. Rev. Ford
stated that the Committee would Cike to recommend that the
Commission establish a Housing Authority. Action was tabled
until a full Commission can be present.

4. Mr. Jerry Smith, St. Regis Company, described the Sack System for
the collection of garbage.
The Commission authorized Mr. Smith to send to the City ten
racks and necessary gags to be used for six weeks on trial.

5. The City Attorney was authorized to prepare an Oil Well Ordtnance.

6. Mayor Pfeiffer stated that the Light Company had installed a
street light at 5th and "E" Streets in error, but due to the
need for a light in that location, would like to be authorized
to leave it.
Commissioner Compton made a motion, seconded by Commissioner
Boyle that the City authorize the lighf at 5th and "E" Streets.
Motion carried.

7. Commissioner Stabs made a motion, seconded by Commissioner
Compton and carried, that Ordtnance No. 748 be passed on
first and final reading.

8. A motion was made by Commissioner Stabs, seconded by Commissioner
Boyle that contractors for projects involving government
participation be required to have ail payroll reports in the
officer of the City Clerk before receiving any compensation.
Motion carried.

9. Commissioner Stabs made a motion, seconded by Commissioner Boyle
that the City Clerk be authorized to release X500,000. of bank
security to Capital National Bank. Motion carried.

70. A motion was made by Commissioner Boyle, seconded by Commissioner
Stabs and carried that the following accounts Payable be approved:

11. Commissioner Boyle made a motion, seconded by Commissioner
Compton that the following purchases be approved:
Garcon Meter Company (Meters) $2,624.36
L. L. Staneck (Water Tank Truck) 300.00
Motion carried.
