P. Pfeiffer, Commissioners C. D. Boyle, Russell Shepherd, W. A. Stabs, and Lois J. Compton. Counts, and Chief of Police H. F. Freeman, Jr. PRESIDING: Mayor Pfeiffer. + + + 1. Minutes of the regular meeting of July 18, 1966 were approued as wrttfen. + + + 2. Bids on street paving and storm drainage system were received and read aloud. The following bids were received: Gulf Bithulithic Company - Street Paving Oniy Brown & Root, Inc. - Total Job Walter B. Misher Co. - Total Job Joseph B. Tantillo - Storm Drainage System Oniy A motion by Commissioner Compton, seconded by Commissioner Stabs that the bids be tabulated by the City Engineer. Motion carried. + + + 3. Mr. Carter, who is working on the development of Section 3 of -Shady River, addressed the Commission. He introduced Mr. Bowen ''who stated that in his opinion the bond requirements for capital improvements in the new sudbivision are too stringent. He stated ghat the City of Houston waives the bond, and asks the subdivision owner to put up a performance bond in favor of the City. Mr. Askins and Mr. Bowen wfli were authorized to work out how bond requirements can be handled, to the satisfaction of both. Requirements for sidewalks to new subdivisions were discussed. Mr. Carter stated he would like to feel the Commission out on this requirement. The Commission stated that no answer could be gtven at this time, that some study would be required. Mr. Carter stated that most subdivisions cound do very we11 without sidewalks. By ~~ next meeting a decision will be made if sidewalks should be a requirement in new subdivisions being developed. + + + • `~ 4. The Mayor stated that the feasibility of hiring a prosecutor for Corporation Court has been under consider~~tion for some time. The Commission discussed the need and possibility of hiring a person on an as-needed basis rather than for all court sessions. Mayor Pfeiffer stated he felt that Judge Counts should be the one to know when a prosecutor is needed. A motion was made by Commissioner Shepherd, s?conded by Commissioner Boyle that Mr. Lynn Gray of Baytown be hired on an as-needed basis, at $25.00 per session, to be called by Judge Counts when needed. + + + 5. The City Engineer reported that the tabulation of bids on the tractor has been completed. (See Exhibit #1). He recommended that the Ford Tractor be purchased from Lansdowne Moody Company. Commissioner Shepherd made a motion, seconded by Commissioner Boyle that the Tractor be purchased from Lansdowne Moody Company. Motion carried. + + + 6. A repair order was presented from Jay Marks Chevrolet, for replacing the back glass on a car owned by Mr. Roberts, which was damaged by gravel. Mrs. Roberts had .reported earlier that the work was not satisfactory, but her husband had to leave on a job, and would be back in three weeks. A motion was made by Commissioner Compton, seconded by Commissioner Stabs to pay damages to Mrs. Roberts, subject to her approval and signature of her release. + + + 7. Commissioner Compton made a motion, seconded by Commissioner Stabs that a street light be installed at "E" and Lobit, and that the Cight at Park near Carroll be relocated at Park and Carroll. Motion carried. + + + 8. A motion was made by Commissioner Shepherd and seconded by Commissioner Boyle that invoices from Certified Laboratories and Chemline Corp. be approved for payment, and that the purchase of two 65 gallon drums of weed killer be approved. Motion carried. + t + 9. Commissioner Stabs made a motion, seconded by Commissioner Shepherd that the Mayor be authorized to sign a contract between the City .~ and Harris County for dispatching of radio calls by the La Porte Police Department to Harris County Patrol units in the area. The bid on Oil and Gas Mineral Lease presented by W. M. Hughes, which ,~` was accepted and acted upon at a special meeting on Juiy 25, ?966, was brought up by Knox Askins. Mr. Askins recommended that the • Commission ratify previous action taken on Juiy 25th, regarding lease with Hughes. A Motion was made by Commissioner Boyle, and seconded by Commissioner Stabs, to ratify the action taken on Juty 25fh, regarding oil and gas mineral Lease with W. M. Hughes. Motion carried. + + + 17. The Mayor stated thaf a letter has been received from the La Porte Masonic Lodge, requesting that the Library building be removed. He stated that they requested this for reasons that future expansion plans of the lodge necessitate this move. The City Engineer requested that his department be given this building. Commissioner Shepherd made a motion, seconded by Commissioner Boyle, that the building be moved to the sewage treatment plant to be used as a laboratory. Motion carried. + + + 72. A motion was made by Commissioner Stabs, seconded by Commissioner Shepherd and carried that two stop signs be installed cat South Fourth and "G" Streets. + + + 73. Commissioner Stabs made a motion, seconded by Commissioner Shepherd that the Mayor be authorized to sign a contract with the City of Seabrook for dispatching and jail services. Motion carried. + -r + 74. A motion was made by Commissioner Shepherd and seconded by Commissioner Boyle that the City Engineer be authorized to complete installation of storm sewer on East "D" from Idaho to the creek, a distance of approzimately 400 feet. Motion carried. + + + 75. Commissioner Stabs made a motion, seconded by Commissioner Shepherd that a clock be purchased for the Commission room.
