P. Pfeiffer, Commissioners Russell Shepherd, Charles D. Boyle, Lois J. Compton, and W. A. Stabs, Jr. MEMBERS OF THE CGN1M/SS/ON ABSENT: None OTHER CITY OFF/C/ALS PRESENT: City Attorney Knox W. Askins, City CCerk Marilyn Kelley, City Engineer H. Carlos Smith, and Supt. of Streets Lyman Cunningham. PRESIDING: Mayor Pfeiffer + + + 9. Minutes of the regular meeting of A!.~gust 95, 9966, and the special meeting of August 24, 9966, were approved as written. + + + 2. A delegation representing the residents on Vtrginia Street ' appeared before the Commission inquiring about the drainage problem on 1/irginia Street and the adjacent side streets. The City Engineer was requested to re-check the grades of the ditches. + + + 3. Eugene Hovey, C.P.A., presented a review of the 9965-66 Audit Report. The Commission received the audit and advtsed Mr. Hovey that they may have further questions after they have studied the report. + + + 4. Mr. George Riley stated that there is a serious problem at the Negro Cemetery located in Block 685, Town of La Porte. He stated that upon checking they find that an undetermined number of bodies are buried in the street right-a-way. H. Carlos Smith offered his servtces to survey the cemetery and locate the exact corner points. The City Attorney was authorized to brief the laws on relocating graves and make a recommendation. ~~ + + + ® . 5. Representives from North Side asked what steps have been taken concerning the creation of a Public Housing Authority. Mayor Pfeiffer stated that so far the Commission is not completely satisfied there is a need for 'the project. He promised that the Commission would take a further Cook at the question. He further stated that the Commission would sef another meeting and ask Mr. Elwin Fitch to speak again. + + + 6. Commissioner Stabs advised the Commission that the old Jail Building is in bad need of repairs. He recommended that repairs be made to the down stairs, the stairway, the up stairs windows and floors. Commissioner Stabs was authorized to get an estimate of the cost of repairs. + + + 7. The City Attorney was instructed to check into the possibility of an ordinance regulating the construction of pipe lines in our City. + + + 8. The City Clerk was instructed to prepare a report on a possible retirement plan for the City employees. + + + 9. The City Engineer presented the following estimates for the construction of new sewer lines: Civic Center - From old Civic Center to new bldg. ~ 720.00 Ltbrary - From East "C" to new building 2,480.00 Block 43, Bayfront Addition 2,669.00 The Engineer was instructed to secure competitive bids. + + + 70. The Commission discussed the possibility of adopting the Uniform Traffic Code. Commissioner Stabs was requested to study the code and make a recommendation. + + + • • 11. Commissioner shepherd made a motion, seconded by Commissioner Boyle and passed, that the following Accounty Payable be approved: Hamilton Construction Company ,192.00 L. H. McKey 800.00 L. H. McKey 490.00 Certified Labortories 409.50 Kemp and Tony 178.59 Gulf Oil Corporation 124.39 Machine Records 446.50 Jay Marks Chevrolet 190.32 + + + 12. A Motion was made by Commissioner Stabs, seconded by Commissioner Shepherd and carried, that the following purchases be approved: Greenwood Equipment Co. $177.70 Minnesota Mining 809.00 A. G. Bailey 135.00 Certified Laboratories 342.50 + + + 13. The Commission discussed the revision of the bookdrop and the :~ installation of downspouts at the Library. Action was tabled for further study. + + + 14. A motion was made by Commissioner Shepherd, seconded by Commissioner Stabs and carried, that the following estimated from Moore and Moore, be approved for payment: Estimate #6 - Civic Center X4,149.63 Estimate #7 - Library - (Upon receipt 1,201.50 of payrolls) + + + 15. Commissioner Stabs made a motion, seconded by Commissioner Compton that the City not authorize a work order for the installation of a hot water heater at the Library. Motion carried, with Commissioners Stabs, Compton and Shepherd voting "yes" and Commissioner Boyle withholding his vote. + + + 16. The City Clerk was instructed to write NJ. T. Carter 111, and advise him that the City wil,1 not allow the excepttons to the Sub-Division ;~ Ordinance, as he had requested. + + + THERE BEING NO FURTHER BUSINESS AT HAND, THE MEETING WAS ADJOURNED.
