MEMBERS OF THE COMM/SS/ON PRESENT: Commissioners Lois J. Compton, W. A. Stabs, Jr., Russell Shepherd, and Charles D. Boyle.. MEMBERS OF THE COMM/SS/ON ABSENT: Mayor H. P. Pfeiffer. OTHER C1TY OFF1ClALS PRESENT: City Attorney Knox W. Askins, City Engineer H. Carlos Smith, Chief H. F. Freeman, and City Clerk Marilyn Kelley. PRESIDING: Mayor Pro-tem Compton. + + + 1. The minutes of the regular meeting of October 3, 1966 were amended to read: Item No. 2: A motion was made by Commissioner Compton, seconded by Commissioner Stabs and carried that Resolution No. 66-58 be approved on first and final reading: CAPTION: A RESOLUTION FINDING AND DECLARING THAT THERE EXISTS A IJEED FOR THE HOUSING AUTHORITY OF THE CITY OF LA PORTS, TEXAS TO FUP!CTION. /tem No. 95: Knox W. Askins X664.28 + + + 2. Mr. Charles R. Holcomb, Architect, expressed an interest in the proposed housing project and ask permission to appear before the Housing Board when they are appointed. + + + 3. A motion was made by Commissioner Boyle and seconded by Commissioner Stabs, that John G. Holland Construction Compar;y, Estimate No. 4, ,93,561.65, be approved for payment. Motion carried. + + + 4. The City Engineer presented letters from the Holland Construction Company requesting a total of 29 days extension of their construction time. (See Exhibits Nos. 1 & 2). He stated that after checking the work records, he could recommend that only 11 days be allowed. Commissioner Shepherd made a motion, seconded by Commissioner Boyle that the Commission allow an 91 day extension, as recommended by the City Engineer. Motion carried. + + + `. r • • 5. A motion was made by Cornmisstoner Boyle, and seconded by Commissioner Shepherd, that Clayton Hall be employed as Janitor for the City Hall, Civic Center, and Library, at the rate of $9.69 per hour. Motion carried. + + + 6. Commissioner Shepherd made a motion, seconded by Commissioner Boyle, that the City Engineer be authorized to advertise for bids on two dump trucks, bids to be received at 7:G0 P. M., November 7, 9966. Motion carried. + + + 7. A motion was made by Commissioner Boyle, and seconded by Commissioner Shepherd, that the City Engineer secure competitive bids on re-installing fence around water tank ~3, repairing fence around water tank ,#/9, repairing, relocating and installing new fence at well {~4. Motion carried. t + + 8. The City Engineer stated that the City needs a policy on the installation of Fire Sprinkler Systems, 2" and larger. He recommended that the installation be made at cost, no water meter required, and no monthly charge made, provided that a back flow valve is instailed. Commissioner Boyle made a motion, seconded by Commissioner Stabs, and carried, that the policy, as recommended by the Engineer, be adopted. + + + 9. A motion was made by Commissioner Boyle, seconded by Commissioner Shepherd and carried that the following invoices to C. & C. Construction Company be approved for payment: Sewer Line at Library ~ 390.00 Sewer Line at Civic Center 9,277.50 Sewer Lines to Biock 66 and 43 839.35 + + + 90. Commissioner Shepherd made a motion, seconded by Commissioner Stabs and carried that the following purchases be approved: Certified Laboratories - Sewer Cleaner .902.00 Shu1t.~ Tire Company - Tire and Tube 979.07 Peden lron - Pipe Fittings 999.82 + + + • I • 11. Commissioner Stabs made a motion, seconded by Commissioner Boyle, that the Commission ratify the employment of Patrolman James La Fitte, at a salary of ,475.00 per month. Motion carried. + + + 12. Commissioner Stabs stated that bids on two new patrol cars have been received and that only one dealer bid spec iftcations. A motion was made by Commissioner Stabs, and seconded by Commissioner Shepherd, that two new fords be purchased from Joe Camp Motors, $5,599.58 less trade-ins X1,400.00, balance .4,199.58, with no more than 90 day delivery. Motion carried. + + + 13. Commissioner Stabs made a motion, seconded by Commissioner Shepherd and carried, that Ordinance No. 755 be passed on first and final reading. CAPTION: AN ORDINANCE PROVIDING FOR THE APPROVAL OF THE AGREEMENT DATED OCTOBER 17, 1966 BETWEEN THE STATE OF TEXAS AND THE CITY OF LA PORTS, FOR THE INSTALLATION, CONSTRUCTION, EXISTENCE, USE, OPERATION AND MAINTENANCE OF HIGHWAY SIGNAL PROJECT AT THE LOCAT/ON SHOWN ON EXHIBIT 1, ATTACHED •~ HERETO AND MADE A PART HEREOF, 1N THE CITY OF LA FORTE; PROVIDING FOR THE EXECUTION OF SAID AGREEM,EPJT; AND DECLARING AN EMERGENCY. + + + 14. A motion was made by Commissioner Shepherd and seconded by Commissioner Stabs, that the City Engineer be authorized to purchase approximately 210 tons, ~6v0.00, of crushed limestone.
