MEMBERS OF THE COMMISSION PRESENT: Mayor H. P. Pfeiffer, Commissioners W. A. Stabs, Lois J. Compton, Charles Boyle, and Russell Shepherd. MEMBERS OF THE COMMISSION ABSENT: None OTHER CITY OFFlC/ALS PRESENT: City Cierk Marilyn Kelley, City Attorney Knox W. Askins, and City Engineer H. Carlos Smith. PRESIDING: Mayor Pfeiffer. + + + ?. The minutes of the regular meeting of November 2?, ?966, were approved as written. + + + 2. Mr. Kenneth Baird presented a letter requesting that the fee charged him for weed cutting be waived, and that the weed ordinance be repealed. (See Exhibit No. ?). Action was tabled for study. + + + 3. A bid for painting the water tank behind the La Porte State Bank was received from La Porte Constructton Co., $625.00. (See Exhibif No. 2). After constderabZe discussion, Commissioner Stabs recommended thaf action be tabled. Commissioner Boyle made a motion, seconded by Commissioner Stabs that the City Engineer be authortzed to prepare and receive bids for painting one coat of paint on the tank. Motton carried. + + + 4. Mr. Vtrgil Cowan stated that the Democratic Party paid for a $6.00 Loud Speaker permit to encourage voters to vote in a recent election. He further stated That since it was a public service, he felt that the fee thould be refunded. Commissioner Stabs made a motion, seconded by Commissioner Compton That the fee be refunded, as the speaker was used for the purpose of encourging people to vote. Motion carried. + + + 1 • • • 5. A delegatton from North Side advised the Commission of the need for facilities in which to hold activities for the young people. Mayor Pfeiffer stated that he would attend the next school board meeting in an effort to get permission to use the De LVatt School for teen age activities. + + + 6. A motion was made by Commissioner Boyle, seconded by Commissioner Shepherd, and carried, that Ordinance No. 705-A be adopted on first and final readtng. CAPTION: AN ORDINANCE AMENDING ORDJNANCE N0. 705 ( AN ORDINANCE PROVIDING RULES AND REGULATION GOVERNING THE PLATTING OR RE-PLATTING OF LAND IN THE SUBDIVISIONS IN THE CITY OF LA FORTE AND WITHIN THE EXTRATERRITORIAL JURISDICTION OF THE CITY OF LA FORTE); AND PROVIDING THAT ANY PERSON VIOLATING THE TERMS OF THIS ORDINANCE SHALL BE DEEMED GUILTY OF A MISDEMEANOR AND UPON CONVICTION SHALL BE FINED IN ANY SUM NOT LESS THAN TEN DOLLARS (~?0.00) NOR MORE THAN TWO HUNDRED DOLLARS ($200,00) AND EACH DAY OF VIOLATION SI~'ALL BE DEEMED A SEPRARATE OFFENSE. + + + 7. The City Attorney recommended that a date be set for readvertising and receiving of street paving bids. Commissioner Shepherd made a motion, seconded by Commissioner Compton that bids for street paving be received at 7:00 P.M., January 9, ?967. Further that the City Engineer be requested to advertise with alternate bids. Commissioners Shepherd, Compton and Stabs voted "yes". Commissioner Boyle abstained. + + + 8. The City Attorney stated that he had received a letter from Strasburger, Pricey Kelton, Miller & Martin, suggesting that some determinntton be made at this time as to the contingent portion of the attorney' fee due them. Mayor Pfeiffer recommended that any further obligation be denied. Commissioner Stabs made a motion, seconded by Commissioner Shepherd and carried that the City CCerk advise Starsburger that any further obligation be denied. + f + 9. Commissioner Boyle made a motion, seconded by Commissioner Compton that the City Engineer be authorized to receive bids for an auxili4ry power unit for waterv~e.ll no. 4, at 7:00 P. M., January 9, ?967. Motion carried. + + + r • • 10. A motion was made by Commissioner Boyle, seconded by Commissioner Shepherd and carried that Layne of Texas be authorized to do the following work to waterwells: Well No. 1 - Plug well. Well No. 2 - Pull pump and motor and stack on site. Plug ,just above screen. vJeli No. 4 - Pick up well head and rotate in order to connect with other tank. + + + 11. CommissionerShepherd made a motion, seconded by Commissioner Boyle that the following accounts payable be approved for payment: N. N. A motion was made by Commissioner Boyle and seconded by Commissioner Shepherd that the purchase of three 3" gate valves from Mabry Foundry Company be approved. Motion canted. + + + 13. A motion was made by Commiss{over Stabs and seconded by Commissioner shepherd that Judge Counts be authorized to use the services of C. L. Pitman when needed, at a rate of X25.00 a session. Motion carried. + + + 14. Mr. C. L. Laird requested that the Boy Scout Troop 90 be allowed the use of the old Library building for their meetings, and presented a letter from the Masonic Lodge approving the continued use of their property as the location. Commissioner Stabs made a motion, seconded by Commissioner Shepherd Chet the Boy Scouts Troop 90 be allowed to use the building for thetr meetings, provided They will maintain the building. A motion was made by Commissioner Boyle, and seconded by Commissioner Compton thaf Lyman Cunningham be authorized to attend Water Short School, January 23rd thru 27th in College Stafion. Motton carried. f + + 16. The Mayor tailed a special meeting for 7:00 P. M., December 12, 1966, to discuss zoning. + + + 17. Commissioner Stabs made a motion, seconded by Commissioner Compton that the City Clerk be authorized to pay A. & M. Extension Service ' X250.00 for the Police School now in session. I alledge my property was not a health hazard as it has been maintained clean and drained. I further alledge a clean growth of clean `fexas foliage is not deterimental to health. 2. I alledge the City`s action against me was discrlminatory and unreasonable as it did not cut all of its own grass and did not take similar action against all other violators. I too want to see a more attractive city with lots landscaped and mowed, but on a voluntary basis. To back up my stand I have already contracted to create a lawn on property in question.
