Pfeiffer, Commissioners W. A. Stabs, Jr., Lois J. Compton, and Charles D. Boyle. MEMBERS OF THE CCMMISSION ABSENT: Commissioner Russell Shepherd. GTHER C1TY OFFICIALS PRESENT: City Attorney Knox W'. Askins, City Clerk Marilyn KeLZey, City Engineer H. Carlos Smith, and Street Superin- tendent Clifford Ellis. PRESIDING: Mayor Pfeiffer. + + + 1. The Commission discussed with the officials of Lomax, Morgan's Point, and Shoreacres, the ambulance problems facing us, and advised them of the steps our City has taken so far. Another special meeting was called for Wednesday, April 19, to further discuss the problem. + + + 2. Commissioner Stabs mane a motion, seconded by Commissioner Compton, that the payment of X6,853.75, less 1016, to Joe Camp Motors, /nc., be approved. Motion carried. (New Fire Truck) + + + 3. The City Engineer stated that he had purchased a Toro lawn mower, from La Porte Lawn and Garden Supply, instead of the Case mower. Cost #836.00. Ne requested that the purchase be ratified. Commissioner Compton made a motion, seconded by Commissioner Boyle, that the purchase of the Toro mower be ratified. Motion carried. + + + 4. Commissioner Boyle made a motion, seconded by Commissioner Stabs, that the extension of sew~_r lines to Block 47, Bayfront, be approved. Approx. cost X1,615.60. Motion carried. + + + 5. The Director of Publice Works requested authorization to purchase eight water fountains for the Little League Bali Parks. (Approx. Cost ~360.00~. Commissioner Boyle made a motion, seconded by Commissioner Compton, that the purchase of the water :fountains, and piping to the two new fields be authorized. TEXAS April 3, 1967 La Porte City Council ~a Porte, Texas Dear Councilmen, We notified you several weeks ago of our intentions to discontinue our ambulance service. At that time we told you we would give formal written notice. We appreciate your prompt response in your investigation of the problems of ambulance service. BTe have faced an ever expanding cost, manpower problem, and • collection problem. Therefore, we inform you that as of midnight, May 1, 196? we will relinquish our ambulance permits to the Texas State Health Department and surrender our ambulance liability insurance. We deeply regret having this situation forced upon us. Nevertheless, our primary concern is continued service to those in need. It is our sincere prayer that a prompt, effective solution will come about for all parties concerned. Any Time.... ...AMBULANCE ~SERVICE.......AnyWhere ~~ ~~~mbxri~ ~impsatt ~- ~~ t ~_.~ • April 3, 1967 The Honorable Mayor and City Commissioners The City of La Porte, La Porte, Texas Gentlemen and Mrs. Compton: On March 8, 1967, at the La Porte Community Church Executive Board meeting, I was instructed to exchange bills of sale to the Church's double garage building at the rear of the Church ~c~the old City Library building. In getting this exchange to- gether, I find the following: City Commission meeting, December 5, 1966, Paragraph 14 of the minutes: "fo9r. C. L. Laird requested that the Boy Scout Troop 90 be allowed the use of the old Library building for their meetings, and presen~d a letter from the Masonic Lodge approving the continued use of their property as the lo- cation. "Commissioner Stabs made a motion, seconded by Commissioner Shepherd, that the Boy Scouts Troop 90 be allowed to use the building for their meetings, provided they will maintain the building. Motion carried." Church Executive Board meeting, December 14, 1966, from the minutes: "Scouting: Sewer reported that Jim Counts and his Scouts had been very active. • He also reported that the City of La Forte offered to give the old Library Building to Scout Troop 90. They want our garage as trade-in and will move the garage. The old Library Building can remain on the present premier un- til the Masons sell the property. Cullen made motion we donate the garage to the City of La Porte for their moving it, ~n exchange for the old Library Building. Seyer seconded the motion and motion carried unanimously." Unsigned letter on Church stationery, dated December 19, 1966: "To the City of La Porte: In a regular session of the Executive Board of Community Church it was voted that in consideration of the use by Boy Scout Troop 90 of the "Old Library Building", the City of La Porte may take possession of the garage building now being used by Scout Troop 90. It xas understood by the Executive Board that the Citywill be responsible for re- moving this building after the Scout Troop has been able to move into the "library building" and before the proposed construction on the site takes place. It was noted in the minutes that the Executive Board on behalf of Community Church wish to express their appreciation for the generosity by the City of La Porte, for the donated use of the old "library building "." City Commission meeting, December 19, 1966, Paragraph 8 of the minutes: "The Commissioners received a letter from the Community Church offering the garage building now located on the Church property, to the City. The City Engineer was requested to get estimated costs of moving the building to the Sewer Treatment Plant." • Exhibit No. 2 • t r a • La Porte City Commission City Commission meeting, January 12, 1967, Paragraph 2 of the minutes: "The City Engineer reported that the estimated cost of moving the garage building from the Community Church and converting it into a Lab Building for the Sewer Department is $2,700.00. He further stated that there would be an immediate expenditure of approximately $850.00 for a slab, moving and plumbing. "Commissioner Compton made a motion, seconded by Commissioner Shepherd, that the City accept the building, and ag~rove the expenditure of approxima`ely $850.00 to move the building, pour the slab and plumb same. Motion carried." Church Executive Board meeting, Pdarch 8, 1967, from the minutes: "Boyle will have the bill of sale showing our ownership for the old library building ready for the next Board meeting." Fage 2 April 3, 1967 "Boyle made a motion that the Chairman and the Secretary he authorized to sign the Bill of Sale of the garage. Motion seconded and carried." It seems something is out of focus. Kraak granted to the City of La Porte an ease- ment as therein defined, upon and across the West Sixteen (16) Feet of Block 1158, ,Town of La Porte, Texas; and WHEREAS, ,the City Engineer and Director of Public Works of the City of La Porte has certified that the City of La Porte does not now, ,and will not in the future, .have any need for such easement; and • WHEREAS, ,the said John P. Kraak has requested the abandonment and quit claim to him by the City of La Porte, of said easement- NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LA PORTE, TEXAS,-THAT: Section 1. The Mayor of the City of La Porte be, .and he is hereby, authorized to sign, .and the City Clerk of the City of La Porte is hereby authorized to attest the signing of, a Quit Claim Deed to the said John P. Kraak, of the hereinafter described property, a copy of which said Quit Claim Deed is attached to this Resolution; and the City Clerk of the City of La Porte is further authorized to record such Quit Claim Deed in the Deed Records of Harris County, Texas. • Section 2. Said Quit Claim Deed shall quit claim all interest, if any, of the City of La Porte, in and to the following described property, to-wit: The West Sixteen (16) Feet of Block Elaven Hundred Fifty-eight (1158), ,TOWN OF LA PORTE, Harris County, Texas.
