P. Pfeiffer, Commissioners Charles D. Boyle, Lois J. Compton, W. A. Stabs, and Bobby J. Burgin . MEMBERS OF THE COMtiI/SS/ON ABSENT: None OTHER CITY OFFICIALS PRESENT: City Attorency Knox W. Askins, City Engineer H. Carlos Smith, and City Clerk Marilyn Kelley. MEMBERS OF THE PLANNING AND ZONING COMMISSION PRESEPJT: Waiter Roberson, and Jack Smith. PRESIDING: Mayor Pfeiffer. t + + The City Commission and the Planning and Zoning Commission met in a joint session for a Public Hearing on the proposed new Zoning Ordinance. Mayor Pfeiffer stated that the combined Commissions have been studying the proposed Ordinance for several years and have arrived at what they feel is best for both the protection and development of La Porte. The following persons requested that their property be re-classified: ~. Frank R. Bo}ale, Jr. - representing the owners of Block 697, Town of La Porte- From R9 to Commercial. 2. Luther Casteel, Block 494, Town of La Porte - That the entire block be one classification instead of two. 3. Oliver Pennington, representing Chemtron Chemtcal Company, requesting that the Richard Pearsall tract, adjoining the Chemtron plant be Industrial instead of R9. 4. Carrington Weems requesting that some of his property be classified as Commercial and that some be unclassified. (See Letter - Exhibit No. 9). 5. H. Carlos Smith objecting to duplexes being allowed in R9 Classification. 6. Bryant, Rodriquez and Gonzales, requesting that the area around South 94th, 95th and 96th Streets be R9 instead of R2. i ~ ~ 7. Lloyd Aaron requested that the minimum footages be increased. 8. Mr. J. A. Morris requested that the Richard Pearsall tract be left as was proposed. The following letters were read and made a partof the record: 7. Friendswood Development Company - Exhibit No. 2. 2. David Robinson - Exhibit No. 3. 3. Williams Brothers Constriction Company - Exhibit No. 4. 4. Decker Mc Kim Realtors - Exhibit No. 5. 5. Six Micks Corporation - Exhibit No. 6. • Lela Gordon expressed hope that the Commission would not consider reclassifing the Mickley property. Decker Mc Kim further requested that Block 432, Town of La Porte be classified R9 instead of Commercial. Mayor Pfeiffer stated that the Zoning Commission and the City Commission would study each request and a final decision would be made. Chairman Re: Wharton Weems Estate lands lying in the City of LaPorte, Texas. Gentlemen: We are in receipt of your letter dated January 5, 1.968, relative to the adoption by the LaPorte City Commission of the New Zoning Ordinance as recommended by the City of LaPorte Planning and Zoning Commis-~ lion. • We would appreciate Blocks appearing on the attached map, colored in red, lying north of "M" Street be zoned as commercial,. Please note that the land lying east of these Blocks is to be zoned commercial and the property lying west is to be zoned industrial. We further request that the land Iying south of "M" Street, east of 16th Street, west of Little Cedar Bayou and north of "O" Street, shown on said map as colored in yellow, be left temporarily ~n:~o"~ed. This land is in acreage and we are the only owners affected, It adjoins some 600 acres also owned by the Weems Estate that we are trying to sell and we do not know what use abuyer-developer might plan for this area. Light lndustrial or Commercial development in this area would provide jobs and additional Tax Revenue and should therefore be left open for the time being. As you are aware, our original plan of development called for both industrial and residential areas on these properties. Because of the rapid growth of the BAYPORT project, it is requested that all of this area be zoned as industrial. The attached plat indicates the Friendswood Development Company properties which we are requesting be re-zoned as industrial. Your cooperation in this and other matters is greatly appreciated.
