Pfeiffer, Commissioners H. Go Cro oot, Lois J. Compton, Charles D. Boyle and Bobby Burgin. MEMBERS OF THE COMI~S;SION ABSENT: None. OTHER CITY OFFICIALS PRESENT: Assistant City Clerk Mrs. Ruth Huddleston~ y gineer ar os , City Attornay Knc~ W. Askins and Chief of Police H. F. Freeman. PRESIDING: Mayor Pfeiffer. 1. The minutes of the regular meeting of June 1?s 1968, and a special meeting of June 2l~, 1968, were approved as written. 2. Robert Daniel appeared before the Commission in connection with the problem of stray dogs in his neighborhood of 1~O1 N. 7th Street. Ha stated that dogs lay on his porch at night, sometimes making it impossible for him to get in his door when he wanes in from work. He was asked to find someone, if possible, who would be willing to take the job of dog catcher, and then to get in touch with Commissioner Crofoot. 3. A motion was made by Commissioner Crofoot, and seconded by Commissioner Compton to re-zone Lots 1 thru 29, 39 & lt0, Block 20~., La Porte, .from R2 Residential to C Commercial, sub- ject to re-classification showing property to be used fo¢~ both rest home and nursing home. Motion ca..rried. !t. Mr. Buck Thomas appeared before the Commission and questioned whether specifications on new paving were the same as specifi- cations for paving done some time before. Carlos Smith stated there was no difference, as he drew up specifications on both. Mr. Thomas also wanted tc know whep the City was going to finish up work on "H" street, as his tenants are still unable to get into their garagas from that street. He also spoke about flooding on "H" street, stating there was shout 3 feet of water there during the heavy rains of J_ast week. Carlos was instructed to finish up paving and cleaning up on "H" Street. 5. Two resid ents of the Sylvan Beach area were present in conn- ection with flooding of la~~ans along new paved streets in the Sylvan Beach additions mostly Forest, Sylvan and the East side of Bayshore drive. They stated that in their opinion the cul- vert pipe was too small to carry off the water, and that it backs up into their yaxds. Carlos was instructed to have recommendations ready for the Commission on this problem, as taell as Mr. Thomas's problem, for the next meeting for the City's part, and Mayer Pfeiffer stated he would ge~ in touch C7 with the flood control people concerning their part in this problem. ~. Water line to the airport was discussed. Commissioner Boyle Will get together with Spud Miller to see what can be worked out con- cerning alarger line to serve other poss%ble users in the future. 7. Refunding of permit fees was discussed. It was brought out by the Mayor that the City does not have a policy for refunding permit fees. The M~yar~ felt that the time limit should be 90 days from the date of the permit, and that this would taka an amendment to the or dinance. By unanimous agreement, City Attorney Knox Ask: wa.s instructed to have this amendment ready ~'or the ne:~ct meeting. 8. Commissioner Crofoot made a motion, seconded by Commissioner Burgin, that Ordinance No. ?93 be I~assPd on first sr~d final reading. Motion Carried. COmmzsss•oner Burgin made a motion, seconded by Commissioner Boyle to pay Gulf Bitulithic Company Estims.to # 5, in the amount of $~6~.,61l~..91. Motion carried. 10. Mayor Pfeiffer read a request from the Houston Pipe Line Compares for opening of "L" street. Commissioner Bur gin made a motion, seconded by Commissioner Boyle, that the City bear the expense of cleari ng the right-of-way for. "L" street, and installing cul- TTerts on North. Broadway, and the Houston Pipe Line Company bear- ing the expense of ark, further work they so wish. Motion carried. 11. Ire tax antieip~ation note covered by Resolution # 68-67 was read by C'~:i~y Attorney Knox Aski.ns. Commissioner Boyle made a motion, seconded by Commissioner Crofoot that Resolution # 68-6? be passed on first and final reading. Motion carried. CAPTION: RESOLUTION AUTHORIZING THE CITY OF LA PORTS TO BORROW THE SUM OF THIRTY-ONE THOUSAND, FIVE HUNDRED SIXTY-FIVE DOLLARS AND T"vJ0 CHITS 031,565.02), to be EVIDENCED BY TAX AN TICIPATION NOTE, PAYABLE OUT OF CURRENT TAXES COLLECTED DURING THE FISCAL YEAR BEGINNING JUIY 1, 1968 AND ENDING JUNE 30, 1969, A?~3D FURTHER SECURED BY ONE CERTAIN FIRE TRUCK AND CATERPILLAR under provisions OF SECURITY ACrl~F~~L~:l~'T EXECiJTED IPd FAVOR OF LA PORTS STATE B.9NK. 12. Tim N'ayor Stated that the State Zn]elfare office want to expand their facilities to provide far 4 or 5 persons. He stated they do not want to pay for any facilities other than telephone, and they want the City to provide space for them. All local available spaces will be listed b~~ the Assistant City Clerk and a letter will. be sent to each one, requesting bids on rent and. utilities, such bids to be in the hand of the City Clerk by ~t:00 P~M~ on July 10, 1968. 13. Commissiener Boyle made a motion, seconded by Corurdssioner Burgin, and carried, that the following accounts payable be aprroved: Barnes Products Co. Humble Oil & Refining Co. W. S, Dickey Clay Nffg. Commissioner Crofoat made a motion, seconded by Commissioner Compton, to bra.ng Herman C1ark~s pay up to the level of a full-paid fireman, effective immediately. Motion carried. 15. Comrr~issioner Compton made a motion, seconded by Commissioner Grofoot~ instructing the City Clerk to write a. letter to N,rs. Patricia. Martin, advising her that July 11th, 1968, at 5:00 P.M., has been set as the deadline for payment of her bid amount for the pur chase of Zot 6, Block 33, La Pcrte, or let wi7..1. be again put up far bids, and re- advertised~ letter to be sent registered, with return receipt requested.
