Pfeiffer, Commissioners Charles D. Boyle, Bobby J. Burgin, and Lois J. Compton. MEMBERS OF THE CQMMISSION ABSENT: Commissioner H. Gould Crofoot. OTHER CITY OFFICIALS PRESENT: City Attorney Knox W. Askins, City Engineer H. Carlos Smith, Chief of Police H. F. Freeman, and City Clerk Marilyn Kelley. PRESlD1NG: Mayor Pfeiffer. + + + s 1. The minutes of the regular meeting of July 95, 9968, and the special meeting of July 97, 9968 were approved as written. + + + 2. Mr. Bill Lewis requested that fhe Ladies Baseball teams be granted use of two baseball fields, two nights a week this Fali. Action was tabled for study. + + + 3. Mr. Cliff Campbell presented the Houston Natural Gas Company proposed rate increase. The City Attorney recommended that the Commission set a date for a Public Hearing. The City Clerk was requested to determine when ail the Commission could be present, and set a date for a Gas Rate hearing. t + + 4. The Commission received recorrmendations from the Planning and Zoning Commission, that public hearings be held to consider the re-zoning of Block 615, and Lots 17 thru 32, Block 696, Town of La Porte. (See exhibits No. 1 & 2). A motion was made by Commissioner Burgin, seconded by Conrnissioner Compton, and carried, feat a hearing be held at 7:00 P.h9., August 26, 1968. in the City Hail. + + + L~ 5. Commissioner Soy le made a motion, seconded by Commissioner Compton, that office space for the Texas Department of Welfare be rented as of August 20, 1968, from the low bidder, Frank Baker, location 312 West Main, X92.50 per month, with the City furnishing the water and garbage services. Motion carried. + + + 6. A motion was made by Commissioner Boyte, seconded by Commissioner Compton, and carried, that Ordinance No. 794 be passed on first and final reading. CAPTION: AN ORDINANCE ORDERING A SPEC/AL ELECTION TO BE HELD IN THE CITY OF LA FORTE, TEXAS, ON THE QUESTION OF THE ADOPTION OF A ONE PER CENT (1%) LOCAL SALES AND USE TAX WITHIN THE CITY; DESIGNATING THE DAY OF THE ELECTION AND THE POLLING PLACE; APPOINTING ELECTION OFFICIALS THE~~EFOR; PROVIDING THAT ALL DULY QUALIFIED RESIDENT ELECTORS SHALL BE QUALIFIED TO VOTE; PRESCRIBING FORM OF BALLOT; PROVIDING FOR NOTICE OF ELECTION; CONTAINING OTHER PROVISIONS RELATING TO SAID ELECTION; AND PROVIDING AN EFFECTIVE DATE HEREOF. + + + 7. Commissioner Boyle made a motion, seconded by Commissioner Compton, that the regular meeting of September 2, 1968 be held on September 8, 1968, and the regular meeting of September 16, 1968 be held on September 23, 1968. Motion carried. + + + 8. Commissioner Burgin presented a letter from Mrs. Norme J. Hootman, requesting that street lights be placed at the corner of Jefferson and Bayshore and the corner of Jefferson and Park. (See Exhibit No. 3). A motion was made by Commissioner Burgin, seconded by Commissioner Boyle, and carried, that the two lights be authorized. Motion carried. + + + 9. Commissioner Compton made a motion, seconded by Commissioner Burgin, that the authorization of Mayor Pfeiffer and Commissioner Boyle, fo construct the Carroll Street sewer line, be ratified. Motion carried. + + + 10. The City Clerk stated that Mrs. Maudfe Hammon, has requested that she be allowed to replace her mobil home, placed at 117 North Brownell by special permit. Commissioner Burgin made a motion, seconded by Commissioner Boyle, that the City not grant any more trailers in the Ctty, and that the request to replace the existing trailer be denied. Motion carried. + + t • 11. The Tax Assessor was requested to place all mobil homes, which are Zocated on residential lots, on the 1968 tax rolls. + + + 12. A letter from St. Mary s Catholic Church, requestingthe re-locatton of water lines, as per City agreement, was recetved. (See Exhibtt No. 4) . A motion was made by Commissioner Boyle, and seconded by Commissioner Burgin, that the Director of Public ~/orks be authorized to re-locate said lines. Motion carried. + + + 13. Commissioner Burgin made a motion, seconded by Commissioner Compton, and carried, that the following accounts payable be approved: Stephens-Baker Insurance X119.00 M & H Valve & Fittings Co. 117.99 Pump and Power Engin Corr;pany 111.81 Kemp and Tony 357.47 Mabry Foundry & Supply Company 101.54 Mabry Foundry and Supply Company 103.12 La Porte Construction Company 400. A motion was made by Commissioner Burgin, seconded by Commissioner Boyle and carried, that the following purchases be approved: Contractors Material Company (70 Tons Stone) $273.90 Contractors Material Company (210 Tons Stone) 592.20 + + + 15. Commissioner Burgin made a motion, seconded by Commissioner Boyle, that the City Engineer be authorized to re-locate the storm sewer between First and Broadway, on "A" Street, with 18" ptpe. Motion carried. + + t 16. A motion was made by Commissioner Burgin, and seconded by Commissioner Boyle, tha the City trade Buck Thomas used 18" pipe for 15" pipe of equal footage. Motion carried. + + + 17. Commissioner Boyle made a motion, sec onded by Commissioner Burgin, that bids for the purchase of Oii and Gas products be recetved at 4:00 P.M., August 30, 1969, in the office of the City Clerk. Motion carried. + + + • i 98. The City Attorney advised the Commission that the "H" Street Lift Station is 3" on Block 1959, Town of La Porte. Ne was authorized to negotiate a purchase of enough footage for the location of the Lift Station, plus a small working area. + + + THERE BE1NG NO FURTHER BUSINESS AT HAND, THE MEETING WAS ADJOURNED. As approved by the La Porte City Council on June 17, 1968, it is the understanding of St. Mary's Church that the city plans to relocate the fire hydrant located on Grandview Avenue, to the intersection of Circle Drive and Clive Avenue (part of which is closed).Further, it is understood that the city plans to abandon the water line serving the above fire hydrant and nzrlrLi.ng from Park Avenue to Grandview Avenue. St. Mary's Church building program will be prepared to start construction o~n September 1, 1968. In this regard, we hereby request the City of La Porte to abandon said water line as agreed.
