• • MINUTES - REGULAR MEETING OF THE LA PORTS CITY COMM/SS/ON, LA P04TE, TEXAS September 9, 9968 7:00 P. M. MEMBERS OF THE COMM/SS/ON PRESENT: Mayor Pro-Tem Bobby J. Burgin, Commissioners H. Gould Crofoot, Charles D. Boyle, and Lois J. Compton. MEMBERS CF THE COMMISS/ON ABSENT: Mayor H. P. Pfeiffer. OTHER CITY OFFICIALS PRESENT: City Clerk Marilyn KelCey, City Attorney Knox W. Askins, Chief of Police H. F. Freeman, and City Engineer N. Carlos Smith. PRESIDING: Mayor Pro-Tem Burgin. + + + 9. The minutes of the regular meeting held on August 99, 9968 were amended as follows: Item No. 90 to read: "Commissioner Burgin made a motion, seconded by Commissioner Compton, that the City Engineer be authorized to advertise for bids on asphalt topping of the curb and gutter streets." The minutes of the special meeting held on August 22, 9968, and August 26, 9968, were approved as presented. + + + 2. United Gas Distribution Company requested that they be aClowed a new rate schedule. (See Exhibit No. 9). Commissioner Boyle made a motion, seconded by Commissioner Crofoot, that the City Attorney be authorized to prepare a Rate Ordtnance for the Untied Gas Distribution Company. Motion carried. + + + 3. A motion was made by Commissioner Crofoot, seconded by Commissioner Compton and carried, that the City Attorney be authorized to prepare an ordtnance appointing the following persons to the Board of Adj ustment: E. A. Thomas Mrs. Katherine Crate Jack Thompson Lloyd Aaron R. M. Chapman + t + ~ ~ 4. Commissioner Compton made a motion, seconded by Commissioner Boyle, that the regular meeting date of October 21, 1968 be changed to October 28, 1968, to allow the Commission to attend the Waterworks meeting. Motion carried. + + + 5. A motion was made by Commissioner Crofoot and seconded by Commissioner Compton, that bids for the addition to the Jail building be received at 10:00 A.M.. October 4, 1968, to the office of the City Clerk. Motion carried. + + + 6. Commissioner Crofoot made a motion, s?conded by Commissioner Boyle and carried, that the Resolution No. 68-59 be passed on first and final reading: CAPTION: RESOLUTION AND ORDER CANVASSING RETURNS AND DECLAF:'lNG RESULTS OF SPECIAL ELECTION HELD IN THE CITY OF LA FORTE, TEXAS, ON SEPTEMBER 7, 1968, ON THE QUESTION OF ADOPTION OF A ONE PER CENT (1%) LOCAL SALES AND USE TAX WITHIN SAID CITY OF LA PORTS. + + + 7. A motion was made by Commissioner Crofoot and seconded be Commissioner Compton, that the Commission receive the tabulation of .the Sack System survey, and facts relating to the system, at the next regular meeting to be held on September 23, 1968. Motion carried. + + + 8. Commissioner Compton made a motion, seconded l:y Commissioner Crofoot and carried, that a public hearing be held at 7:00 P. M., October 7, 1968, to consider the re-zoning of Bay Meadows Sub- division from Class R1 Residential to Class Commercial. Motion carried. + + + 9. A motion was made by Commissioner Crofoot, seconded by Commissioner Compton, that the proposed Trailer Park Ordinance be discussed at the Regular meeting to be held on October 7, ?968. Motion carried. + + + 10. Commissioner Boyle made a motion, seconded by Commissioner Crofoot, that the installation of an 8" water line from 13th Street to 16th Street on Crest Lane, be approved. Approximate cost X5,000.00. Motion carried. + + + • • 99. A motion was made by Commissioner Boyle, seconded by Commissioner Crofoot, that the City Engineer be authorized to purchase the material for the Crest lane wafer Zine, and to extend W. C. Du Bose contract to tnstail said line. Motion carried. + + + 92. Commisstoner Boyle made a motion, seconded by Commissioner Compton, that the City Engineer be authorized to make a study and prepare cost of the Water and Sewer needs, both now and in the future. Motion carried. + t t 93. A motion was made by Commissioner Boyle, seconded by Commissioner Crofoot and carried, that the contract for Gas and Oil Products be awarded to the low bidder, Sinciatr Refining Company, effective September 90, 9968. Motion carried. (See Exhibif No. 2). + + + 94. Commissioner Crofoot made a motion, seconded by Commissioner Compton and carried, that the foiiowing accounts payable be approved: Commercial Sweeping Service ,990.67 HaIZ Sign and Post, lnc. 925.53 Hugh Landrum 2,000.00 W. L. Brown 937.76 Pruitt Browning 604.80 + + + 95. A motion was made by Commissioner Crofoot, and seconded by Commissioner Boyle, that the Commission ratify the hiring of E. J. Gilliam as Dog Catcher, ,375.00 per month. Mottos carr ied. + + + 96. Corrrnissioner Crofoot made a motion, seconded by Commissioner Boyle, t-.at the Boy Schuts be permitted to use the meeting room in the oid Fire Building for their meetings. Motion carried. + + + 97. A motion was made by Commissioner Crofoot, seconded by Commisstoner Compton, that bids be received for the purchase of one 9969. ~/r Ton Pick-Up be received at 90:00 A.M., October 4, 99,58, in the office of the City Clerk. Motion carried. ~~ + + + r 9S. Commissioner Boyle made a motion, seconded by Commissioner Compton, that the City host Unit 99 Water and Sewer Schools. Motion carried. + + + 99. A motion was made by Commissioner Compton, and seconded by Commissioner Crofoot, that the installation of storm sewer from the Bayou to Garfield, be ratified. Motion carried. + + + 20. The City Engineer recommended that the City release one-half of the W. C. Du Bose retainer, approximatley X859.38. Commissioner Boyle made a motion, seconded by Commissioner Crofoot, that release of same be authorized. Motion carried. + + + 29. Commissioner Boyle made a motion, seconded by Commissioner Compton, that 250 of sewer line in Block 930, Town of La Porte be replaced. Approximate cost X889.00. Natural gas supplied hereunder is for the individual .use of the customer at one point of delivery and shall not be resold or shared with others NET MONTI-II,Y RATE 1. For the billing months of May through October: $2.00 per month, which includes the use of 400 cubic feet 11.0 per 100 cubic feet for the next 2,600 cubic feet 10.0 per 100 cubic feet for the next 3,000 cubic feet 3.5¢ per 100 cubic feet for all additional gas used. Minimum Bill: $2.00 2. For the billing months of November through April: $2.00 per month, which includes the use of 400 cubic feet 11.0 per 100 cubic feet for the next 2,600 cubic feet 10.0 per 100 cubic feet for the next 3,000 cubic feet 8.0~ per 100 cubic feet for the next 10,000 cubic feet 4.5~ per 100 cubic feet for all additional gas used, Minimum Bill: $2.00 PAYMENT Each monthly residential bi_1] shall be increased by the lesser of l,a) 10% of the net monthly bill or (bj $3.00, to arrive at the gross month~y b~l .
