MINUTES - SPECIAL MEETING
OF THE
LA PORTS CITY COMMISSION, LA PORTS, TEXAS
October 9, 1968

MEMBERS OF THE COMM/SS/ON PRESENT: Mayor H. P. Pfeiffer, Commissioners
H. Gould Crofoot, Lois J. Compton, Charles D. Boyle and Bobby
J. Burgin.
MEMBERS OF THE COMM/SS/ON ABSENT: None

1. Commissioner Burgin made a motion, seconded by Commissioner
Boyle, that Guif Bitulithic Company Final Estimate No. 9,
.101,177.90, be approved for payment. Motion carried.

2. A motion was made by Commissioner Burgin, seconded by Commissioner
Boyle and carried, that the Engineer's Certificate of Completion
for the Street Paving and Storm Drainage Project, be accepted,
and that the Mayor and City Clerk be authori2ed to sign the
Owner's Certificate of Acceptance.

3. Commissioner Boyle made a motion, seconded by Commissioner
Crofoot and carried, that Ordinance No. 804 be approved on first
and final reading.

IN THE CITY OF LA PORTS, TEXAS, WITHIN THE LIMITS HEREIN-
BELOS DEFINED, UNDER A CERTAIN CONTRACT THEREFOR HERETOFORE
ENTERED INTO; FINDING AND DETERMINING THAT SUCH WORK AND
IMPROVEMENTS NAVE BEEN COMPLETED IN ACCORDANCE WITH SUCH
CONTRACT AND THAT THE CITY ENGINEER AND DIRECTOR, DEPART-
MENT OF PUBLIC WORKS, HAS SO FOUND AND HAS SO CERTIFIED TO
THE CITY COMM/SS/ON, AND MAKING OTHER FINDINGS RELATED
THERETO; AUTHORIZING AND DIRECTING THE PAYMENT OF THE FINAL
ESTIMATE ANC) THE ISSUANCE AND DELIVERY OF CERTAIN SPECIAL
ASSESSMENT CE4TlFlCATES IN CONNECTION THEREWITH; AND PRO-
VIDING FOR THE EFFECTIVE DATE OF THIS ORDINANCE.

4. Commissioner Burgin made a motion, seconded by Commissioner
Boyle, that payment of ,4,607.90 to Gulf Bituiithic Company
for "E" Street between the Library and Civic Center, be approved,
and that the City Clerk be authorized to transfer funds from
the Contigency Fund to cover any overage. Motion carried.

5. A motion was made by Commissioner Compton, seconded by Commissioner
Crofoot, that the Commission accept the Engineer's Certificate
of Acceptance on the Parking Area, Concrete Driveway, Curb and
Gutter, and Sidewalks at the Library and Civic Center, and
authorize the Mayor and City Clerk to sign the Certificate of
Acceptance. Futher, that the Final Retainer payment of X9,982.79
be approved, subject to completion of the asphalt work. Motion
carried.

6. Commissioner Boyle made a motion, seconded by Commissioner Burgin,
that Resolution No. 68-72 be passed on ,first and final reading.

RESOLUTION AUTHORIZING THE CITY OF LA FORTE TO BORROW THE SUM OF
THIRTY-TWO THOUSAND FIVE l;UNDRED AND NO/+)) DOLLARS (,32,500.00)
FROM THE BAYSHORE NATIONAL BANK, TO 8E EVIDENCED BY TAX ANTICIPATION
;~ NOTE, PAYABLE OUT OF CURRENT TAXES COLLECTED DURING THE FISCAL
YEAR BEGINNING JULY 9, 9968 AND ENDING JUNE 30, 9969.

7. A motion was made by Commissioner Crofoot, seconded by
Commissioner Compton, that the date for opening the Jail
Extension Bids be extended until 4:00 P.M., October 98, 9965.
Motion carried.

8. Commissioner Compton made a motion, seconded by Commissioner
Crofoot, that the Levee Dirt Work bids be extended until
4:00 P.M., October 25, 9968. Motion carried.

9. A motion was made by Commissioner Compton, seconded by Commissioner
Crofoot, that the City of La Porte extend the Sack Refuse System
of collectton to the residents on a voluntary basis with the
following provisions:
(9) The City will furntsh the holders, but will require
that a X62.50 deposit be made for each.
(2) The stands will be sold on an optional basis, for
the City's cost of $3.50 each.
(3) Bags will be sold for $.92 each, and may be purchased
at the City Hall.
Motion carried.

90. Commissioner Burgin made a motion, seconded by Commissioner
Compton, that the City Engineer be authorized to hire
E. P. Brantley to lay 400 sq. yards of 9" asphalt at an approximate
cost of X1.08 a sq. yard, on the intersections of the newly paved
streets. Motion carried.
