MINUTES - REGULAR MEETING

MEMBERS OF THE COMMIS: ION PRESENT: Mayor H. P. Pfeiffer,
Commissioners H. Gould Crofoot, Lois J. Compton,
and Charles D. Boyle.
MEMBERS OF THE COMM/SS/ON ABSENT: Commissioner Bobby J.
Burgin.
OTHER CITY OFFICIALS PRESENT: City Clerk Marilyn Keltey~
Superintendent of Streets Clifford Ellis, Chief
of Police H. F. Freeman, Superintendent of Water
Lyman Cunningham.

7. The minutes of the regular meeting held on October 28,
7968 were approved as written.

2. Ex-City Engineer H. Carlos reported on the status of
various projects.
(7) Airport Lighting - The State application for
funds needs to be completed and returned.
(2) Levee Bids - Only one bid submitted.
(3) Jail Addition Bids - Only one bid received.
(4) Garbage Truck Bids - To be received.
(5) Air National Guard Area should be surveyed to
determine the area to be added to .their Lease.
(6) Section 2, College View Municipal Utility District
will have plans in for approval and construction
will need to be inspected.
(7) Drawings should be made for the installation of
the flow meter.
(8) Block book maps ar-e incomplete.
Mayor Pfeiffer recommended that the following g:ction
be taken:
(7) Authorize H. Carlos Smith to proceed with the
application for Airport funds.
(2) Re-advertise for Levee bids to be received at 4:00 P.M.
November 22, 7968.

(3) Re-advertise for bids on the addition to the
JaiC Building.
(4) Re-set the date to receive Garbage Truck bids,
until 4;00 P.M., November 98, 9968.
(5) Authorize Mr. Smith to proceed with the survey
work for the Texas Atr National Guard.
(6) Authorize Clifford Ellis to inspect the construction
of the Brookglen Sub-division.
(7) Authorize Mr. Smith to proceed with the drawings
for the installation of the flow meter.
(8) The City office will handle the completion of
the block book maps.
Commissioner Boyle recommended that action be fabled.
After considerable discussion, Commissioner Compton moved,
seconded by Commissioner Crofoat, that Mr. Smith be authorized
to ~:roceed with the Airport application, that the levee bids
be re-advertise d, to be received at 4:00 P.h~., November 22,
996E, and that the Garbage truck bids be received at 4:00 P.M.,
November 98, 9968. Motion carried.

3. The following tabulation of bids for the purchase of a 9969
Police car wes received;
Joe Camp, Inc. - Base Bid .3,034.33
Less Trade 350.00
Net Bid X2,684.33
Jay Marks Chevrolet - Base Bid X2,969.54
Less Trade 750.00
Net Bid .2,299.53
Commissioner Crofoot stated that the Trade-in car was wrecked
after the bids were advertised, and that Joe Camp bid the
trade as a wrecker' car and that Jay Marks Chevrolet bid it
as a repaired vehcile.
Commissioner Crofoot made a motion, seconded by Commissioner
Compton, that the Chief of Police, Commissioner Crofoot, and
others meet with each of the bidders and work out a solution.
Further, that if necessary, that the City Clerk be authorized
to re-advertise for bids. Motion carried.

4. A motion was made by Commissioner Crofoot, and seconded
by Commissioner Compton, that the City re-advertise for
bids for the addition to the Jail building, bids to
be received at 4;00 P.M., November 22, 1968. Motion
carried.

5. Commissioner Boyle made a motion, seconded by Commissioner
Crofoot, That H. E. Hunt be authorized to attend the
Advanced Methods for Water Pollution and Analysis School,
in Houston. Motion carried.

6. A motion was made by Commissioner Boyle, seconded by
Commissioner Compton, and carried, that the purchase
of the following area lighting fixtures for the Civic
Center be approved:

7. Commissioner Crofoot made a motion, seconded by Commissioner
Compton, that the employment of Jack Maxwell as a Police
Officer, ~6 575.00 per month, be ratified. Motion carried.

8. A motion was made by Commissioner Boyle, seconded by
Commissioner Compton and carried, that Knox Askins be
paid ~ 1,563.73 for his 15/ of Delinquent Ta~c Collections
July thru October, and that he be released from the Delinquent
Tax work as he requested. Motion carried.

9. Mayor Pfeiffer commended Mrs Ruth Huddleston for the
outstnading work she has done in the preparation of the
1968 Current Tax Roll.

10. H. Carlos Smith ask for a clearification of the policy
regarding vacation time to be paid at the time of termination.
Action was tabled for study.
