MINUTES - REGULAR MEETING
OF THE
LA PORTS CITY COMM/SS/ON, LA PORTS, TEXAS
February 97, 9969
7:00 P.M.
MEMBERS OF THE COMMISSION PRESENT: Mayor H. P. Pfeiffer, Commissioners
Lois J. Compton, Bobby J. Burgin, and Charles D. Boyle.
MEMBERS OF THE COMM/SS/ON ABSENT: Commissioner H. Gould Crofoot.
OTHER CITY OFFICIALS Pl?ESENT: City Administrator P. V. Werner, City
Attorney Knox W. Askins, City Clerk Marilyn Kelley, Chief
of Police H. F. Freeman, and Superintendent of Streets Clifford
Ellis.

9. The minutes of the regular meefing of February 3, 9969 were
approved as presented.

2. Commissioner Boyle made a motion, seconded by Commissioner
Burgin and carried, that Ordinance No. 705-C be approved on
first and final reading.
CAPTION:
AN O~ti'DINANCE AMENDING ORDINANACE NO. 705 (AN ORD/NANCE PROVIDING
RILES AND REGULATIONS GOVERNING THE PLATTING OR RE-PLATTING OF
LAND IN THE SUBDIVISIONS IN THE CITY OF LA PORTS AND WITHIN THE
EXTRATERRITORIAL JURISDICTION OF THECITY OF LA PORTS); AND
PROVIDING THAT ANY PERSON VIOLATING THE TERMS OF THIS ORGINANCE
SHALL BE DEEMED GUILTY OF A MISDEMEANOR AND UPON CONVICTION
SHALL BE FINED IN THE SUM NOT LESS THAN TEN DOLLARS (,90.00) NOR
MORE THAN TWO HUNDRED DOLLARS (,200.00) AND EACH DAY OF VIOLATION
SHALL BE DEEMED A SEPAr?ATE OFFENSE; AND PROVIDING AN EFFECTIVE
DATE HEREOF.

3. A motion was made by Commtssioner Compton, seconded by Commis=inner
Burgin and carried, that Ordinance No. 895 be passed on first and
final reading.

AN ORDINANCE APPOINTING RALPH E. ANDERSON TO POSITION ONE (1)
CITY OF LA PORTS ELECTRICAL BOARD, TO SERVE FOR A TERM EXPIRING
April 30, 9970.

4. Commissioner Compton made a motion, seconded by Commissioner
Boyle and carried that the following persons be appointed to
serve on the Library Board:
Roberf Stephens
Rev. J. B. L i nney
Mrs. Clyde Williams

5. Mr. Frank Boyle presented a letter from Billy Collins stating
that Mr. Collins has cut Mr. Boyles weeds. (See Exhibtt No. 1).
Commissioner Burgin made a motion, seconded by Commissioner
Compton, that Lots 91 thru 16, Block 911, Town of La Porte
be removed from the Weed Lien list, and that a letter of apology
be written to Mr. Boyle. Motion carried with Commissioners
Burgin, Compton and Mayor Pfeiffer voting ~~yes~~ and Commissioner
Boyle withholding his vote.

6. Mayor Pfeiffer recommended that a work session be scheduled
to consider administration of the Weed Ordina~ace.

7. The City Administrator was requested to study a Rat Control
Program.

8. Mrs. Merritt requested that the Commission consider enlarging
the North Side Receration Center buil'dtng so that it can house
a Day Care Center as well as the Recreational program.
The City Administrator was requested to look into the possibility
of Federal assistance.

9. Plans for Vtlla Del Monte Subdivision were presented along with
a request for the Ctty to furnish water and sewer to the area.
The City Attorney recommended that the developer be requested to
submit a written draff of the working proposal.

10. Commissioner Burgin made a motion, seconded by Commissioner
Compton, that Knox W. Askins be paid ,325.00 as per his statement.
Motion carried.

99. A motion was made by Commissioner Boyle, seconded by Commissioner
Burgin and carried, That the following purchases be approved:
Roberts Brothers (Painting Tower Airport)
Mike Smith (Duck Markers) ,$'250.00
St. Regis (80 bundles of sacks) 403.52
Mabry Foundry (4 Fire Hydrants) 820.00 (Hold)
Dresser (Check Valve) 990.00

92. Upon a motion by Commissioner Compton, seconded by Commissioner
Boyle, the City Administrator was authorized to have a pay phone
installed at the North Side Civic Center. Motion carried.
