MINUTES - REGULAR MEETING

Minutes of the regular meeting of August 18, 1969 and the special
meeting of August 25, 1969 were approved as presented.

Mr. Ed Barlow, consulting engineer, presented a report on the
repair work needed at the main lift station, 4th and L street.
Mr. Barlow also reported that the street paving program was
nearing completion.
The Commission asked Mr. Barlow to check on the sewer lines on the
northside. The City will furnish manpower and equipment to uncover
the tines.
Motion was made by Commissioner Boyle, seconded by Commissioner
Thomas that Mr. Barlow be authortzed to check out the digestor
at the sewer plant for any repair work needed on it. Motion carried.

The Commission requested more time to study the Ordinance on
licensing of air conditioning contractors.

Mr. Werner reported that street sweeping from Commercial Sweeping
Service cost ,8.00 per curbed mile, per sweeping. Arrangements
have been made with the Police Dept. and Mr. Robberson of
Commercial Sweeping to have someone from the sweeping service
check in at the police station on the night the streets are to be
swept, then someone from the City will check the next morning to
see if the streets have been swept.

Commissioner Burgin reported that he and Mr. Werner ha~- looked
into the request for a street light on the new service road
between "B" and "C" street.
Mayor Pfeiffer stated the State has no objection to the opentng
of the remaining portion of "C" street that is presently closed.
Commissioner Burgin stated the most logical place for a street
light would be at 11th and C street. He recommended action on
this request be tabled until the next meeting.

6. Motion was made by Commissioner Burgin, seconded by Commissioner
Boyle that the City allow up to ,5.00 for tying in drive-ways
whichare within 3 to 5 feet of city road construction. Motion
carried.

7. Mayor Pfeiffer. read a petition from residents on South 19th street.
(See Exhibt 1) Mr. Werner stated the containers have been moved to
accordance with the request.

8. Mr. Werner reported that Max Quitta and Herbert Carr, City employees
had requested the City to pay the medical bi11s not covered by
hospitalization insurance, which they incurred as a result of
injuries received on the job. Mr Quitta requested X164.02 and Mr.
Carr $187.77. Motion was made by Commissioner Crofoot that an audit
of these bills be made and application of funds be paid to the proper
vendor by the City. Commissioner Boyle seconded the motion. Motion
carried.

9. Mr. Askins stated Mr. Wolf's request to have the alley closed on
lots 22,23,24,25 and 26, block 34, Beach Park addition was in
order and the City Clerk be instructed to notify St. Mary's Church
and the utility company's of the request.

10. Mr. L. R. Smith, Assistant General Manager of the Southern Pacific
Railroad appeared before the Commission. Mr. Smith stated the
railroad proposes to build a 12 to 14 (rack switching yard which
would necessitate the closing of the following streets: North
,~ Adams, North Tyler, North Madison, North E and North R. This request
was given to City Attorney Knox Ask ins for ratification.
Several residents from the La Porte Terrace area were present.
Mr. Robert McDorman and Mr. V. M. Calhoun spoke in opposition to
fhe railroad's request.
Mayor Pfeiffer stated the Commission would not take any action at
this time, but would have something final at the next meefing.

11. Motion was made by Commissioner Crofoot, seconded by Commissioner
Boyle that Eugene Hovey be authorized to make an audit for a period
of 15 months, beginning Juiy 1, 1968 and ending September 30, 1969.
Motion carried.

12. Motion was made by Commissioner Crofoot, seconded by Commissioner
Boyle fo reject bids received on Police car and ambulance and to
resubmit a nonce of accepting bids on both vehicles. Motion carried.

13. Motion was made by Commissioner Boyle, seconded by Commissioner ~~
Thomas, that L. H. "Sonny" McK.•ey be authorized to repair the
bulkhead on Bayshore Or., northside of Happy Harbor, at a cost
of ,175.00. Motion carried.

14. Motion was made by Commissioner Thomas, seconded by Commissioner
Crofoot, That the City advertise for bids of contract to operate
the sanitary land fill. Motion carried.

15. Motion was made by Commissioner Crofoot, seconded by Commissioner
Thomas, that the Mayor and City Clerk be authorized to sign and
attest tax anticipation notes not to exceed ,$100,000.00, to be
sold to the two local banks and deposited to the General Fund.

16. Mr. Werner was authorized by the Commission to contact the N/atheson
Company and Chemetron Corp., in regards to their obtaining water
from the City.

17. Motion was made by Commissioner Boyle, seconded by Commissioner
Crofoot,that Mrs. /sadore Jenkins be appointed to the Library
Board to fill the unexpired term of Rev. J. B. Linney. Motion carried.

18. Motion wtzs made by Commissioner Thomas, seconded by Commissioner
Crofoot, that Mr. Werner be authorized to purchase playground
equipment for the Northside Civic Center when funds are available.
Motion carried.

19. Motion was made by Commissioner Burgin, seconded by Commissioner
Thomas that the Volunteer Fire Department's request for a street
light to be placed at 15th street and Crest Lane be approved.
Motion carried.

20. Carlos Smith submitfed final approval on the Airport project.
A bill for X405.00 which represented 15~ of the orginal amount
of ,2,700.00 was approved. (See minutes of meeting Jan. 27, 1969)
