MEMBERS OF THE CQMMISSION PRESENT: Commissioners E.A. Thomas,
Charles D. Boyle, Bobby J. Burgin and H.Gould Crofoot.
MEMBERS ~' THE CQMMISSION ABSENT: Mayor H.P. Pfeiffer.
OTHER CITY OFFICIALS PRESENT: P. V. Werner, City Administrator,
Virginia Cline, City Clerk, Robert Cline, Director of Public
Works and H. F. Freeman, Chief of Police.

9. Minutes of the regular meeting of November 17, 9969 and
the special meeting of November 24, 9969, were approved
~~ as presented.

2. Mr. N. B. Crawford and Mr. S. G. Scurlock appeared
before the Corr:mission in regards to the Cfty dis-
annexating property on North "H" Street, North of
the airport. Mr. Crawford stated they have been
in the City since 9964 and had not received any
services from the City.
The Commission asked Mr. Crawford and Mr. Scurlock
~ to attend the next regular Commission meeting of
December 15, 1969 for a decision on the dis-annexation
of the property.

3. Motion was made by Commissioner Thomas, seconded by
Commissioner Boyle that Ordinance No. 838 be adopted
as read. Motion carried.

HAS BEEN FILED ON ORDINANCE N0. 836; DECLINING TO REPEAL
SAID ORDINANCE; CALLING A REFERENDUM ELECTION FOR JANUARY
~ 90, 9970; PROVIDING FOR NOTICE THEREOF AND THE MANNER
OF HOLDING SUCH ELECTION; PROVIDING A SAV/NGS CLAUSE,
AND PROVIDING AN EFFECTIVE DATE HEREOF.

4. Discussion was held on water rates for multiple units.
Commissioner Boyle stated he would have a recommendation
at the next regular meeting.

5. Discussion was held on sewer, water and garbage charges
for a business and residence at one location. Action was
tabled pending further study of the situation by
Commissioner Boyle.

6. Ordinance No. 7598 was read and discussed. Action was
tabled for further study.

7. Mr. Werner stated a request had been made for the Ctty
to donate water for a building used by the 4-H Club.
Under the Ctty bond ordinance this is not permitted.
Commissioner Thomas stated he did not feel an exception
could be made for one, if not for all.
Commission agreed to deny the request.

8. The Commission discussed the problem of State, County
and Local agenctes that pay water bi1Ls after the
90th of the month, without paying a penalty.
Mr. Werner was asked by the Commission to check with
the other utility companies to see how they are
handling these accounts.
