MEMBERS OF THE CQMM/SS/ON PRESENT: Mayor H.P.Pfeiffer, Commissioners E.A. Thomas, Charles D. Boyle, Bobby J. Burgin, and H.Govld Crofoot. MEMBERS OF THE CQMM/SS/ON ABSENT: None. OTHER CITY OFFICIALS PRESENT: P.V. Werner, City Administrator, Virginia Ctine, City Clerk, Knox Ask ins, City Attorney. PRESIDING: Mayor Pfeiffer. + + + 1. Motion was made by Commissioner Boyle, seconded by Commissioner Thomas that Ordinance No. 847 be adopted as read. Motion carried by the following vote: AYES: Commissioners Thomas, Boyle, Burgin and Crofoot. NAYS: None. THERE BEING NO FURTHER BUSINESS AT HAND, THE MEETING WAS ADJOURNED. I ATT ST: H.P.PFEIFFE M VlR NlA CLINE, CITY CLErRK No. 847 sed. ~ z 3. Mayor Smith opened the public hearing on the proposed budget for the fiscal year 1970-71. It was ascertained that a notice of this hearing was published in the official news- paper of the City on August 27, 1970. Mayor Smith read a recap of the proposed budget. He stated the budget totaling $1,020,108.00 was the largest in La Porte's history. Mayor Smith asked if there were any questions and there being none, declared the hearing closed. + + + 4. Mr. and Mrs. Norman Neville addressed the Commission in regards to the water and sewer rates. ~ brief discussion was held, in which it was pointed out that the City must maintain a 1.5 to one ratio between income and expenditures in order to secure revenue bonds. The Commission stated they would make a comparison study between a flat sewer rate and the present percentage rate and present their findings at a later meeting. + + + 5. Commissioner Thomas stated that one contract was still to be let on the Northside Building addition and he would have the figures on the addition at the next meeting. + + + 6. Commissioner Thomas stated two bids had been received for the dismantling of lights on the football field on South Broadway. Pfeiffer- Grambrell Electric Company bid $620 and Bay- shore Electric Company bid $653. Motion by Commissioner Thomas, seconded by Commissioner Crofoot to accept the low bid from Pfeiffer-Grambrell Electric Company. Motion carried by the following tote: Ayes: Commissioners Thomas, Kibodeaux, Burgin and Crofoot. Nays: None. + + + 7. Mr. Harold Sabin addressed the Commission in regards to lighting at the Northside field for use during team practice sessions. Mayor Smith stated the City would investigate the expense involved in making the existing lights serviceable. + + + 8. Motion by Commissioner Burgin, seconded by Commissioner Crofoot to adopt Ordinance No. 864 as read. Motion carried by the following vote: Ayes: Commissioners Burgin, Crofoot and Mayor Smith. Nays: Commissioners Thomas and Kibodeaux. CAPTION: AN ORDINANCE DECLARING THE INTENTION OF THE CITY OF LA PORTS TO INSTITUTE PROCEEDINGS TO ANNEX CERTAIN TERRITORY; CALLING A PUBLIC HEARING AT WHICH ALL INTERESTED PARTIES SHALL HAVE AN OPPORTUNITY TO BE HEARD; PROVIDING FOR THE PUBLICATION OF THIS ORDINANCE; AND PROVIDING AN EFFECTIVE DATE HEREOF. + + + 9. Motion by Commissioner Thomas, seconded by Commissioner Kibodeaux to adopt a retirement policy for employees, setting 15 years of service and age 65 as standards with an employee permitted to work until the age of 70 upon the recommendation of his department head. Motion carried by the following vote: Ayes; Commissioners Thomas, Kibodeaux, Burgin and Crofoot. Nays: None. + + + 10. Motion by Commissioner Crofoot, seconded by Commissioner Thomas to approve payment of X3,380.48, ?5% of total fee, to Ed Barlow for engineering fee on first phase of sewer plant improvements.
