MEMBERS OF THE COMMISSION PRESENT: Mayor H. Carlos Smith,
Commissioners E. A. Thomas, I. J. Kibodeaux, Bobby J. Burgin
and H. Gould Crofoot.
MEMBERS OF THE COMMISSION ABSENT: None.
OTHER CITY OFFICIALS PRESENT: P.V. Werner, City Administrator;
Virginia Cli{ie, City Clerk;. Knox Askins, City Attorney;
Robert Cline, Director of Public Works; H. F. Freeman,
Chief of Police.

Invocation was given by Commissioner Burgin.
1. Minutes of the regular meeting of May 4, 1970
were approved as presented.

2. Motion by Commissioner Thomas, seconded by
Commissioner Burgin that action be tabled on
the acceptance of bids for hospitalization
insurance until all insurance agencies in the
city could be notified and submit bids. Motion
carried by the following vote:
AYES: Commissioners Thomas, Kibodeaux, Burgin
and Crofoot.
NAYS: None.

3. Commissioner Crofoot read bids received in the
City Administrator's office May 15, 1970, for a
19'70 Model Police Patrol Car. To-wit:
Joe Camp Ford X3,386.68
Jay Marks Chevrolet ;3,480.96
Motion by Commissioner Crofoot, seconded by

Commissioner Thomas to accept the low bid from
Joe Camp Ford. Motion carried by the following
vote:
AYES: Commissioners Thomas, Kibodeaux, Burgin
and Crofoot.
NAYS: None.

4. Motion by Commissioner Crofoot, seconded by
Commissioner Burgin to ratify hiring Vernon
Miller as the new policeman. Motion carried
by the following vote:
AYES: Commissioners Thomas, Kibodeaux, Burgin
and Crofoot.
NAYS: None.

5. Motion by Commissioner Crofoot, seconded by
Commissioner Thomas that Allen Groda be given
a Police Reserve Commission. Motion carried
by the following vote:
AYES: Commissioners Thomas, Kibodeaux, Burgin
and Crofoot.
NAYS: None.

6. Commissioner Crofoot read bids received on the
following radio equiptment:
Motorola Radio Corp. 50watt X807.00
60watt 933.00
General Electric 35watt 705.00
100watt 810.00
Motion by Commissioner Crofoot, seconded by
Commissioner Kibodeaux to purchase two(2) 50
watt radios from the Motorola Corp. Motion
carried by the following vote:
AYES: Commissioners Thomas, Kibodeaux, Burgin
and Crofoot.
NAYS: None.

7. Motion by Commissioner Crofoot, seconded by
Commissioner Thomas to purchase an action bar
for the new patrol: car for $465.00. Motion
carried by the following vote:
AYES: Commissioners Thomas, Kibodeaux, Burgin
and Crofoot.
NAYS: None.

8. Motion by Commissioner Thomas, seconded by
Commissioner Crofoot to hire Mr. James Gawlik,
Architect, to prepare plans for an addition
to the Northside Community Building. Motion
carried by the following vote:
AYES: Commissioners Thomas, Kibodeaux, Burgin
and Crofoot.
NAYS: None.

9. Discussion was held on the street sweeping program.
Mr. Werner stated he had received figures from two
companies for sweeping streets. Commerical Street
Sweeping charges $7.00 per curbed mile and Overnight
Maintenance Service charges $5.00 per curbed mile
and there are approximately 28 miles of curbed streets
within the:,city.
Mayor Smith stated the cost of a street sweeper was
approximately $12,000 plus the cost of operation.
Motion by Commissioner Burgin, seconded by
Commissioner Crofoot that the City contract with
Overnight Maintenance Service for sweeping the
streets at $5.00 per curbed mile. Motion carried
by the following vote:
AYES: Commissioners Thomas, Kibodeaux, Burgin
and Crofoot.
NAYS: None.

10. Motion by Commissioner Thomas, seconded by
Commissioner Crofoot that action be tabled
on the request of Mr. Frank R. Boyle, Sr.
to close the alley in Block 95 until Mr.
Boyle complies with Ordinance No. 733.
Motion carried by the following; vote:
AYES: Commissioners Thomas, Kibodeaux, Burgin
and Crofoot.
NAYS: None.

11. Motion by Commissioner Thomas, seconded by
Commissioner Kibodeaux that Mr. Askins prepare
an ordinance on garbage truck routes thru the
city and requiring the trucks to be covered.
Motion carried by the following vote:
AYES: Commissioners Thomas, Kibodeaux, Burgin
and Crofoot.
NAYS: None.

12. Motion by Commissioner Burgin, seconded by
Commissioner Crofoot to approve second payment
to Layne Wells on the Fairmont Park well in
the amount of $40,481.42. Motion carried
by the following vote:
AYES: Commissioners Thomas, Kibodeaux, Burgin
and Crofoot.
NAYS: None.

13. Motion by Commissioner Burgin, seconded by
Commissioner Crofoot to approve trading the
Warco Maintainer to E. W. Applebe for a
Caterpillar 212. Motion carried by the follow-
ing vote:
AYES: Commissioners Thomas, Kibodeaux, Burgin
and Crofoot.
NAYS: None.

14. Motion by Commissioner Crofoot, seconded by
Commissioner Burgin to ratify action taken by
Mayor Smith and Mr. Askins in purchasing the
Bayshore Water Company for ~7, 500. 00.
Motion carried by the following vote:

and Crofoot.

16. Discussion was held on the use of the tape
recorder at Commission meetings.
Mayor Smith read a letter from the City Attorney
outlining a policy for tape recording the meetings.
Motion by Commissioner Burgin, seconded by
Commissioner Crofoot to adopt the policy as

as outlined by the City Attorney, with an
amendment to the last line of paragraph 4
to read a majority of the City Commission,
this letter attached to and made a part of
these minutes. Motion carried by the follow-
ing vote:
AYES: Commissioners Thomas, Kibodeaux, Burgin
and Crofoot.
NAYS: None.

Re: Tape Recordings of Meetings
Gentlemen:
Mayor Smith has asked me to give you my thoughts on a suggested
policy for tape recording the meetings of the City Commission,
and the use of the tape recordings after the meetings. I suggest
the following:
(1) All general and special meetings will be tape recorded
by the City Clerk.
(2) The tape recordings of the meetings shall not constitute
the official record of the meeting. The tape recordings
shall be used by the City Clerk to assist her in preparing
the minutes of the meeting, which minutes, when,: approved
by City Commission, shall constitute the only official
record of the meeting.
(3) The tape recordings shall be retained, i.e., they shall
not be erased, until after City Commission has approved
the official minutes of a particular meeting. After that
time, they may be erased and re-used by the City Clerk.
(4) Tape recordings of meetings shall not be made available
for listening, or copying purposes, by persons other than
the Mayor, City Commissioners, and appropriate City
officials having a concern in the matter, such as the
City Administrator, City Clerk, and City Attorney. Any
other persons desiring to listen to the tape, must obtain
prior permission from the City Commission.
The City Commission may, ~f course, want to add further rules to
these.
