Mayor and City Commissioners City of La Porte P.O. Box 1115 La Porte, Texas 77571 Re: Tape Recordings of Meetings Gentlemen: Mayor Smith has asked me to give you my thoughts on a suggested policy for tape recording the meetings of the City Commission, and the use of the tape recordings after the meetings. I suggest the following: (1) All general and special meetings will be tape recorded by the City Clerk. (2) The tape recordings of the meetings shall not constitute the official record of the meeting. The tape recordings shall be used by the City Clerk to assist her in preparing the minutes of the meeting, which minutes, when,: approved by City Commission, shall constitute the only official record of the meeting. (3) The tape recordings shall be retained, i.e., they shall not be erased, until after City Commission has approved the official minutes of a particular meeting. After that time, they may be erased and re-used by the City Clerk. (4) Tape recordings of meetings shall not be made available for listening, or copying purposes, by persons other than the Mayor, City Commissioners, and appropriate City officials having a concern in the matter, such as the City Administrator, City Clerk, and City Attorney. Any other persons desiring to listen to the tape, must obtain prior permission from the City Commission. The City Commission may, ~f course, want to add further rules to these. Yo s very truly, Knox W. Askins KWA/fh
