Carlos Smith, Commissioners-=E. A. Thomas, I. J. Kibodeaux, Bobby J. Burgin, and H. Gould Crofoot. MEMBERS OF THE COMT'~ISSION ABSENT: None. OTHER CITY OFFICIALS PRESENT: Ruth Huddleston, Assistant City Clerk; Robert Cline, Director of Public Works; and H. F. Freeman, Chief of Police. PRESIDING: Mayor Smith. + + + Invocation was given by Commissioner Thomas. 1. The minutes of the regular meeting of June 1, 1970 were approved as presented. + + + 2. Mr. James Spradling addressed the Commission in regards to a stop sign which had been removed from the intersection of Valleybrook and Catlett in Fairmont Park and replaced with a pedestrian cross- ing sign, which was later taken down and the stop sign put back up. Mr. Spradling asked why the stop sign was taken down in the first place, as in his opinion it is badly needed. Mayor Smith stated he did not know why the signs were exchanged, but he would ask Chief Freeman to make a survey of the intersection to determine what kind of a sign was needed. + + + 3. Mr. Albert Johnson, spokesman for the Black Youth Club of La Porte, appeared before the Commission in regards to the unlawful detainment recently of two youths by the La Porte Police. • ~ .~ Mr. Johnson read a letter to the Commission which voiced their concern over the situation. Several other persons in the group stated they would like the City Commission to assist them in securing employment. Mayor Smith assured the group that the Commission would investigate the incident and give any help possible in securing employment. + + + 4. Mayor Smith read a letter from Mr. Eugene F. Gribben in regards to a representative being appointed to the board for HCCAA Area 7. Commissioner Burgin was appointed by Mayor Smith to serve on the Board. + + + 5. Commissioner Burgin requested that proposals for employee insurance be placed on the agenda for the next meeting as Mr. Werner was out of town and the proposals were not available. + + + 6. Mrs. Lannie Duncan addressed the Commission in regards to duplexes being built in R-1 Residential zoned areas and what could property owners do to get this changed. Mayor Smith stated that duplexes were now allowed in any part of town, due to a change in the Zoning Ordinance two years ago. After a lenghtly discussion, the Commission suggested that the property owners meet with the Planning and Zoning Commission and state their request and then the Planning and Zoning Commission could make a recommendation to the City Commission. + + + '7. A resume of telephone improvements was given by Mr. Lyn Alexander of Southwestern Bell Telephone Company. A map showing the different zones and where La Porte subscribers could call toll free after August 2, 1970 was displayed by Mr. Alexander. At this time the rates would be increased by 40 cents. This raise had previously been approved by the Commission. + + + 3 8. Mayor Smith read a letter from Kiibler and Kiibler Law Firm in regard to application made to County Commissioners Court by Mr. R. G. Florance for the abandonment of a portion of old Highway 225. Mayor Smith stated there is nothing the City can do about this until the Commissioners Court submits an ordinance on abandonment of this portion of the roadway. + + + g. Motion by Commissioner Crofoot, seconded by Commissioner Burgin to approve payment of X8,343.43 to Layne Texas Company on estimate No. 3 on the well in Fairmont Park. Motion carried by the following vote: AYES: Commissioners Kibodeaux, Burgin and Crofoot. NAYS: Commissioner Thomas + + + 10. A lenghtly discussion was held on enforcing various ordinances. Also discussed was the matter of filling in deep ditches in the newly annexed territory to the South. It was agreed that a workshop should be held on these matters. + + + 11. Motion by Commissioner Crofoot seconded by Commissioner Burgin allowing Dan Kennedy X150.00 for expenses to attend plumbing school for 3 days in Austin. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Burgin and Crofoot. NAYS: None. + + + There being no further business at hand, the meeting was adjourned. t est: H.
