Carlos Smith Commissioners E.A.Thomas, I.J.Kibodeaux, Bobby J. Burgin and H. Gould Crofoot. MEMBERS OF THE COMMISSION ABSENT: None. OTHER CITY OFFICIALS PRESENT: P.V.Werner, City Administrator; Virginia Cline, City Clerk; Knox Askins, City Attorney; Robert Cline, Director of Publie Works and H.F.Freeman, Chief of Police. PRESIDING: Mayor Smith. + + + Invocation was offered by Commissioner Burgin. 1. Minutes of the regular meeting of September 14,1970 were approved as presented. + + + 2. Mayor Smith opened the Public Hearing on Ordinance No. 864, an ordinance declaring the intention of the City of La Porte to institute proceedings to annex certain territory in the W. P. Harris Survey A-30, out of Harris County. Mayor Smith then read the legal description of the area to be annexed. He stated the area was 396 acres of land, more or less and included the Pine Bluff, Bayside Terrace, Bay Oaks and Shady River additions. Mr. Ernest Brown, fiscal agent for La Porte, presented the Commission with a financial report of the Bayshore Municipal Utility District. Mr. Brown stated in his opinion the annexation was practical, feasible amd beneficial for La Porte. . .2J Mayor Smith asked if anyone had any questions. Several residents of the area asked questions of Mr. Brown and the Commission. Those speaking for the annexation were: Dr. Gordon Burdick, Mr. and Mrs. Roy Large, Mr. Max Biggs, Mr. David Saletan, Mr. Bob Arnett and Mr. Don Ralmuto. Mayor Smith then declared the hearing closed and called a special meeting of the City Commission for October 12, 1970 to approve or reject Ordinance No. 864. + + + 3. Mr. James Gawlik, Architect, presented plans, specifications and cost estimatties on the build- ing addition to the Northside ~'ivic Center. Motion by Commissioner Thomas, seconded by Commissioner Crofoot to advertise for bids on the building, slab and awning. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Burgin and Crofoot. NAYS: None. + + + 4. Motion by Commissioner Thomas, seconded by Commissioner Crofoot to pay Mr. Gawlik $240.75 for the design phase. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Burgin and Crofoot. NAYS: None. + + + 5. Mr. Ernest Haacke appeared before the Commission in regards to his request to rebuild a fence along the front easement line of property located at 620 S. Fourth Street. Motion by Commissioner Crofoot, seconded by Commissioner Kibodeaux for Mr. Haacke to appear before the Planning and Zoning Commission for a rehearing on his request. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Burgin and Crofoot. NAYS: None. + + + ~ ~ ~ 6. Motion by Commissioner Crofoot, seconded by Commissioner Kibodeaux to table for further study the request of Baytown Limousine Ser- vice. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Burgin and Crofoot. NAYS: None. + + + 7. Motion by Commissioner Thomas, seconded by Commissioner Kibodeaux to deny the request of Mr. Tony Riggan for an adjustment on his June water bill. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Burgin and Crofoot. NAYS: None. + + + 8. Motion by Commissioner Thomas, seconded by Commissioner Crofoot to adopt Ordinance No. • 865 as read. Motion carried by the follow- ing vote: AYES: Commissioners Thomas, Kibodeaux, Burgin and Crofoot. NAYS: None. CAPTION: AN ORDINANCE MAKING APPROPIATIONS FOR SUPPORT OF THE GOVERNMENT OF THE CITY OF LA FORTE, TEXAS, FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1970 AND ENDING SEPTEMBER 30, 1971, .AND LEVYING A TAX OF x.92 ON EACH X100.00 OF ASSESSED VALUE OF ALL REAL AND PERSONAL PRO - PERTY LOCATED WITHIN SAID CITY. + + + 9. Motion by Commission Kibodeaux, seconded by Commissioner Thomas to table for further study the request of Mr. Gordon Carlson to operate a light manufacturing business for pipe hangers at '718 S. Broadway. Motion carried by the following vote: • AYES: Commissioners Thomas, Kibodeaux, Burgin and Crofoot. NAYS: None. + + + • 10. Motion by Commissioner Crofoot, seconded by Commissioner Burgin to adopt Resolution No. 70-05 as read with deletions. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Burgin and Crofoot. NAYS: None. CAPTION: A UNANIMOUS RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LA PORTE, TEXAS, URGING THE TEXAS HIGHWAY DEPARTMENT TO PROCEED WITH PLANS FOR A BRIDGE CROSSING OF THE HOUSTON SHIP CHANNEL ON STATE HIGHWAY 146; URGING HARRIS COUNTY, CHAMBERS COUNTY, THE CITY OF BAYTOWN, AND THE LA PORTE-BAYSHORE CHAMBER OF COMMERCE TO JOIN IN THIS EFFORT; DIRECTING THE MAYOR TO EXECUTE AND THE CITY CLERK TO ATTEST THIS RESOLUTION; DIRECTING THE CITY ADMINISTRATOR TO FORWARD CERTIFIED COPIES OF SAME TO THE TEXAS HIGHWAY DEPARTMENT, COUNTY OF HARRIS, COUNTY OF CHAMBERS, CITY OF BAYTOWN, AND THE LA PORTE-BAYSHORE CHAMBER OF COMMERCE; AND PROVIDING FOR THE EFFECTIVE DATE HEREOF. • 11. Motion by Commissioner Crofoot, seconded by Commissioner Burgin that Reserve Police Officer Commissions be issued to LLopd D. Donahoe, Paul Bonner and Edward L. Purtell. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Burgin and Crofoot. NAYS: None. + + + 12. Motion by Commissioner Burgin, seconded by Commissioner Crofoot authorizing Mr. Werner to secure insurance for the Reserve Police Officers from Gibby Billiot Insurance. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Burgin and Crofoot. NAYS: None. + + + 13. Motion by Commissioner Crofoot, seconded by Commissioner Kibodeaux to call a Public Hearing before the Planning and Zoning Commission and the City Commission to consider the rezoning of Block 64, Lots 17 thru 32 from R-2 Residential to Townhouses. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Burgin and Crofoot. NAYS: None. + + + 14. Motion by Commissioner Kibodeaux, seconded by Commissioner Thomas to deny the request of the La Porte Jaycees the use of Main Street, between First anal Third Streets to be used as a sight of a free street dance and to offer them the use of the parking lot at the Civic Center, 618 San Jacinto.
