Carlos Smith, Commissioners E. A. Thomas, I.J.Kibodeaux, Bobby J. Burgin and H. Gould Crofoot. MEMBERS OF THE COMMISSION ABSENT: None. A Public Hearing was }zeld before the Planning and Zoning Commission and the City Commission to consider, 1) zoning of areas 1, 2, 3, and 11 in Fairmont Park ?_) rezoning of approximately 34.74 acre tract of land, bounded by the South lines of West "M" Street on the North; by Little Cedar Bayou on the East; by the North line of `vJest "0" Street on the South; and by a south- erly projection of the center line of the alley in Block 1150, TOWN of LA PORTS, on t}le Wast and owned by the Wharton i~ieems Estate, from Residential to Commercial. The Public Hearing was opened by Mayor Smith who stated that all proponents would speak_ first, then all opponents would speak secondly. A brief discussion was held on the locations of the areas in Fairmont Park being zoned and the purpose for the zoning. Mrs. Compton stated the zoning action was necessary because Fairmont Park was annexed by La Porte. r • • Mayor Smith asked if there were any further comments on the proposed zoning in Fairmont Park. There being none, he declared the hearing on zoning in Fairmont Park closed. + + + Mayor Smith then called for the second request of the Public Hearing, to rezone 34.74 acres of the Wharton Weems Estate from Residential to Commercial. Mayor Smith asked if there was anyone to speak in favor of the rezoning. Mr. F. Carrington `deems, the Petitioner, addressed the hearing and stated he plans to build apartments and townhouses on the property. Mayor Smith asked if there were any further comments and there being none, declared the hearing; closed. The PlanninET and Zoning Commission then voted to recommend the proposed rezoning. (See exhibt 1) Motion by Commissioner Crofoot, seconded. by Commissioner Hurgin that areas 1, 2, 3, and 11 in Fairmont Park be zoned Commercial. Motion carried by the following vote: AYES: Commissioners Thomas,Kibodeaux,Burgin and Crofoot. NAYS: None. Motion by Commissioner Kibodeaux, seconded by Commissioner Thomas to rezone 34.74 acres of the Weems tract from Residential to Commercial. Motion carried by the follow- ing vote: AYES: Commissioners Thomas,Kibodeaux,Burgin and Crofoot. NAYS.: None. + + + 2. Motion by Comm. Burgin, seconded by Comm. Thomas to approve the minutes of the regular meeting of November 16, 1970 and the special meeting of November 30, 1970 as presented. Pfeiffer addressed the Commission in regards to the city's recreational programs and to ask about municipal contracts between Za Porte and the surround- ing cities. • ~ ~ Discussion was held on the recreational programs and the City's association with the La Porte Area Neighbor- hood Center. Mrs. Evelyn Kennedy, director of the Center, stated she would like to meet with the Commission to discuss the program with them. + + + 4. Mrs. Jack Lawler addressed the Commission in regards to Commission approval for the newly formed steering committee on drug abuse. Mrs. Lawler stated the committee has approval from the Governors office and is a statewide program. Motion by Comm. Thomas, seconded by Comm. Crofoot endorsing the committees action on drug abuse. Motion carried by the following vote: AYES: Commissioners Thomas,Kibodeaux,Burgin and Crofoot. NAYS: None. + + + 5. Motion by Comm. Crofoot, seconded by Comm. Thomas authorizing Mr. Askins to prepare an ordinance approving Baytown Limousine Service to operate in La Porte. Kibodeaux to accept the high bid of $563.32 from H. P. Pfeiffer for the sale of a surplus map table and transit. Thomas to ratify the purchase of a chlorinator for the Fairmont Park sewerage treatment plant. Motion carried by the following vote: AYES: Commissioners Thomas,Kibodeaux,Burgin and Crofoot. Kibodeaux to ratify payment of $864.00 to Du ose Construction i Co. for extension of a water line at the airport with 75/ of the payment being made from the airport fund. Kibodeaux to postpone for additional study the request from Mr. George Johnson for the City to deed a portion of the alley in lots 1 and 2, block 22, Bayfront Addition. Burgin that the City advertise for bids to be received on December 30, 1970 for an ambulance and patrol car. Kibodeaux that a Public Hearing be called for December 21, 1970 at 7:00 P.P'~. to hear an application from Air Products and Chemicals Inc. for a petition of variance. Kibodeaux to approve including in the specifications for painting the water tower at Fairmont Park, the name "Fairmont" in smaller letters under the name "La Porte" and for the extra expense to be paid by Mr. Robroy Carroll. CAPTION: AN ORDINANCE APPROPRIATING THE SUM OF TWENTY THOUSAND DOLLARS($20,000.00) FROM THE GENERAL FUND TO THE "LA PORTS UTILITY DISTRICT SPECIAL ACCOUNT"; AND PROVIDING AN EFFECTIVE DATE HEREOF. + + + 16. Mr. Werner stated bids had been received for the building addition at the North Side Civic Center. They were as follows: Moore and Moore X22,560.00 Cinco Building; Corp. 18,962.00 Mr. Werner stated the bids received were for a six foot awning and sidewalk, but the specifications called for an eight foot awning and sidewalk. Cinco had submitted a bid of $19,28.00 on the eight foot awning and sidewalk. Motion by Comm. Thomas, seconded by Comm. Kibodeaux to postpone for additional study acceptance of the bids. Motion carried by the following vote: AYES: Commissioners Thomas,Kibodeaux,Burgin and Crofoot. NAYS: None. + + + 18. Motion by Comm. Kibodeaux, seconded by Comm.
