MINUTES - REGULAR MEETING
OF THE
LA FORTE CITY COMMISSION, LA FORTE, TEXAS
MARCH 15, 1971
7:00 P.M.
MEMBERS OF THE COMMISSION PRESENT: Mayor H. Carlos Smith,
Commissioners E. A. Thomas, I. J. Kibodeaux, Bobby J. Burgin
and H. Gould Crofoot.
MEMBERS OF THE COMMISSION ABSENT: None.
OTHER CITY OFFICIALS PRESENT: P.V.Werner, City Administrator;
Virginia Cline, City Clerk; Knox Askins, pity Attorney;
Robert Cline, Director of Public forks and H. F. Freeman,
Chief of Police.
PRESIDING: Mayor Smith.

Invocation was offered by Commissioner Burgin.
1. Motion by Comm. Crofoot, seconded by Comm. Burgin
to approve the minutes of the regular meeting of
March 1, 1971 as presented. Motion carried by the
following vote:
AYES: Commissioners Thomas, Kibodeaux, Burgin and
Crofoot.
NAYS: None.

2. Mr. Harold Pfeiffer addressed the Commission and
stated that Block 293 was owned by Mr. and Mrs.
George Gambrell, himself and his wife Mary. As
owners of this block, which contains nineteen(19)
lots, they would like to donate the block to the

City of La Porte to be used as a park. Mr. Pfeiffer
stated the block is bounded on the West by Virginia
Street, on the East by Iowa and on the North by"K"
Street and since there were a lot of children in
this area the land would be put to a good use and
good purpose as a park. He also asked the City to
forego taxes from January 1st to the present day
and to have the City Attorney prepare the necessary
papers.
The Commission expressed their appreciation and
thanked Mr. Pfeiffer for the offer.
Motion by Comm. Thomas, seconded by Comm. Kibodeaux
to accept the donation of Block 293, to be used as
a city park, from Mr. and Mrs. George Gambrell anal
Mr. and Mrs. H. P. Pfeiffer, for the City to forego
taxes from January 1, 19'71 and the City Attorney to
prepare the necessary papers. Motion carried by the
following; vote:
AYES: Commissioners Thomas, Kibodeaux, Burgin and
Crofoot.

3. Mayor Smith read an ordinance to amend Chapter 5,
Section 5-28 of the City Code by including cats.
Mrs. Betty Higgins addressed the Commission, as a
cat owner,to protest the passing of the ordinance.
She presented a petition signed by fifty(50) residents
protesting the passage of the ordinance.
Mr. A. E. Willis addressed the Commission to protest
passing the ordinance.
A discussion was held on the existing animal code,
the vaccination of cats and enforcement of the
existing dog lease law.
Motion by Comm. Kibodeaux, seconded by Comm. Crofoot
to table the proposed admendment. Motion carried
by the following vote:
AYES: Commissioners Thomas, Kibodeaux, Burgin and
Crofoot.
NAYS: None.

4. Motion by Comm. Burgin, seconded by Comm. Thomas
to adopt Ordinance No. 780-L as read. Motion
carried by the following vote:
AYES: Commissioners Thomas, Burgin, Kibodeaux
and Crofoot.
NAYS: None.
CAPTION:
AN ORDINANCE AMENDING ORDINANCE N0. 780, THE CITY
OF LA PORTE ZONING ORDINANCE, BY CHANGING THE CLASS-
IFICATION OF THAT CERTAIN PARCEL OF LAND HEREIN
DESCRIBED; AND PROVIDING AN EFFECTIVE DATE HEREOF.

5. Motion by Comm. Crofoot, seconded by Comm. Thomas
to adopt Ordinance No. 874 as read. Motion carried
by the following vote:
AYES: Commissioners Thomas, Kibodeaux, Burgin and
Crofoot.

AN ORDINANCE PRO~?IBITING THE INfiALATION OF THE
CONTENTS OF PRODUCTS PACKAGED IN GAS PRESSURIZED
SPRAY CONTAINERS; CONTAINING DEFINITIONS; PROVIDING
THAT ANY PERSON VIOLATING THIS O'~DINANCE SHALL BE
DEEMED GUILTY OF A MISDEMEANOR AND UPOP1 CONVICTION
SHALL BE FINED IN AN AMOUNT NOT TO EXCEED TWO HUN-
DRED DOLL~IRS 0200.00), AND THAT EACH DAY OF ANY
SUCH VIOLATION SHALL BE DEEMED A SEPERATE OFFENSE;
AND PROVIDING AN EFFECTIVE DATE HEREOF.

to adopt Ordinance No. 875 as read. Motion carried
by the following vote:
AYES: Commissioners Thomas, Kibodeaux, Burgin and
Crofoot.

AN ORDINANCE DEFINING "MODEL GLUE" PROHIBITING THE
Reg~r Meeting - 3/15/71 - co~nued
• INHALATION OF "MODEL GLUE;" PROHIBITING SALE
OR TRANSFER OF "MODEL GLUE" FOR UNLAWFUI~ PURPOSES;
REGULATING THE USE OF "MODEL GLUE" BY MINORS; REQUIRING
A RECORD OF SALES OF "MODEL GLUE" TO MINORS; PROVIDING
THAT ANY PERSON VIOLATING THIS ORDINANCE SHALL BE
DEEMED GUILTY OF A MISDEMEANOR AND UPON CONVICTION
SHALL BE FINED IN AN AMOUNT NOT TO EXCEED TWO HUN-
DRED DOLLARS 0200.00), AND THAT EACH DAY OF ANY
SUCH VIOLATION SHALL BE DEEMED A SEPARATE OFFENSE;
AND PROVIDING AN EFFECTIVE DATE HEREOF.

to approve Miller, Gann and Perdue's bill for service.

8. Motion by Comm. Burgin, seconded by Comm. Thomas
to approve payment of $1,500 to Baytown Engineering
company for the new city map. Motion carried by

Crofoot.

9. Motion by Comm. Crofoot, seconded by Comm. Kibodeaux
to adopt Ordinance No. 876 as read. Motion carried
by the following vote:
AYES: Commissioners Thomas, Kibodeaux, Burgin and
Crofoot.
NAYS: None.

AN ORDINANCE APPOINTING MEMBERS AND ALTERNATES TO
THE BOARD OF ADJUSTMENT; AND PROVIDING AN EFFECTIVE
DATE HEREOF.

• for the City to furnish garbage bags to pick up
trash for the Sylvan Beach Day Cleanup Program.

to approve expenditure of X1,200 for the purchase of
a small riding lawnmower for the Public Works Dept.

Crofoot.
NAYS: None.

12. Motion by Comm. Kibodeaux, seconded by Comm. Thomas
to adopt Ordinance No. 877 as read. Motion carried
by the following vote:
AYES: Commissioners Thomas, Kibodeaux, Burgin and
Crofoot .

CAPTION:
AN ORDINANCE VACATING, ABANDONING AND CLOSING THE
ALLEY LYING WITHIN BLOCK ONE HUNDRED SEVENTY-FOUR (174)
IN THE TOWN OF LA FORTE, HARRIS COUNTY, TEXAS.

13. Motion by Comm. Kibodeaux, seconded by Comm. Thomas
that the meeting be adjourned. Motion carried.
The meeting of the City Commission was adjourned at 8:45 P.M.
