Carlos Smith, Commissioners E. A. Thomas, I. J. Kibodeaux, G. E, Sampson and H. Gould Crofoot. MEMBERS OF THE COMMISSION ABSENT: None. OTHER CITY OFFICIALS PRESENT: P.V.Werner, City Administrator; Virginia Cline, City Clerk; Knox Askins, City Attorney; Robert Cline, Director of Public Works and H. F. Freeman, Chief of Police. PRESIDING: Mayor Smith. • + + + Invocation was offered by Commissioner Thomas. 1. Mayor Smith presented a certificate of appreciation to Bobby J. Burgin for the four years he had served as Commissioner. + + + 2. Motion by Comm. Thomas, seconded by Comm. Kibodeaux to approve the minutes of the regular meeting of June 7, 1971 as presented. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Sampson and Crofoot. NAYS: None. + + + 3. Motion by Comm. Thomas, seconded by Comm. Kibodeaux to suspend the order of business to take up an item • not on the agenda. Thomas, seconded by Comm. Kibodeaux that a new garbage and trash rate ordinance be prepared by Mr. Askins and Mr. Thomas and presented for Commission approval at the next meeting. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Sampson and Crofoot. NAYS: None. + + + 5. Motion by Comm. Thomas, seconded by Comm. Kibodeaux authorizing Mr. Bill Morse, Attorney, to proceed with negotiations and condemnation proceedings to secure lots 1 thru 4, 15 thru 17, 25 thru 28 in dock 267, Town of La Porte, for a city park. Motion carried by the following vote: • AYES: Commissioners Thomas, Kibodeaux, Sampson and Crofoot. NAYS: None. + + + 6. Mr. James Spradling addressed the Commission in regards to the seriousness of vandalism in the area. Mr. "'pradling stated he felt the police department was doing a fine job, but the problem was the responsibility of parents and suggested that the Police Chief publish some newspaper articles on the subject. + + + 7. Motion by Comm. Sampson, seconded by Comm. Crofoot to adopt Resolution 71-09 as read. Motion carried by the following vote: AYES: Commissioners Kibodeaux, Sampson and Crofoot. NAYS: None. ABSTAINED: Commissioner Thomas z • CAPTION: A RESOLUTION AUTHORIZING THE TRANSFER OF THE SUM • Regular Meeting 6/21/71 - continued • OF FOUR HUNDRED DOLLARS ($400.00) TO THE DEPARTMENT OF HEALTH, RECREATION, AND SANITATION, FROM THE DEPARTMENT OF PUBLIC WORKS; AND PROVIDING AN EFFECTIVE DATE HEREOF. + + + 8. Motion by Comm. Sampson, seconded by Comm. Thomas to ratify the termination of the position of City Administrator as of September 30, 1971. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux and Sampson. NAYS: Commissioner Crofoot. Mayor Smith stated although he has no official vote, he would like for the minutes to reflect his voting against the motion. + + + 9. Mayor Smith read reports on insurance coverage of city equiptment and facilities, garbage and trash collection and delinquent water billing. • Mayor Smith stated Comm. Thomas's motion had taken care of the garbage and trash report. Comm. Kibodeaux stated he would have a recommendation on the delinquent water billing at the next meeting. Motion by Comm. Thomas, seconded by Comm. Kibodeaux to postpone for additional study the insurance report. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Sampson and Crofoot. NAYS: None. + + + 10. Comm. Crofoot read the following bids received June 21, 1971 at 4:30 P.M. for a police car. Joe Camp r'ord X3,349.99 Jay Marks Chevrolet 3,098.00 Motion by Comm. Crofoot, seconded by comm. Sampson to accept the low bid from Jay Marks Chevrolet. Motion carried by the following vote: • AYES: Commissioners Thomas, Kibodeaux, Sampson and Crofoot. Crofoot read the following bids received for remodeling the police office: Moore & Moore £1,315.00 La Porte construction 1,205.00 Motion by Comm. Crofoot, seconded by Comm. Kibodeaux to accept the low bid from La :Forte Construction. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Sampson and Crofoot. NAYS: None. + + + 12. Mayor Smith reed an ordinance allowing Municipal Court fines to be paid by installment. Motion by Comm. Sampson, seconded by Comm. Thomas to postpone the ordinance for additional study. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Sampson and Crofoot. NAYS: None. • + + + 13. Motion by Comm. Kibodeaux, seconded by Comm. Crofoot to have engineering plans prepared and to accept bids for both labor and materials and on labor only, with the city furnishing the material, July 12, 191 at x:00 P.M., for water and sewer service to thirty-one C31) new homes being built by Mr. Akard Beall of Lakewood Development Company. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Sampson and Crofoot. NAYS: None. + + + 14. Discussion was held on resubmitting the bond issue. Mayor Smith stated if the Commission agreed to resubmitting the bond issue, it should be done before October, 191. He pointed out several things the city needs to do and cannot because of insufficient funds. He stated unless a bond proposal can be passed the city will be forced to raise taxes. • Commissioners Thomas, Kibodeaux and Sampson • • .~ Regular Meeting 6/21/71 - continued • stated they felt the citizens have shown they do not want a bond issue passed at this time. All agreed that the bond proposal should be resubmitted at a later time. Motion by Comm. Crofoot, seconded by Comm. Kibodeaux to postpone for additional study the resubmitting of the bond issue. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Sampson and Crofoot. NAYS: None. + + + C7 15. Motion by Comm. Thomas, seconded by Comm.
