Carlos Smith, Commissioners E. A. Thomas, I. J. Kibodeaux, G. E. Sampson and H. Gould Crofoot. MEMBERS OF THE COMMISSION ABSENT: None. OTHER CITY OFFICIALS PRESENT: Virginia Cline, City Clerk; Knox Askins, City Attorney; H. F. Freeman, Chief of Police. PRESIDING: Mayor Smith. • + + + Invocation was offered by Commissioner Thomas. 1. The Public Hearing on the proposed budget for the fiscal year 1971-72 was called to order by Mayor Smith. It was ascertained that a notice of this hearing was published in the official newspaper of the City on September 23, 1971. Mayor Smith read a recap of the proposed budget and stated the tax ratio would remain the same as last year. Motion by Comm. Thomas, seconded by Comm. Kibodeaux to adopt Ordinance No. 890 as read. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Sampson and Crofoot. NAYS: None. CAPTION: • AN ORDINANCE MAKING APPROPRIATIONS FOR SUPPORT OF THE ~ i Regular Meeting 9/27/71 - continued • GOVERNMENT OF THE CITY OF LA RTE, TEXAS, FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1971 AND ENDING SEPTEMBER 30, 1972, AND LEVYING A TAX OF $ .92 ON EACH $100.00 OF ASSESSED VALUE OF ALL REAL AND PERSONAL PROPERTY LOCATED WITHIN SAID CITY. + + + 2. Motion by Comm. Kibodeaux, seconded by Comm. Thomas to approve the minutes of the regular meeting of September 13, 1971 as presented. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Sampson and Crofoot. NAYS: None. + + + 3. Mr. J. L. Rivard addressed the Commission in regards • to the city designating November 7 as Head Start Sunday to lend moral assistance to a two month fund rasing drive by the Human Development Committee to raise funds to move the building for the Day Care Center. Mayor Smith stated he would be glad to issue a Proclamation proclaming November 7, 1971 as Head Start Sunday. + + + 4. Mr. and Mrs. James Tyler addressed the Commission to request action to control horses that have been trespassing on their property and also questioned the legality of electric fences being erected in the City. The Commission asked the City Attorney to prepare an Ordinance regarding electric fences and also to study stock ordinances from other cities. + + + • 5. Mr. Bill Love addressed the Commission to request the city to study the need for street lights in the Oyster Bay area. + + + z • Regular Meeting 9/2/71 - continued • 6. Mr. Dallas Aker addressed the Commission to request the City to study needed street improvements on the Northside, especially for First and Second Streets. + + + ']. Motion by Comm. Sampson, seconded by Comm. Kibodeaux to adopt ordinance No. 891 as read. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Sampson and Crofoot. NAYS: None. CAPTION: AN ORDINANCE ACCEPTING THE RESIGNATION OF P. V. WERNER; APPOINTING RICHARD L. BROWN AS CITY ADMINISTRATOR, DIRECTOR OF FINANCE, TAX ASSESOR-COLLECTOR, AND PURCI~ASING AGENT; AND PROVIDING AN EFFECTIVE DATE HEREOF. • + + + 8. Motion by Comm. Kibodeaux, seconded by Comm. Thomas that the City Administrator be bonded for $50,000.00. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Sampson and Crofoot. NAYS: None. + + + 9. Motion by Comm. Crofoot, seconded by Comm. Kibodeaux to adopt Ordinance No. 892 as read. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Sampson and Crofoot. NAYS: None. CAPTION: • AN ORDINANCE VACATING, ABANDONING AND CLOSING A PORTION OF PARK AVENUE, AND PROVIDING AN EFFECTIVE DATE HEREOF. 3 + + + • • Regular Meeting 9/2/71 - continued • 10. Motion by Comm. Sampson, seconded by Comm. Kibodeaux to approve the installation of street lights at the school parking lot on East "J" Street and at the entrance to Baker School on Spencer Hwy. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Sampson and Crofoot. NAYS: None. + + + 11. Motion by Comm. Thomas, seconded by Comm. Sampson to postpone for additional study the application from Mr. Gordon Hart for a taxicab franchise. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Sampson and Crofoot. NAYS: None. • + + + 12. Motion by Comm. Sampson, seconded by Comm. Kibodeaux to approve the plans for frontage roads intersecting new Highway 146 and request that K,L, and M Streets be opened with concrete curb turns and aprons. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Sampson and Crofoot. NAYS: None. + + + 13. Motion by Comm. Crofoot, seconded by Comm. Sampson to change .the meeting dates for October from the first and third Monday's to the second and fourth Monday's. Kibodeaux, seconded by Comm. Thomas to approve expenditure of $6, 125.00 for emergency sewer line repair in Fairmont Park. VICE-PRESIDENT To confirm our earlier conversation, the La Porte Independent School District has requested Houston Lighting and Power street lights to be installed at the entrance and exit on Avenue "J" to the High School • parking lot, and at the entrance and exit to Baker Junior High on Spencer Highway. The School District is willing to pay the annual cost of these lights and so indicated to Mr. Werner.
