HomeMy WebLinkAbout1971-11-02 Regular Meeting MINUTES - REGULAR MEETING • OF THE LA PORTE CITY COMMISSION, LA PORTE, TEXAS NOVEMBER 2, 1971 7:00 P.M. MEMBERS OF THE COMMISSION PRESENT: Mayor H. Carlos Smith, Commissioners E.A.Thomas, G.E.Sampson and H.Gould Crofoot. MEMBERS OF THE COMMISSION ABSENT:Commissioner I.J.Kibodeaux. OTHER CITY OFFICIALS PRESENT: Dick Brown, City Administrator; Virginia Cline, City Clerk; Knox Askins, City Attorney; Robert Cline, Director of Public Works; H. F. Freeman, Chief of Police and J. B. Williamson, Municipal Court Judge. • PRESIDING: Mayor Smith. + + + Invocation was offered by Commissioner Crofoot. 1. Motion by Comm. Thomas, seconded by Comm. Sampson to approve the minutes of the regular meeting of October 25, 1971, as presented. Motion carried by the following vote: AYES: Commissioners Thomas, Sampson and Crofoot. NAYS: None. ABSENT: Commissioner Kibodeaux. + + + 2. A canvass of the votes cast in the-City Charter Amendment Election, held on October 30, 1971, was made. • Motion by Comm: Thomas, seconded by Comm. ABSENT: Commissioner Kibodeaux CAPTION: AN ORDINANCE DECLARING THE RESULTS OF THE CHARTER AMENDMENT ELECTION HELD IN THE CITY OF LA PORTE ON OCTOBER 30, 1971. + + + 3. Mayor Smith administered the oath of office of Judge of the Municipal Court to James B. Williamson and presented him with a certificate of appointment. + + + • 4. Mr. James Spradling reported to the Commission on the board meetings of the La Porte Utility District. Mr. Spradling stated the board has held two meetings and at the meeting of October 4, 1971, the board voted to hold a bond election on November 13,1971, at the residence of J. R. Smith, 19 Bay Harbor Dr. The amount of bonds to be voted on is X1,800,000.00. + + + 5. Motion by Comm. Thomas, seconded by Comm. Sampson to adopt Ordinance No. 899 as read. Motion carried by the following vote: AYES: Commissioners Thomas, Sampson and Crofoot. NAYS: None. ABSENT: Commissioner Kibodeaux. CAPTION: • AN ORDINANCE DECLARING THE INTENTION OF THE CITY OF LA PORTE TO INSTITUTE PROCEEDINGS TO ANNEX CERTAIN TERRITORY; CALLING A PUBLIC HEARING AT WHICH ALL INTERESTED PARTIES SHALL HAVE AN OPPORTUNITY TO BE HEARD; PROVIDING FOR T~iE PUBLICATION OF NOTICE OF SUCfi HEARING BY THE PUBLICATION OF THIS ORDINANCE AND PROVIDING AN EFFECTIVE DATE HEREOF. + + + '7. Motion by Comm. Thomas, seconded by Comm. Crofoot to postpone the ordinance on junked motor vehicles for additional study. Motion carried by the following vote: AYES: Commissioners Thomas, Sampson and Crofoot. NAYS: None. ABSENT: Commissioner Kibodeaux. + + + • 8. Motion by Comm. Thomas, seconded by Comm. Sampson to adopt Ordinance No. 901 as read. Motion carried by the following vote: AYES: Commissioners Thomas, Sampson and Crofoot. NAYS: None. ABSENT: Commissioner Kibodeaux ~~~ Regular Meeting 11/2/71 - continued • CAPTION: AN ORDINANCE CREATING THE OFFICE OF CITY ADMINISTRATOR, WHO WILL ACT AS DIRECTOR OF FINANCE, PURCHASING AGENT, AND TAX ASSESOR- COLLECTOR FOR THE CITY OF LA PORTE, TEXAS, AND PRESCRIBING HIS POWERS AND DUTIES; AND PROVIDING AN EFFECTIVE DATE HEREOF. + + + 9. Motion by Comm. Crofoot, seconded by Comm. Sampson to postpone discussion on construction of water and sewer lines in Fairmont Park West until Commissioner Kibodeaux could. be present. Motion carried by the following vote: AYES: Commissioners Thomas, Sampson and Crofoot. NAYS: None. ABSENT: Commissioner Kibodeaux. + + + • 10. Motion by Comm. Thomas, seconded by Comm.
