Carlos Smith, Commissioners E. A. Thomas, I. J. Kibodeaux, G. E. Sampson and H. Gould Crofoot. MEMBERS OF THE COMMISSION ABSENT: None. OTHER CITY OFFICIALS PRESENT: Dick Brown, City Administrator, Virginia cline, City Clerk; Knox Askins, City Attorney; Robert Cline, Director of Public Works and H. F. Freeman, Chief of Police. • PRESIDING: Mayor Smith. + + + Invocation was offered by Commissioner Kibodeaux. 1. Motion by Comm. Crofoot, seconded by Comm. Kibodeaux to approve the minutes of the regular meeting of November 15, 1971 and the special meeting of November 29, l~?71 as presented. Regular Meeting 12/6/71 - continued CAPTION: AN ORDINANCE AMENDING ORDINANCE N0. 705(AN ORDINANCE PROVIDING RULES AND REGi1LATI0NS GOVERNING THE PLATTING OR RE-PLATTING OFIAND IN THE SUBDIVISIONS IN THE CITY OF LA PORTS AND WITHIN THE EXTRATERRITORIAL JURISDIC- TION OF THE CITY OF LA PORTS) AND ORDINANCE N0. 705-B; AND PROVIDING THAT ANY PERSON VIOLATING THE TERMS OF T~iIS ORDINANCE SHALL BE DEEMED GUILTY OF A MISDEMEANOR AND UPON CONVICTION SHALL BE FINED IN ANY SUM NOT LESS THAN TEN DOLLARS9$10.00) NOR MORE THAN TWO HUNDRED DOLLARS($200.00) AND EACH DAY OF VIOLATION SHALL BE DEEMED A SEPARATE OFFENSE; AND PROVIDING AN EFFECTIVE DATE HEREOF. + + + 5. CAPTION: AN ORDINANCE AUTHORIZING THE CITY CLERK OF THE CITY OF LA PORTS TO DESTROY CERTAIN REDEEMED BONDS AND REDEEMED BOND INTEREST COUPONS; RE~IUIRING THE CITY CLERK TO FILE A LIST OF THE REDEEMED BONDS AND REDEEMED COUPONS SO DESTROYED; AND PROVIDING AN EFFECTIVE DATE HEREOF. + + + 6. Mayor Smith read an agreement between the City of La Porte and Fairmont Park Corporation for the construction of water and sewer lines in Section Three of Fairmont Park West. Motion b,y Comm. Crofoot, seconded by Comm. Sampson to postpone approval of the agreement until certain revisions have been made and agreed to by both parties. Motion the following vote: Commissioners Thomas, Kibodeaux, Sampson and Crofoot. None. + + + 8. Discussion was held on the request of the Neighborhood Center Board of Directors to use the old building at the Northside Civic Center as classrooms for a work-training; program for unemployed youth. A formal written request for use of the building was read by Mayor Smith and Mrs. Evelyn Kennedy discussed the plan with the Commission. Motion by Comm. Thomas to deny the request died for lack of a second. • Motion by Comm. Crofoot, seconded by Comm. Sampson to table action on the request until the Commission and the Board of Directors from the Neighborhood Center could meet in a workshop session to discuss the proposal. Motion carried by the following vote: AYES: Commissioners Kibodeaux, Sampson and Crofoot. NAYS: Commissioner Thomas. + + + 9. Motion by Comm. Motion carried by the following vote: AYES: Commissioners Thomas, Kibodeaux, Sampson and Crofoot. NAYS: None. + + + 11. Comm. Kibodeaux stated he objected to payments being received for contractual work at a figure exceeding that for which the work was let. He stated he realized that changes sometimes had to be made on short notice during the course of the work, but felt that the Commission should be informed of any changes made. Mayor Smith directed the Public Works Director to give each Commissioner a change order in all cases occurring in the future. • Motion by Comm. Kibodeaux, seconded by Comm. Sampson to postpone for additional study payment of X6,850.00 to Naylor Pipe Company for slip lining installed in sewer lines in Fairmont Park. Crofoot to postpone payment of $1,284.40 to A-1 Roofing for work done on the fire station and at the Northside Civic Center until all leaks had been repaired. CAPTION: AN ORDINANCE APPOINTING SEVERAL DEPUTY CLERKS OF THE CITY OF LA FORTE MUNICIPAL COURT; AND PROVIDING AN EFFECTIVE DATE HEREOF. + + + 14. Motion by Comm. Crofoot, seconded by Comm. CAPTION: AN ORDINANCE AMENDING SECTION 310.8 OF THE SOUTHERN STANDARD HOUSING CODE BY ADDING THERETO SECTION 310.8A ENTITLED "JUNKED MOTOR VEHICLES" AND CONTAINING SUB- SECTIONS (A) T~?ROUGH (M); ADOPTING PART OF THE TEXAS A?~ANDONED MOTOR VEHICLE ACT. + + + 15.
