MINUTES - REGULAR MEETING
• OF THE
LA PORTS CITY COMMISSION, LA PORTS, TEXAS
FEBRUARY 21, 192
7:00 P.M.
MEMBERS OF THE COMMISSION PRESENT: Mayor H. Carlos Smith,
Commissioners E. A. Thomas, I. J. Kibodeaux, G. E. Sampson
and H. Gould Crofoot.
MEMBERS OF THE COMMISSION ABSENT: None.
OTHER CITY OFFICIALS PRESENT: Dick Brown, City Administrator;
Virginia Cline City Clerk; Knox Askins, City Attorney;
Robert Cline, director of Public Works and H. F. Freeman,
Chief of Police.

Invocation was offered by Commissioner Sampson.
1. Motion by Comm. Kibodeaux, seconded by Comm. Thomas
to approve the minutes of the previous meeting of
February '7, 19`72 as presented. Motion carried by
the following vote:
AYES: Commissioners Thomas, Kibodeaux, Sampson
and Crofoot.
NAYS: None.

2. Mr. James Spradling, the City of La Porte's
representative on the board of directors of
the La Porte Utility District, addressed the
• Commission in regards to the City annexing the
utility district. He stated the district had

• recently passed a bond election and upon
annexation, the City of La Porte would be
responsible for the bonded indebtness of
the district. Mr. Spradling cited recent
newspaper articles on the use and abuse of
utility districts in Texas. He urged the
Commission to be cautious in annexing the
district.
City Attorney, Knox Askins, explained the
City's ordinance governing utility districts.
He stated the ordinance was very strict and
the City had final say over the amount of
bonds the district could sell, also by annex-
ing the district, the City would have greater
control of development of the area.

3. Mrs. Robert Thrower addressed the Commission
in regards to the new swimming pool ordinance.
Mrs. Thrower stated she felt the ordinance
• needed some revisions before adoption.
Comm. Thomas stated the Commission wanted an
ordinance everyone could live with, but it
had been over ten years since the city had
passed an ordinance on the swimming pool
rules and regulations. He suggested that
a committee be appointed to study the ordinance.
Mayor Smith appointed a committee of fiveCS) to
study the proposed ordinance. They were:

Mrs. Evelyn Kennedy
Commissioner Thomas
Mr. Robert Cline
Mr. Richard Broome
The committee will present their report to the
Commission at the next regular meeting of
March 6, 192.

• 4. Mr. Bob Brooks, United Gas representative,
addressed the Commission in regards to an

increase in rates. He stated the increase could
not go into effect until after the federal
government lifted the freeze on utility rate
increases, March 10, 1972.
Motion by Comm. Thomas, seconded by Comm. Sampson
to table the request from United Gas for a
rate increase until such time as the price freeze
is lifted. Motion carried by the following vote:
AYES: Commissioners Thomas, Kibodeaux, Sampson
and Crofoot.
NAYS: None.

5. Motion by Comm. Kibodeaux, seconded by Comm. Crofoot
to accept the low bid in the amount of $19,973.54
from Lumus Baytown Dodge for five pickup trucks,
• two dump trucks and bodies and one platform body
and truck. (See Exhibit A) Motion carried by
the following vote: REFER TO MINUTES OF~a.r~' /9/yam
AYES: Commissioners Thomas, Kibodeaux, amp, n
and Crofoot.
NAYS: None.

6. Motion by Comm. Kibodeaux, seconded by Comm. Sampson
to postpone for additional study discussion of
the housing authority. Motion carried by the
following vote:
AYES: Commissioners Thomas, Kibodeaux,. Sampson
and Crofoot.
NAYS: None.

7. Motion by Comm. Kibodeaux, seconded by Comm. Thomas
• to pay Coastal Testing Laboraties X515.50 for
soil density testing done on the clarifier at

the Fairmont Park sewer plant. Motion carried
by the following vote:
AYES: Commissioners Thomas, Kibodeaux, Sampson
and Crofoot.
NAYS: None.

8. Motion by Comm. Thomas, seconded by Comm. Crofoot
to advertize for bids to be taken March 17, 1972
for operating the concession stand at the swimming
pool. Motion carried by the following vote:
AYES: Commissioners Thomas, Kibodeaux, Sampson
and Crofoot.
NAYS: None.

• 9. Motion by Comm. Thomas, seconded by Comm. Sampson
to accept the low bid from Atlantic Richfield to
supply the city's need of gasoline, oil and
grease products for one year. (See Exhibit B)
Motion carried by the follotiaing vote:
AYES: Commissioners Thomas, Kibodeaux, Sampson
and Crofoot.
NAYS: None.

10. Motion by Comm. Crofoot, seconded by Comm. Thomas
to ratify payment of $6,121.76 to humus Baytown
Dodge for two (2) patrol cars. Motion carried
by the following vote:
AYE'S: Commissioners Thomas, Kibodeaux, Sampson
and Crofoot.
NAYS: None.

11. Motion by Comm. Thomas, seconded by Comm. Sampson
to suspend the order of business to take up two
(2) items not on the agenda. Motion carried by
the following vote:
AYES: Commissioners Thomas, Kibodeaux, Sampson
and Crofoot.
NAYS: None.

12. Motion by Comm. Thomas, seconded by Comm. Kibodeaux
to advertize for bids to be taken March 17, 1972
for repairs to the swimming pool. Motion carried
by the following vote:
AYES: Commissioners Thomas, Kibodeaux, Sampson
and Crofoot.
NAYS: None.

13. Motion by Comm. Kibodeaux, seconded by Comm. Thomas
to call a workshop for March 2, 1972 at 7:00 P.M.
Motion carried by the following vote:
AYES: Commissioners Thomas, Kibodeaux, Sampson
and Crofoot.
NAYS: None.

14. Motion by Comm. Sampson, seconded by Comm. Thomas that
the meeting be adjourned. Motion carried.
The meeting of the City Commission was adjourned at 8:30 P.M.
