Thomas, Commissioners C. D. Christensen, I. J. Kibodeaux, G. E. Sampson and C. D. Boyle. MEMBERS OF THE COMMISSION ABSENT: None. OTHER CITY OFFICIALS PRESENT: Larry Broussard, Director of Finance; Virginia Cline, City Clerk; Knox Askins, City Attorney and H. F. Freeman, Chief of Police. • PRESIDING: Mayor Thomas. + + + Invocation was offered by Comm. Sampson Mayor Thomas welcomed the visitors present. 1. Motion by Comm. Kibodeaux, seconded by Comm. Boyle to approve the minutes of the regular meeting of May 15, 1972 and the special meeting of May 25, 1972 as presented. Motion carried by the following vote: AYES: Commissioners Christensen, Kibodeaux, Sampson and Boyle. NAYS: None. + + + 2. Motion by Comm. Boyle, seconded by Comm. Mr. Bill Knecht, President of the Junior Chamber of Commerce, addressed the Commission to request restroom facilities at the ball fields and for development of another field for softball. He presented a petition containing 126 signatures in support of the request for restrooms. Mr. Knecht stated the portable restroom facilities are not adequate to accommodate the number of people attending the games. Mayor Thomas stated the city was aware of the need for the restrooms and of another ball • field, but money was not available at this time for either project. Comm. Christensen stated that since the City did not own the fields, but leased them from the school, he did not believe the City could put improvements on them, also he did not believe the restrooms could be maintained satisfactory because of vandalism. Comm. Christensen advised Mr. Knecht he would meet with the Jaycees to discuss these problems. + + + 4. Motion by Comm. Christensen, seconded by Comm. CAPTION: A RESOLUTION TO THE HONORABLE MAYOR AND CITY COUNCILMEN OF THE CITY OF HOUSTON, RESPECTFULLY • REQUESTING THAT THE APPLICATION BY SOUTHWESTERN BELL TELEPHONE COMPANY FOR A TWENTY-EIGHT PER CENT (28%) RATE INCREASE BE DENIED. ,'Z, + + + Regular Meeting 6/5/72 - continued C: 5. Johnny Busch, Baytown Engineering, addressed the Commission in regards to the bids received on May 19, 1972 for water and sewer line extension systems in Fairmont Park~West. Mr. Busch stated the response to the bidding was very good with thirteen (13) bids being received. He presented a tabulation of the bids to the Commission and recommended the low bidder of Hollico Inc., for X31,209.80. • Motion by Comm. Kibodeaux, seconded by Comm. Christensen to accept the bids as presented. Motion carried by the following vote: AYES: Commissioners Christensen, Kibodeaux, Sampson and Boyle. NAYS: None. Motion by Comm. Kibodeaux, seconded by Comm. Boyle to award the bid to Hollico and that the Mayor be authorized to sign the contract with Hollico at such time that Mr. Robroy Carroll deposits one-half (1/2) of construction and engineering fees with the City of La Porte. Christensen to ratify employing Pfeiffer- Gambrell, Inc., to replace electrical wiring system in City Hall. Mayor Thomas read a letter of resignation from Gary L. Wood as a member of the La Porte Housing Board. Mayor Thomas recommended appointing Mrs. Zula Stanford as a member of the Board to fill the vacancy created by Mr. Wood's resignation. Motion by Comm. Kibodeaux, seconded by Comm. Christen to appoint Mrs. Zula Stanford as a member of the Housing Board. Kibodeaux to pay Victory Pool and Gunite Co., $3,000.00 as partial payment for repairs to the swimming pool, with the balance of $2,041.39 to be paid when all repairs have been completed and accepted at the close of the season. Motion carried by the follow- ing vote: AYES: Commissioners Christensen, Kibodeaux, Sampson and Boyle. NAYS: None. 15. Mayor Thomas stated there would be a work shop session on June 7, 1972 with Dr. W.A. Quebedeaux and Texas Water Quality Board to discuss Chemetron Chemical Company discharging their effulent into the City's sewarge treatment plant. + + + + + + 16. Mayor Thomas stated that in the future all bids received would be received and opened at the regular commission meetings, with the closing time being 7:00 P.M. and opening of the bids would be the first item on the agenda. + + + 17.
