1. Motion by Comm. Kibodeaux, seconded by Comm.
Christensen to approve the minutes of the
previous meeting as presented. Motion carried
by the following vote:
AYES: Commissioners Christensen, Kibodeaux and
Boyle.
NAYS: None.
ABSENT: Commissioner Sampson.

2. Motion by Comm. Boyle, seconded by Comm.
Kibodeaux to approve the accounts payable
as presented. (See Exhibit A) Motion carried
by the following vote:

3. Rev. William Baker, Bayshore Baptist Church,
addressed the Commission to request permission
to allow the church to build a covered walkway
over the city easement.
The Commission advised Rev. Baker that if he
could get approval from all of the utility
companies to cross the easement, they had
no objection to the walkway being installed.

• 4. James Spradling, addressed the Commission to
report on the La Porte Utility District, of
which Mr. Spradling is the city's representative
on the Board of Directors. Mr. Spradling
reported he had attended a meeting of the
Board on July 24, ?..972, and although a bond
election was held on November 13, 1971 and
a $1,800,000.00 worth of bonds were approved,
the district is -oretty well dormant at this
time.

appointing a member to the housing board.

read. Motion carried by the following vote:

turn his files over to the new attorney,

9. Motion by Comm. Kibodeaux, seconded by Comm.
Christensen to ratify approval of change order
No. 1 from Hollico Construction Company on the
water and sewer line extensions in Fairmont
Park. Motion carried by the following vote:
AYES: Commissioners Christensen, Kibodeaux and
Boyle.
NAYS: None.
ABSENT: Commissioner- Sampson.

10. Motion by Comm. Kibodeaux, seconded by Comm.
Boyle to ratify advertizing for and accepting
bids on water and sewer .line extensions to
the Garden Walk Townhouse project, on. August
17, 1972 at 7:00 P.M. Motion carried by the
following vote:
AYES: Commissioners Christensen, Kibodeaux and

NAYS: None.
ABSENT: Commissioner Simpson.

11. Motion by Comm. Boyle, seconded by Comm.
Kibodeaux to ratify advertizing for and
accepting bids for the fire station building
in Fairmont Park on August 17, 1972 at
7:15 p.m., providing that Baytown Engineering
has the plans and specifications completed
in time for accepting the bids. Motion
carried by the following vote:
AYES: Commissioners Christensen, Kibodeuax and
Boyle.
NAYS: None.
ABSENT: Commissioner Sampson.

accepting bids for playground equipment
on August 17, 1972 at 7:30 p.m. Motion
carried by the following vote:

Municipal Court, a copy of which is attached
to and made a part of these minutes. Motion

14. Mayor Thomas stated he had discussed the installation
of forty (40) street lights in the Fairmont
Park West addition with Mr. J.L. Wyatt, Division
Manager with Houston Lighting and Power Co.
Mayor Thomas stated under the franchise agree-
ment, H. L. & P. was obligated to install
these lights at no cost to the city and they
had agreed. to do so.
Mayor Thomas stated Comm. Sampson was absent
from the meeting, due to his work schedule, and.
he had advised Mayor Thomas of a request he
had received for a street light at East "A"
anal Idaho Streets and had asked the Mayor to
get Commission approval for this request.

INTER-DEPARTMENT PROCEDURE CHANGES
Traffic Citations
All unissued traffic citations will be the sole responsibility
of the Court Clerk, and will be maintained by her,_under lock
and key, until she assigns thern to the police officers individ-
ually. Each officer will be required to sign a receipt for
every book of citations assigned to him, after which he will be
totally responsible for that book.
Tn no event will there be a dis~riissal of any issued traffic
citation, except by the Court itself.
Each police officer shall turn in every ticket which has been
issued by him, or voided because of a mistake, no later than
the end of his shift. These tickets and accompanying complaints
are to be deposited in a locked..:-box located in the police station.
The Court Clerk will maintain the only key to this box.
The next time the traffic citations are printed, they shall bear
• a notation to the effect that on the second offense for any vio-
lator, the violator must appear in court, and cannot plead guilty
and pay his fine through the Clerk. To enforce this, the Clerk
will begin immediately to maintain an alphabetical file of all
violators. (It is anticipated that it will be another six month
before the citations are again reprinted.)
Accident Reports
Under a new state law, the City is now obligated to furnish a
copy of all accident reports to anyone requesting same. Therefore,
a coupon system will be instituted to facilitate these request.
A person wishing to purchase a photocopy of an accident report,
may do so by first purchasing a coupon from the Court Clerk for
a charge of Two (2) Dollars. These coupons will state that they
are good for a period of one (1) year from the date of issuance
and will become void after that time. They can be taken to the
police station anytime within the one (1) year period and redeemed
for a photocopy of the requested accident report. Upon redemption,
these coupons will be cancelled and returned to the Court Clerk.
They are to be turned in daily by depositing them in the same
locked box provided for the traffic citations.
• Bonds
A cash or property bond in the usual form, shall always be
required in the following situations:
(1) The offender refuses to sign the promise to appear on the
traffic citation.
(2) The offender has ro valid Operator's License or. his person.
However, if the offender has a La Porte license plate, cr
strong employment contacts in the La Porte community, no
bond shall be required if a promise to appear is sig:~ed.
In cases where bond is required, fingerprints shall always
be taken at the time of arrest, in accordance with state
law, on this particular offense. Bonds shall always be
required on this offense by persons who have neither res-
idence :nor employrriert contacts in the City of La Porte and
surrounding communities.
(3 ) Bonds stall always be required by out of Harris and irr~rnedi-
ate adjoining County residence, for any offense,. with the
exception of "Speeding". This requirement can be waived,
by the Judge, in. any particular case.,
Insurance company bond certificated, American Automobile Asso-
• ciation, or other auto club bond certificates shall be acceptable.
Amount of Bonds
The following schedule of bond amounts has been established,
but can be changed by the Judge, for any particular case, upon
his descretion.
(1) Traffic offenses - the amount of the bond shall be the
amount of the minimum for the offense.
(2) All violations having to do with firearms shall carry
a minimum bond of $75.0.0.
(3) All other violations of City of La Porte ordinances and
state laws, shall carry a minimum bond of $50.00.
(~) Personal recognizance bonds, rather than cash or property
bonds, may be furnished, with .the prior approval of the
Judge.
NOTE: In addition to the above amounts, a $2.50 State of Texas
Court Tax must be collected on each offense, as provided
• in Senate Bill No. 841 of the Sixty-Second Legislature
of The State of Texas.

• Hard~..in~ of Juvenile Offenders
State law is very strict ors the subject of police handling of
juvenile offenders, and in particular, juvenile offenders are
not to placed in regular jail cells, nor may they be mixed
wit: adult prisoners.
If within four to six hours after incarceration at the police
station, a juvenile offender has not been picked up by 'ris
parents, guardians or any reputable person with family ties or
relationships, or if definite arrangements have not been made
by them to pick him up s'.^~ortly thereafter, the juvenile shall
be transferred by the Police Department to the Harris County
Juvenile Detention Hall.
Payment of Fines
The police dispatchers have been appointed as Deputy Court
Clerks ar~d authorized to accept bonds. However, in rlo event,
may a fine be paid to .them, or to any police officer. All
fines are to be paid. directly to the Court Clerk.
• Jail Census
The Police Department shall make a jail census each day at
8:00 A.M., and shall turn the same ir. to the Court Clerk by
q:00 .AN. each day.
The jail census shall contain the following information:
(1) Name of prisoner
(2) Age of prisoner
(3) Sex of prisoner
(4) Offense charged
(5) Address of prisoner
(6) Date and time prisoner was arrested.
1.11 Prisoners
• Any prisoner who appears to be, or compalins of being ill, shall
be examined by a physician. If further treatment is indicated,
the prisoner shall be removed to the jail ward at Ben Taub Hospital.
