MINUTES - REGULAR MEETING
• OF THE
LA PORTE CITY COMMISSION, LA PORTE, TEXAS
OCTOBER 2, 1972
7:00 P.M.
MEMBERS OF THE COMMISSION PRESENT: Mayor E. A. Thomas,
Commissioners C. D. Christensen, I. J. Kibodeaux and
C. D. Boyle.
MEMBERS OF THE COMMISSION ABSENT: Commissioner G. E. Sampson.
OTHER CITY OFFICIALS PRESENT: Virginia Cline, City Clerk;
Knox Askins, City Attorney; Robert Cline, Director of
Public Works and R. R. Hall, Assistant Chief of Police.
MEMBERS OF THE PLANNING AND ZONING COMMISSION PRESENT:
• Mrs. Lois Compson, A. Uel Price and Dsllas Aker.
PRESIDING: Mayor Thomas.

Invocation was offered by Comm. Kibodeaux.
Mayor Thomas stated the first item on the agenda
was the Public Hearing, but until Mr, Aker arrived
to constitute a quorum for the Planning and Zoning
Commission, the Public Hearing would be postponed
and the Commission would proceed with other items
on the agenda.
1. Motion by Comm. Kibodeaux, seconded by Comm. Boyle
to approve the minutes of the previous meeting of
September 18, 1972 as presented. Motion carried
by the following vote:
AYES: Commissioners Christensen, Kibodeaux,
and Boyle.
. NAYS: None.
ABSENT: Commissioner Sampson.

2. Motion by Comm. Christensen, seconded by Comm.
Kibodeaux to approve the accounts payable as
presented, a copy of which is attached to and
made a part of these minutes. Motion carried
by the following vote:
AYES: Commissioners Christensen, Kibodeaux
and Boyle.
NAYS: None.
ABSENT: Commissioner Sampson.

3. Mr. A. Uel Price, President of the Fairmont Park
Homes Association, addressed the Commission in
regards to the sewer rates charged by the city.
Mr. Price stated the sewer charge was unfair as
it penalized those persons who water their yards
and urged the Commission to find a better way
to apply the charge.

4. Mayor Thomas stated Mr. Aker was now present
and the Planning and Zoning Commission had a
quorum, therefore he would call the Public
Hearing to consider the rezoning of the West
Half of Block 1171, West Half of Block 1182,
East Half of Block 1174, East Half of Block 1179
and all of Blocks 1172, 1173, 1180 and 1181
from Residential to Commercial.
It was ascertained that a notice of this
hearing was published in the official news-
paper of the city on September 21, 1972 and
that a written notice of the hearing had been
sent to all property owners within two hundred
(200) feet of the property in question.
Mayor Thomas stated that the rule would be that
all proponents would be permitted to speak first,
then any opponents would be permitted to speak.
A discussion of the location of the property
• was held and Mayor Thomas pointed out the blocks

in question on the zoning map.
There being no one to speak for or against the
rezoning, Mayor Thomas declared the hearing closed.
Members of the Planning and Zoning Commission
presented their written recommendation to approve
the rezoning.
Motion by Comm. Kibodeaux, seconded by Comm.
Christensen to approve the rezoning of the
West Half of Block 1171, West Half of Block
1182, East Half of Block '174, East Half of
Block 1179 and all of Blocs 1172, 1173, 1180
and 1181 from Residential to Commercial. Motion
carried by the following vote:
AYES: Commissioners Christensen, Kibodeaux and
Boyle.
NAYS: None.
ABSENT: Commissioner Sampson.

5. Motion by Comm. Boyle, seconded by Comm.
Christensen to approve advertizing for bids
to be received October 18, 1972 at 7:15 p.m.,
for waterproofing the city hall complex.
Motion carried by the following vote:
AYES: Commissioners Christensen, Kibodeaux and
Boyle.
NAYS: None.
ABSENT: Commissioner Sampson.

Boyle that the following amounts be transferred
to the General Fund Encumbrance Account 9/30/72.

read. Motion carried by the following vote:

on the fire station building in Fairmont
Park, a copy of which is attached to and
made a part of these minutes. Motion
carried by the following vote:

and Boyle.
NAYS: None.
ABSENT: Commissioner Sampson.

Boyle to approve authorizing Johnny Busch to
engineer the water line project to the airport.

Boyle to ratify installation of water and
sewer lines in Block 114 at a cost of `;1,4'72.50
to the city. Motion carried by the following
vote:

and Boyle.
NAYS: None.

be appointed as deputy fire marsh~lls. Motion
carried by the following vote:

and Boyle.
NAYS: None.
ABSENT: Coz;~:missioner Sampson.

15. Motion by Comm. Kibodeaux, seconded by Comm.
Christensen that the meeting be adjourned.
Motion carried unanimously.
The meeting of the City Commission was adjourned at 8:40 p.m.
